为提升海关实验室安全管理水平,研究事件本体模型在该领域的应用,进而构建适用于海关实验室事故推演的事件本体模型。通过提取“人员、事件、时间、地点、物品”5种基础事故因子,构建了简约型5元组模型;利用蝴蝶结结构推演事故致因、过... 为提升海关实验室安全管理水平,研究事件本体模型在该领域的应用,进而构建适用于海关实验室事故推演的事件本体模型。通过提取“人员、事件、时间、地点、物品”5种基础事故因子,构建了简约型5元组模型;利用蝴蝶结结构推演事故致因、过程和后果,采用“巡、办、督”控制措施持续改进模型,以某海关实验室为应用场景进行了事故推演分析。研究结果表明,该模型可从事故发生前、发生中、发生后3个阶段进行推演,将人员和物品2个因子在蝴蝶结结构中映射。经对比,该模型具有基础事故因子划分清晰、内容易懂、研判简单、可持续改进等优点。该模型能及时排查并消除实验室风险,有效保障人员和财产的安全。 展开更多

An auxiliary gas control technology is described that can reduce coal and gas outburst accidents when there is no existing protective coal seam and gas pre-draining is not effective.Numerical simulation methods were used to study the stress distribution ahead of the roadway face for different in situ stresses.The results from the simulation can then provide a new gas control technology.The results show that a high stress concentration,high stresses,and high displacement gradients appear ahead of the roadway face when the maximum in situ stress is aligned perpendicular to the roadway axis.The risk of gas outburst is higher when the stresses decrease rapidly over distance and when the release of more energy occurs immediately after driving the roadway.The gas outburst risk is much smaller when the in situ stress is aligned parallel to the roadway axis.During design of the coal mine most of the coal roadways should be arranged to parallel the maximum in situ stress.This will decrease the outburst risk in general and may be considered a new gas outburst prevention method. 展开更多

The client computer can convert the analog signal about the safety in production and environmental parameters detected from the monitoring terminal into digital signal,and then,send the signal to the coal mine safety monitoring centre. This information can be analyzed,judged,and diagnosed by the monitoring-management-controlling software for helping the manager and technical workers to control the actual underground production and security situations. The system has many advantages including high reliability,better performance of real-time monitoring,faster data communicating and good practicability,and it can effectively prevent the occurrence of safety incidents in coal mines. 展开更多

The rail sector thus needs to improve its knowledge of trespassing and suicide, including at level crossing, in order to work out suitable responses by analyzing measures already taken in various countries, Governments, the rail industry and road organizations have been implementing a variety of countermeasures for many years to improve railway safety. These actions are substantial and have resulted in a continuing decrease in the number and the severity of accidents. This paper presents existing suitable techniques that are used in the preventative measures targeted to reduce railway suicides, trespassing and level crossing user accidents. It describes them in terms of their capability to effectively reduce accidents, their cost-effectiveness and their integration within the railway transport system as a whole. 展开更多

The regular occurrence and the high costs of flooding to both road agencies and communities is a strong impetus to investigate the methodologies applied to evaluating flood immunity road projects. Very little literature exists on methods of evaluating the benefits of improving flood immunity through better road infrastructure. This paper attempts to address some of the numerous issues hindering the accurate evaluation of flood immunity road projects. The methodologies presented in this paper are designed to evaluate benefits that are not normally included or not fully considered in evaluations; such benefits include reduced flood related road accidents, costs of not travelling during the closure period and additional costs from unanticipated flood events. A key focus of the paper is the consideration of the evaluation of improved flood immunity from a network perspective rather than the typical approach of evaluating flood immunity projects in isolation to each other. The application of the proposed methodologies is demonstrated with a hypothetical example of a typical rural network subjected to regular flooding. The results of the analysis, conducted using the proposed methodologies, reveals that the currently applied methodologies account for less than half the likely value of benefits of a package of projects that will prevent the complete isolation of communities during serious flood events. 展开更多

Extremity fractures in children: a hospital based study in Tehran 被引量:2

Objective: Although long bone fracture in children is not life-threatening, it may cause major disability, loss of working days and severe psychological distress. We conducted this study to determine the pattern of extremity fracture due to trauma in children. Methods: During one year in six general hospitals in Tehran, trauma patients who were hospitalized for more than 24 hours and sustained injuries within seven days before admission were included in the study. The records of children (≤16 years old) hospitalized in six general hospitals in Tehran due to trauma were reviewed prospectively. Results: During the study period, 1 274 children had sustained extremity fractures. Male to female ratio was 3.6/ 1, with the mean age of (10.3±4.2) years. Falls and traffic crashes were the main causes of injuries, with the percentages of 57.3 % and 37.1%, respectively. Simple fall (falling on the ground) consisted 60% of patients that sustained fall-related injuries. Pedestrians and bicycle riders comprised most of the cases that were injured due to traffic crashes. Of our cases, 56.8% sustained fractures in the upper extremities and 43.2% in the lower extremities. Forearm was the most common fracture site (34.1%). Comparing our results in preschool and school-age children, falls were the main cause of injuries in both groups, but fractures of lower extremities were significantly more common in preschool children. Conclusions: Improvement of physical condition of sidewalks and crossings in roads will be necessary for prevention of injuries. More attention to safety of home environment should be paid for control of preschools' injury at home. Education of children and adults is necessary to reduce injuries resulting from road traffic crashes. 展开更多

Objective: To identify the main character- istics of victims of motorcycle accidents in Fars Province, Iran. Methods: This cross-sectional study was conducted in Fars Province which has the fourth largest population of all 31 provinces in Iran from March 2009 to June 2010. We included data from all 542 recorded cases of fatalities due to motor vehicle accidents. Data were recorded from the foren- sic medicine registry consisting of demographic and acci- dent-related information. Demographic information con- sisted of name, age, sex, status of fatal victim (motorcycle driver vs passenger) and educational level. Results: Of the 2 345 autopsy records from the foren- sic medicine archives, 542 (23.1%) gave the cause of death as motor vehicle accidents. Mean age of these victims was (31.4±16.5) years, and the male to female ratio was 28. Head injury was the most common cause of death in these victims, and overall they tended to have a low level of education. Motorcycle accidents frequently involved younger age groups (15-35 years), and head trauma related with non-use of a helmet was the most common cause of death. Conclusions: Head injury is frequent among victims in the province we studied. This situation may be related to the victims' low socioeconomic status and little education regarding traffic laws leading to speeding and disregard of these laws along with their weak enforcement. 展开更多
