农户“城乡居保”参保缴费行为逻辑及其治理

"城乡居保"制度是一项由中央政府主导的普惠制、广覆盖的惠民政策,但在政策实践中多数农户选择了低档次参保缴费行为。基于三省18县农户缴费档次的抽样调查结果,农户并非是在收入水平上无法承担更高档次的参保缴费,而是对"城乡居保"制度的制度模式、工作网络和财务机制缺乏信任和合理预期。同时,农户低档次缴费参保行为也暗合了地方政府的现期利益,地方政府的"行政异化"策略反过来强化了农户的低档次参保缴费行为。合理提高农户在政策执行中的边际收益,弱化地方政府"行政异化"动机则是提升农户"城乡居保"参保缴费档次的核心路径。

城乡居民社会养老保险工作现状及对策

目前,我国城乡居民社会养老保险惠民政策取得了较好的成绩,但也存在着不少的问题。本文通过对部分乡镇及群众的调查走访后,发现主要存在着一些问题,针对这些问题提出了一些对策建议。
