It also plays an important role in implementing the national independent innovative strategy. How-ever, most of the high-tech industrial zones have many problems in their development process, such as efficiency of land use, weakness of oriented function and lack of land intensive. To solve these problems, the authors of this paper introduced the concept of land use performance and established the theoretical model to assess the land use performance of high-tech industrial zones. The model consists of the following three-dimensional parts: land use benefit, land use efficiency and innovative function. Based on this theory model, an index system which was composed of three secondary indictors, eight tertiary indictors and 37 fourth-grade indictors was set up to evaluate the land use performance of high-tech zone. To avoid the defects of plus model and function model, the authors brought out a three-dimensional evaluation model to examine the index of the land use performance of the high-tech industrial parks, which equals to the evaluation indicator system of land use performance of high-tech zone based on the above research. The authors examined the land use performance of five different high-tech industrial parks in Haidian District, Beijing City. The results indicated that the indicator system per-forms better in the aspect of evaluating land use benefit, land use efficiency and function of the high-tech industrial zone compared with other models.展开更多

This is the reality of an increasing population crowding into the cities, and fomenting crime in the process. The physical design of the environment also contributes to the escalating crime rate, resulting in fear and anxiety among the residents. The "Safe Township" concept is an approach to resolving the issue of security in urban areas. It is an agenda within the concept of liveable cities that focuses principally on the problems of urban security. The development of properties within the concept of Gated Community housing is considered a step towards protecting residents in a residential area. The development of fenced Gated Community housing equipped with full-time security facilities is among the strategies in implementing the concept of the Safe Township. This paper discusses the security features in the Gated Community housing development as measures to combat crime in line with the implementation of the Safe Township concept. This study adopts an investigative methodology that combines theory with case studies. The compilation of data was made through literature search, interviews with representatives from the Town Planning Department and data were also collected through observations of Gated Community housing schemes in Johor Bahru.展开更多

It has also enhanced agricultural policies and strengthened its promotion of rural socioeconomic development. In more-developed regions of the country, the Di Bao program-in combination with integrated urban and rural social insurance and public services-has significantly reduced rates of poverty and financial vulnerability, and additional employment-promotion policies have created opportunities for Di Bao recipients to achieve incomes above the poverty-line. However, because of the high number of extremely poor households in disproportionately poor areas and the paucity of locally-available financial resources there, the intensity of intervention is still insufficient. Inadequate coordination of policies and shortcomings in the targeting of subsidies have resulted in both under-coverage and welfare-leakage as well. Consequently, in China's efforts to eradicate extreme poverty, increasing the effectiveness of poverty-reduction strategies in poor areas remains a key prioritY.展开更多

In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980 s and 1990 s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then considered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water resources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and environmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.展开更多

These people participa...This article analyzes the impact of urbanization on village democracy in China. The "economic absorption and social exclusion" of semiurbanization path has attracted rural residents to cities. These people participate in the urban economy just as a factor of production (labor) without enjoying the rights that urban citizens(xfiUagers) have. This urbanization path and population mobility has had a profound influence on rural democracy in China. On the one hand, large numbers of young people have left; the traditional villages in central and western China, which are characterized by population output( many even move with their entire families), causing the villages to lose their political elite while the interaction chain between villagers has been shortened and social trust in the villages has been weakened, thereby giving rise to a low quality of rural democracy. On the other hand, large numbers of migrant workers have flocked into the urbanized villages in eastern China, which are characterized by population input, and these people far outnumber local residents. Migrant workers are excluded from rural democracy and the governance structure. This local citizenship based on the household registration system restricts the inclusiveness of village democracy.展开更多
