Urban green spaces have been arisen growing concern responded to the social and environmental costs of urban sprawl. A wide range of planning and policies has been and/or will be designed to protect urban green spaces and optimize their spatial pattern. A better design or planning of urban green space can make a major contribution to quality of environment and urban life, and furthermore can decide whether we can have a sustainable development in the urban area. Information about the status quo of urban green spaces can help planners design more effectively. However, how to quantify and capture such information will be the essential question we face. In this paper, to quantify the urban green space, a new method comprising gradient analysis, landscape metrics and GIS was developed through a case of Jinan City. The results demonstrate: 1) the gradient analysis is a valid and reliable instrument to quantify the urban green space spatial pattern precisely; 2) using moving window, explicit landscape metrics were spatially realized. Compared with quantifying metrics in the entire landscape, it would be better to link pattern with process and establish an important basis for analyzing the ecological and socioeconomic functions of green spaces. 展开更多

Urbanization strategic environmental assessment (SEA) is an effective instrument to enhance the harmo-nious development of urban complex system, integrating of environment and development in decision-making. Ur-banization strategic environmental assessment integration technology system (SEA-ITS) is composed of "3S" (RS, GIS and GPS), environmental expert system and environmental model system, coupling with appropriate SEA working process closely. In this paper, the structure and components of SEA-ITS are analyzed based on Chinese characteristics, meanwhile methods to fulfill the following system functions are discussed: urbanization SEA in-quiring, analysis, discrimination, assessment, prediction, decision-making and output. Moreover, methods and tech-nologies employed in different urbanization SEA hierarchies are summarized. As a case study, urbanization SEA-ITS is applied in Changchun City to solving complex real problems. Methods such as system dynamics and grey cluster are adopted to achieve the environmental impact assessment on the eco-industrial system planning. It is revealed that the system designed is capable of reflecting the dynamic behavior of eco-industrial system under different sce-narios, meanwhile accomplishing strategy optimization and supplying scientific reference. The 4th strategy, namely concerning on economy increase and its interaction with science, technology and environment progress, would have the best efficiency. Further, more attention should be paid to the secondary development of integration techniques and function modification system of urbanization SEA-ITS. 展开更多

The huge migration of rural workers has new characteristics such as the bad order, high degree of concentration, low level of collective action, marginality in social status, unfair treatment, difficult integration of the new generation, and the new return trend of rural migrants, which causes ‘urban diseases’ in China. Countermeasures should be taken to develop medium-sized and small cities, integrate the labor market of the city and countryside, provide necessary public services, social security and vocational training, guide the rural migrant workers to return rationally, and help the new generation live in harmony with urban residents. 展开更多

This paper reviews process and the underlying driving forces of China's urbanization between 1949-2015. Contemporary China's urbanization has experienced four stages, and each has had different driving forces: 1) economic re-construction and industrialization-led urbanization 0949-1977); 2) economic reform and mar- ket-led urbanization (1978-1995); 3) economic globalization and the global-local urbanization (1996-2010); and 4) the land-economy- led urbanization (2010-). These urbanization processes and driving forces will undoubtedly provide scientific reference and have sig- nificant implications for developing countries, especially African countries, to formulate their urbanization public policies. 展开更多

Based on the 1973 - 2003 temperature data of Guangzhou meteorological station and 1980 - 2000 temperature data of Foshan airport, the variations of urbanization effect on temperature of Pearl River Delta (PRD) and Guangzhou city were analyzed. It was found that the temperature has increased significantly due to the PRD's urbanization. During the last 20 years, Foshan airport's temperature has increased by 0.7℃, and the Guangzhou city's temperature increased by about 1.℃ during last 30 years. The unique two-stage "Chinese path" of China’s ru-ral-urban migration, which cannot be fully explained by classical theories of economic development, makes us to give peasant workers’ transformation to urban residents a top priority. On the basis of fully explaining peasant workers’ transformation to urban residents, a method for measuring its process has been advanced and then confirmed with the data of March in 2005 from surveys to peasant workers in Wuhan. Finally, the suggestions of acceler-ating peasant workers’ transformation to urban residents to pro-mote the construction of a harmonious society have been drawn from the analysis. 展开更多

In post-reform China, local governments, instead of the central state, have become major promoters of urbanization. Differing from the existing literature based on Western theories, this article argues that a localized perspective, ‘administrative urbanization', can provide a contextual explanation for the mechanism of urbanization in the reform era. The case study of Ordos indicates that new town construction, especially in the inland area, has become the main strategy for investment attraction and economic development. The local government has played a dominant role in this construction through a series of administrative measures, including avoidance of central state regulations, land leasing, high standard infrastructure construction, relocation policies and industrial attraction. This article also explores the issue of unsustainability in the new town, and identifies that underdeveloped industrialization, slow population agglomeration and real estate bubbles are primary threats to the sustainability of administrative urbanization. 展开更多

Two rounds of leveraging-up have led to a high debt ratio in the Chinese economy, triggered liquidity mismatch and increased systemic financial risks. The key causes of local government liabilities are soft budget constraints and non-market-based factor allocation. Currently, the risks of local government liabilities are generally controllable. This paper concludes that the long-term solution to managing local government liabilities is to enhance budget constraint and institutional assurance and proposes countermeasures in the reform of urban construction investment and ftnancing mechanisms. 展开更多

City and personality have never been easily associated. Historically, since classical antiquity, urban space has always been the reflection of a collective identity representing the natural inclination of human beings to live in group. However, according to Lewis Mumford, the city has been the context in which another ideal arose--the concept of personality. This ideal, according to the official history of urban design, seems to have had a very marginal role, if not as a formal or functional analogous structure. Nevertheless, looking at the physical consistence of built space--as well as its ideal formulation--it is not difficult to find some evidence of Mumford's theory. Therefore, the paper, through an architectural overview ranging from classical street-side benches to contemporary digital cities, aims at outlining the progressive change in the representation of urban identities from a collective to a more personal dimension. It describes how public space design, especially during the last 30 years, has redefined its strategies in order to increase the possibilities of personal intervention for users, and it focuses on the gradual shift of this discipline towards other scales, instruments and objectives, in a sudden disciplinary convergence with interior architecture and industrial design. Thus, showing how a pervasive process of domestication is nowadays transforming not only the use, but also the symbolic meaning that the public domain has traditionally had. 展开更多

The paper examines the situation and causes of recent big earthquake and tsunami disasters especially in the case of the Great East Japan Earthquake in 2011, and analyzes the damage to extract lessons on safety of buildings and recovery of cities from the view point of building regulations such as the Article 39 of the Building Standard Law. In addition, the Article 8 of the Ordinance of City Planning Law resulted in not so effective against tsunami in March 2011. Control mechanisms of building construction should be integrated into socio-economic, institutional, technical and other policy tools. In order to mitigate earthquake risk, all stages of building construction, from location, planning and construction to maintenance are important. Awareness creation is instrumental for building culture of safety and demands for intervention in disaster mitigation. The demands ultimately help in creating conducive environment for policy intervention, in realizing institutional mechanism of building code enforcement and land use control for the municipal authorities and in creating demand for competent professionals. 展开更多

The social insurance problem of migrant workers is one of the main social problems that need to be solved in the city modernization and industrialization construction in China. The outstanding reflections are that attaching less importance to social insurance system, too high insurance fee and not perfect security system and other phenomena. This paper focuses on the empirical study and analysis of this type of problems, in order to put forward the feasible solution of social insurance for migrant workers. The migrant workers generally refer to the labor workers of household registration as farmers working in towns for non-agricultural occupation. At present, China' s migrant workers has exceeded 2.6 billion, and this group has been long in the city and rural edge, difficult to get the social insurance policy. According to the National Bureau statistics data, the migrant workers of not buying industrial injury insurance, endowment insurance, medical insurance and unemployment insurance are respectively 67.64%, 73.37%, 73.77% and 84.65%. In order to guarantee the interests of vulnerable groups in the marginalized position, the social insurance problems of migrant workers have become the our focus. 展开更多

This paper tries to discuss everyday life and its relation to urban experiences in different aspects of Taipei City in Human Condition, performed by Greenray Theatre in Taiwan since 2001. The serial play, including six parts,1 displays the life of ordinary people, primarily the middle and labor classes. Historically, Human Condition tells about Taiwan Residents' life from the period of Japanese occupation in Taiwan to the present day. The public's everyday life and their cultural activities are delicately represented on the stage. Human Condition especially focuses on people living in Taipei city, the capital and most populated place of the country. In different historical periods and political atmospheres, the characters' economic and social activities, nostalgic feelings about the past, passions for love and friendship, and awakening of fighting for humanity and freedom construct their social positions as well as establish different aspects of Taipei. We can see the transformation of the city by means of people's social relationships and economic activities. Drawing on Henri Lefebvre's concept of everyday life as rhythmic movement and spatial practice in the process of urbanization, this paper aims at studying the characters' social practice that defines their position and formation of identity within place. Human Condition unravels the characters' connection and disconnection from place in each period of Taiwan's historical and political conditions. The life in Taipei differs from each historical, economic, and political system that defines people's attitudes and perspectives toward this land. The characters within every historical background and political system tell us what Taipei represents and symbolizes to people. The transition of Taipei produces impacts on people that endow them with different personalities and perspectives toward life. As globalization invades into this city, the definition of human in city life has to be reconsidered. As a place of encounter, accumulation of cultural hybridity in Taipei formulates multiple dispositions and social structures. By analyzing the characters represented in every historical period of Taipei, this article interrogates to what extent of "in-place" or "out-of-place" of the characters is interpreted in this space and, in the progress of urbanized development of Taipei, what the value is to affect and connect people's relationships. 展开更多

In the process of city construction, as a comprised factor of city geological environment, underground water takes the most active part, and its dynamic change is fiercest. The city construction unceasingly disturbs underground water chemical, dynamical, physical and biological field. In return, the four fields' changes also can affect the geological environment that city lived by, in other words they affect safety and stability of geological environment. Interaction of underground water and the geoenvironment directly displays in the following two ways: The first is that the underground water and the geological body transfer the energy each other; the second is that the strength balance of geological body is broken. Underground water variation brought about by city construction is the factor which cannot be neglected. Underground water variation on the one hand changes soils or rocks' physical, biological, chemical and mechanical properties, then influences the deformation and strength of geological body. On the other hand it changes its own physical, chemical properties and biochemical component. At present, from mechanics aspect, interaction between chemical field and biological field variation of the underground water and the geological body lacks research. Although interaction between them is long-term, slow, but when it compared with water-soil or water-rock interaction in the entire process of formation of rocks or soils or geologic evolution history, the qualitative change of the biological and chemical action of rocks or soils brought about by city construction is remarkable, in this paper, aiming at underground water biological field factor which is easily neglected by people, it analyzes that underground water biological field affects possible mechanism and approach of properties variation of rocks or soils in city construction, brings forward further research method and development direction have been also proposed. 展开更多

Specific changes in land use can,and often do,occur when any social economic system moves from one form to another. When traditional societies transit from traditional land uses to philosophically determined land uses,as in the case ofthe introduction of socialism or the transition from system ofplanned economy to a market system, suchchanges seem concentrated and perhaps exacerbated.Certainly, such circumstances provide the opportunity to see the process of social philosophy and its impact upon land use in a telescoped fashion. The discovery and explanation of these elements might provide some insight into basic human behavior, and its relationship to social control and how people organize space both with and without control.
