The decision behavior and r...In this study, three-phase satellite images were used to define rules for the allocation of time and space in construction land resources based on a complex adaptive system and game theory. The decision behavior and rules of government agent, enterprise agent and resident agent in construction land growth were explored. A distinctive and dynamic simulation model of construction land growth was built, which integrated multi-agent, GIS technology and RS data and described the interaction among influencing agents, Taking Fuyang City in the Changjiang River Delta as an example, an assessment process for the remote sensing data in construction land and scenario planning was constructed. Repast and ArcGIS were used as simulation platforms. A simulation of the spatial pattern in land-use planning and the setting of scenario planning were conducted by using the incomplete active game, which was based on different natural, social and economic levels. Through this model, a simulation of urban planning space and decision-making for Fuyang City was created. Relevant non-structured problems arising from urban planning management could be identified, and the process and logic of urban planning spatial decision-making could thus be improved. Cell-by-cell comparison showed that the simulation accuracy was over 72%. This model has great potential for use by government and town planners in decision support and technique support in the policy-making process.展开更多

The year 1990 marks a line of rupture in the history of Algeria in general by the fundamental changes that have occurred, especially in the fields of urbanism and the land use planning, which has an important impact o...The year 1990 marks a line of rupture in the history of Algeria in general by the fundamental changes that have occurred, especially in the fields of urbanism and the land use planning, which has an important impact on space of the city and its environment. However, the absence of directives based on the reality of upstream territories and sometimes the conflict and the weakness of the instruments created at different levels: national, regional and local, have accelerated the galloping development of urbanization (the irrational consumption of land reserves inside and around the city), often at the expense of the agricultural land. On the other hand, the involvement of new actors in the production of the framework built in the Algerian town was made without compliance with the rules of architecture and urbanism contained in the build permit and in the MPU (Master Plan of Land Use and Urbanism) and the SOP (Soil Occupation Plan) approved. The analyses conducted in the cities such as the capital Algiers and Setif illustrate this situation well. This article presents these situations of paradox, identifies their causes and suggests the recommendations to implement in the framework of studies and actions to take, to correct and regulate their mutations.展开更多

In addition, the Article 8 of the Ordinance of City Planning Law resulted in not so effective against tsunami in March 2011. Control mechanisms of building construction should be integrated into socio-economic, institutional, technical and other policy tools. In order to mitigate earthquake risk, all stages of building construction, from location, planning and construction to maintenance are important. Awareness creation is instrumental for building culture of safety and demands for intervention in disaster mitigation. The demands ultimately help in creating conducive environment for policy intervention, in realizing institutional mechanism of building code enforcement and land use control for the municipal authorities and in creating demand for competent professionals.展开更多

Through the investigation of tw...The paper aims at measuring the influence that the everyday theme has exercised in the formation of the idea of space that is permeating the thought of many contemporary urban planners. Through the investigation of two recent approaches, the Italian and the American ones, the complex relationships between daily practices and urban spaces, in the continuous redefinition of the concepts of public and private sphere, are described. In this context, the Everyday Urbanists' work had the merit to reveal and investigate the social possibilities offered by the patterns of everyday life. They were among the first to speak about a citizenship redefinition, process which has been increasingly debated by many scholars. Citizenship is thus turning to be less formal, while becoming more substantive and insurgent. The paper demonstrates that, according to this crucial change, new and meaningful relations between citizenship and planning can be established and that these are able to open planning practice up to the present ethnographical possibilities of the urban space, and to its tactical and polysemic dimensions.展开更多

Low-carbon eco- city planning is especially important for China as it is in a state of rapid economic growth, urbanization acceleration, carbon emissions increase, ecological environment deterioration and intensifying economic transformation. During the process of low-carbon eco-city planning, we must consider the whole range of temporal and spatial distribution of the city and grasp the overall coordination system of time and space. We should regard it as a system of the entire biosphere and regulate urban according to true features of ecosystems, that is in a basically a three-dimensional, integrative compound patterns. We need consider the natural ecological system factors, technological physics factors, economic assets factors, social and cultural factors as well as various humanitarian factors among the urban system structure; consider the impact of the internal and external urban environmental systems; make them interact and influence each other and restrict each other through the planning of the urban system material flow, energy flow, information flow and capital flow; insists the evaluation basic of the healthy development of urbanization and the of exercise macro -control on the dynamic representation" of the city development, the "qualityrepresentatiou" ofthecity' s connotation and the air representation" of the city state in order to overcome the " urban disease " by development, to reduce the " urban disease " by planning, to treat the " urban disease " by management. Considering that non-motorized transport along with public transport are resourceful forms of mobility, this research aimed to investigate the serviceability of integrated bicycle path networks in towns of medium size...Considering that non-motorized transport along with public transport are resourceful forms of mobility, this research aimed to investigate the serviceability of integrated bicycle path networks in towns of medium size. Factors impacting bicycle use in medium sized cities (urban planning, other transport means, adequacy of installations and parking spaces, etc.) have been examined. Bicycle can be something more than a sport or entertainment activity and has the potential to become an efficient means of transport. Xanthi is a medium sized town in Northern Greece. Its total area is 153 km2 and 65,000 people live there. An analysis of the existing traffic schemes in the city has pointed out the necessity of an organized bicycle paths network both cost effective and time saving. The main characteristics of such a network are described, hoping that in its completed form could impose the features of sustainable mobility and would be a paradigm for mid-sized cities in the country. Cars could be kept out of the central part of Xanthi ifa bicycle paths network is built using a ring-like scheme, since the residents favor the use of bicycle. Local authorities' plans must encourage the lending of public owned bicycles.展开更多

The goal of this procedure is to obtain cheaper costs both in the construction and in the maintenance of an homogeneous lot of buildings. The paper shows that, nevertheless an identical design being proposed in different towns, the final results are buildings with a different aspect. This is mainly due to the influence of building codes of the urban plan of the specific town, and to the site conditions, such as street orientation, ground inclination and so on. As a result the paper offers the ability to evaluate the role of the external factors on a standard design (with the afore said scale vantages) under the criminological point of view as well. This may be considered a further vantage that aims to obtain a lower crime risk level in town design.展开更多

In the last decades, the urban growth of developed countries has caused several environmental, social and economic problems, such as the inefficient use of resources and infrastructures. Notwithstanding, detailed analysis of population's necessities allows decreasing these drawbacks. These enhancements can foster a more feasible development through technical sustainability criteria. Therefore, the urban metabolism study becomes an essential tool to plan a suitable management for material and energy flows. Industrial Ecology (IE) theory looks for the sustainable integration of human activities on their natural environment. It seeks mimic natural systems performance and their processes. Industrial Metabolism (IM) studies those processes which turns material and energy into products and wastes. The IE final goals aim to promote improvements in process efficiency, decreasing consumption and waste generation through flows recirculation and exchange networks of material and energy. This contribution proposes a new conceptual framework which integrates urban and industrial metabolisms as an opportunity to achieve more efficient and sustainable development. The review of national and international experiences shows the improvements achieved through metabolisms' combination based on the exchanges of residual energy and water streams.展开更多

It also includes planning and implementation of targeted interventions in the transport network or facilities. Mobility is a complex process in the area, starting from the departure from the apartment, using various means of transportation, a number of activities in different goals until to return to the location of the apartment. It thus requires extensive transport infrastructure in the form of walkways, bicycle paths, street and railway network. At the same time, reshaping of public transport facilities is needed in which the pedestrian, biker and green concept shall be the main elements of the new spatial conditions. Pedestrian zones development in the city means to create pedestrian areas and green islands in all the places in the city where possible. This process is essential for the transformation of public spaces, in particular, transport corridors. To accomplish the concept of the green transport plan, the need for change in the parking policy is emphasized. This should be an integral part of the city planning and should go hand in hand with the traffic policy.展开更多
