A proper infrastructure assessment in the contemporary engineering world has become very crucial due to the palpable resources challenges. Therefore, from the design, construction, operation and maintenance stages of the built infrastructural systems; cognizance must be taken of the associated factors and their significance. In considering these indices, the experts will save lots of resources wastage thereby integrating new technologies into the full life cycle of the infrastructure. In this paper, two sets of building infrastructure professionals were assessed. These are the corporate building organization (CBO) and the Operators from two shopping malls within the UK. Thirty-four factors regarding the sustainable building infrastructure appraisal were identified through literature reviews. These characteristics were accordingly classified into two factors (group I and II) and a comparative analysis of their influence conducted. Priority rating of the factors assessment on building infrastructure was through structured, administered survey amongst professionals within these organizations. Information of this survey revealed that the experts maintained a strong concordance in rating these factors. As a result, the associated factors have relatively substantial degree of influence in this context. Further indications of the result in groups I and II are that the CBO experts have indicated the infrastructure size, planning and design as the key factors. Also, the type of building characteristic was among others as the top and bottom marked cases. Similarly, the Operators too have maintained that a proper infrastructure design should incorporate a good policy framework for efficient energy saving fixtures and conservation. Additionally, the installation of quality equipment promotes cost savings of the resources and a just-in-time maintenance of the infrastructure at large. The maintain as-we-go philosophy characteristic was not strongly encouraged in this case. 展开更多

With a view to an effective and efficient management of investments to be made in a rational and sustained way under technical-scientific criteria, implementing a systematic inspection program was considered as the best approach strategy. The main purpose of the inspection program is to obtain, in a systematic, coherent and comparable way, relevant information to support decision making, in particular for supporting intervention priorities and identification along with asset maintenance requirements, whether preventive or curative. Ignoring sustainability during the cost estimating process associated with evaluation phase develops many problems of conventional decision methodology used in construction industry in the most of developing countries. This research focuses on sustainability which is the key factor in all decision making in design and construction processes. Therefore, Iraqi construction industry should respond to sustainability as a leading indicator of its infrastructure rebuilding. The construction management and sustainability could help to manage the rebuilding of the destroyed public infrastructure during the disaster wars periods passed thru thirty years ago and also to modernize of private buildings and plants. Field study has been carried out by adopting personal interviews and questionnaires conducted with experts, experienced consultants and designers working in many design organizations. The data collected has been analyzed and the results obtained show a clear weakness in the field of sustainability understanding, practicing and implementation. Moreover, the design work in Iraq is suffering from a lack of scientific techniques and a lack in experience in the domain of sustainability field. This will take an integrated approach to study the impact of sustainability on construction management which encompasses both public and private sector perspectives for building and engineering construction, and the roles played by all the participants in the construction team (owners, contractors, design professionals, and other supporting professionals). 展开更多

Effects of Internal Control System Deficiency on Contractors' Infrastructural Development Capability in the Nigerian Public Sector

Infrastructure development in Nigeria has attracted the attention of researchers in view of the attitudes of contractors and government lead-lag role playing. These attitudes led to the enactment of Fiscal Responsibility Act 2007 and Public Procurement Act 2007 to reduce internal control system deficiencies and budget indiscipline in the Nigerian public sector fiscal matters and procurement process. Ironically, despite these efforts, infrastructure development is still a problem affecting the lives of Nigerians as their poverty level is on the increase. This paper tests the effects of internal control system deficiency on contractors' capability in infrastructure development in the Nigerian public sector. Data drawn from a sample of 228 infrastructures were used for analysis. Two research questions on contractors' fiduciary obligation to government and capacity were analysed. Kendall's Tau-br correlation of coefficient and Chi-square X^2 statistics were employed for data analysis. Findings show that deficient internal control system strongly and directly breeds deficiency in the contractors' capability for infrastructure development. The paper recommends that oath of bribery should complement oath of secrecy to ensure that contractors and government agencies that are responsible for execution of infrastructure play to the rules of the "games", especially the provisions of Public Procurement Act 2007 and Fiscal Responsibility Act 2007. Public-private-partnership-initiative, such as build-operate and transfer method of contracting, should be encouraged to improve on contractors' capability and stewardship. 展开更多
