Industrial transformation represents a unique economic phenomenon in China’s regional economy, and old industrial city reconstruction has long been a key problem that affects state security. As a typical old industri...Industrial transformation represents a unique economic phenomenon in China’s regional economy, and old industrial city reconstruction has long been a key problem that affects state security. As a typical old industrial city in China, Shenyang established its heavy industrial city position in the First Five-year Plan period(1953-1957), and this industrial structure has been consolidated for a long time. After 1978, Shenyang began its long lasting industrial reconstruction in an all-round way by 3 main initiatives including restructuring economic system, upgrading traditional industrial technology and developing high-tech industry. In the end of the 1990s, it could be identified that remarkable structural changes took place in city economy at large as well as individual industrial sector. According to the GDP proportion change, Shenyang is on the way to a high level industrial structure. The secondary industry also engendered significant shifting as smelting and textile industry declined sharply but IT industry increased largely. Although the ratio of the heavy industry to the light industry changed periodically, the heavy industrial output value most time kept a high proportion over 60% of the gross industrial output value in the past five decades. Shenyang has favorable conditions for developing equipment manufacturing industry, but it should carry out the program by establishing its leading role in urban economy plan, building "Theme Industrial Parks", improving Tiexi Industrial Zone, removing any kind of system barrier, enlarging private and other ownerships economy and improving technology, marketing and management by IT application. In response to economy globalization, Shenyang needs to expand the cooperation worldwide and improve the cohesion with surrounding cities.展开更多

It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. It is essential to study it by the component analysis method from the view of system science. The urban developmental sustainability is one of focuses that people has paid more attention to, however, little common understanding how to measure and evaluate the sustainability has been gotten. In this paper, a framework is designed to evaluate the developmental sustainability of Suihua City, Heilongiiang Province in China from the aspects of economy, society, population, resources and environment. We adopt the Principal Components Analysis （PCA） to decrease dimensions and simplify the original indexes into 12 indexes. Also, the hierarchy and comprehensive multiple-criterion evaluative methods are employed to assess the sustainable development system in Suihua City. Then, the weights of indexes are attained by Analytic Hierarchy Process （AHP） method. Furthermore, urban comprehensive development level, developmental sustainability, coordinate degree are calculated and analyzed. By analyzing, we know the fluctuation of development level of subsystem, especially resources and environment subsystem, is acute. The comprehensive development level of sustainable development system in Suihua has been on the rise since 1999. That results from the effect of traditional economic development mode with high energy-consumed being decreased in the city after 1999. At the same time, it is obvious that there was an instability of development level in Suihua City during 1990-2002, the status＇trend was more harmonious in 1999-2002. with a turn in 1998, and the development could be sustainable,展开更多
Based on the analysis of its basic characteristics, this article investigated the disparities of Chinese service industry among the three regions （the eastern China, the western China and the middle China） and inter...Based on the analysis of its basic characteristics, this article investigated the disparities of Chinese service industry among the three regions （the eastern China, the western China and the middle China） and inter-provincial disparities of that in the three regions by Theil coefficient and cluster analysis. Then, major factors influencing its spatial disparity were explored by correlation analysis and regression analysis. The conclusions could be drawn as follows. 1） The development of Chinese service industry experienced three phases since the 1980s： rapid growth period, slow growth period, and recovery period. From the proportion of value-added and employment, its development was obviously on the low level. From the composition of industrial structure, traditional service sectors were dominant, but modem service sectors were lagged. Moreover, its spatial disparity was distinct. 2） The level of Chinese service industry was divided into five basic regional ranks： well-developed, developed, relatively-developed, underdeveloped and undeveloped regions, As a whole, the overall structure of spatial disparity was steady in 1990-2005. But there was notable gradient disparity in the interior structure of service industry among different provinces. Furthermore, the overall disparity expanded rapidly in 1990-2005. The inter-provincial disparity of service industry in the three regions, especially in the eastern China, was bigger than the disparity among the three regions.
