It relieves environmental pressure and resolves the glaring contradiction between urban land idleness and urban sprawl. It addresses issues of urban land use and farmland protection in China. This paper compares brownfield with greenfield, and defines brownfield and its redevelopment. It elaborates general and special government policies for this sustainable land use strategy in the context of China. General policies contain two aspects: clarifying brownfield redevelopment's priority in Chinese urban planning and land use and setting a general quantitative redevelopment target. The extent of the government's special policies, which aim at coordinating three factors in the redevelopment process, namely govern- ments, developers and users, are divided into five areas: statistics and categorization, assessment and remediation, fi- nancial supports and tax incentives, environmental and legal liability, and publicity and guidance. The paper concludes the major functions of different levels of Chinese government in the redevelopment process, i.e. making general strategy, formulating legislation, spectifying regulations and technical standards, estimating and categorizing brownfield sites, drawing up brownfield planning, providing information and financial support, guiding developers, publicizing the strategy to the public, and checking reuse results.展开更多

Taking urban agglomeration in central Jilin (UACJ) as an example, this article analyzes the formation mechanism and spatial pattern of urban agglomeration in the less-developed area. First, the dynamics of UACJ has been analyzed from the aspects of geographical condition, economic foundation, policy background, and traffic condition. Then the development process is divided into three stages-single city, city group and city cluster. Secondly, the central cities are identified from the aspects of city cen- trality, and the development axes are classified based on economic communication capacity. Along with the economic development and the acceleration of urbanization,urban construction land expands rapidly in China,and has resulted in a series of socio-economic problems.This article summarized the major point...Along with the economic development and the acceleration of urbanization,urban construction land expands rapidly in China,and has resulted in a series of socio-economic problems.This article summarized the major points of controlling the unchecked and rash expansion of construction land in the academic circle,and analyzed the problems of regulating the expansion of construction land from three aspects.First,this article analyzed the relationships between socio-economic development and urbanization from the historical viewpoints,and pointed out that the expansion of construction land is a historical phenomenon which will be surely appeared in the development of human race.Second,the authors utilized two-sector model to analyze the importance of urbanization in the socio-economic development from the academic angles.At last,the authors utilize four-quadrant model and bidrent curve model to analyze the influence that brought by the strict control of construction land expansion.Through analysis,this article drew some conclusions.First,the expansion of construction land is a phenomenon which will surely appear in the social development.It is impossible to accomplish the national modernization on the basis of dualistic structure between urban and rural areas.Second,under the function of rent gradient gap,strict control of construction land expansion will not only obtain the anticipated effects,but also cause a series of socio-economic problems,such as land-levying contradiction,the appearance of limited property right house,and being dependant on lease instead of expropriation.Third,unreasonable policies and governmental behaviors are the roots of the unchecked and rash expansion of urban construction land.Based on these conclusions,this article proposed that three transformations should be realized to regulate the unchecked and rash expansion of construction land:transfers from quantity regulation to quality regulation,from direct regulation to indirect regulation,and from single-measure regulation to multi-measures regulation.展开更多

The recent developmental u...The fundamental characteristics of urbanisation and economic development of Bosnia and Herzegovina at the end of 19th, and at the beginning of 20th century, have been discussed in the paper. The recent developmental urban processes have been considered through three groups of indicators: demographic, regional and socio-geographic development. Based on results of the surveys conducted in the regional economic centres in Bosnia and Herzegovina in 2011, a development of urban functions in the urban centres has been shown. It has been proved that the dominant tertiary activities have a big importance and an intensive influence on urban and economic development in all urban settlements. The research included a theoretical part within which the literature on urban and economic development of settlements has been searched. For needs of the research, eight economic centres in Bosnia and Herzegovina were chosen. Analysis of the obtained results shows a different level of urbanisation in Bosnia and Herzegovina with particularly separated larger and asymmetrically distributed urban centres: Sarajevo, Tuzla, Mostar, Banja Luka, Zenica, and Biha6. The mentioned urban and economic centres are distributed along the major traffic communications. The settlements in east and west part of Bosnia and Herzegovina, in which a traffic network is poorly developed, have a lower urbanisation level. The obtained data proved the existence of a traditional difference and a different level in development of particular regions and total economy in Bosnia and Herzegovina. Low urbanisation level of a large number of settlements in Bosnia and Herzegovina, is in direct connection with economic development and density of those settlements. The achieved urbanisation level with an overall economic development is characteristic of Bosnia and Herzegovina and of the other countries in its surroundings as well.展开更多

The results show that from 2000 to 2015, the decoupling of urban construction land expansion and economic growth in Jilin province tended to be reasonable. The paper divides urban decoupling into three categories. The first type consists of ideal cities, including Liaoyuan and Baishan. The second type includes basic ideal cities like Changchun, Tonghua, Songyuan, Baicheng, and Yanbian. The third type consists of non-ideal cities, including Jilin and Siping. This paper puts forward relevant measures to promote the further decoupling of construction land expansion and economic growth in order to realize the sustainable use of land resources.展开更多
