Road network is a critical component of public infrastructure,and the supporting system of social and economic development.Based on a modified kernel density estimate(KDE)algorithm,this study evaluated the road servic...Road network is a critical component of public infrastructure,and the supporting system of social and economic development.Based on a modified kernel density estimate(KDE)algorithm,this study evaluated the road service capacity provided by a road network composed of multi-level roads(i.e.national,provincial,county and rural roads),by taking account of the differences of effect extent and intensity for roads of different levels.Summarized at town scale,the population burden and the annual rural economic income of unit road service capacity were used as the surrogates of social and economic demands for road service.This method was applied to the road network of the Three Parallel River Region,the northwestern Yunnan Province,China to evaluate the development of road network in this region.In results,the total road length of this region in 2005 was 3.70×104km,and the length ratio between national,provincial,county and rural roads was 1∶2∶8∶47.From 1989 to 2005,the regional road service capacity increased by 13.1%,of which the contributions from the national,provincial,county and rural roads were 11.1%,19.4%,22.6%,and 67.8%,respectively,revealing the effect of′All Village Accessible′policy of road development in the mountainous regions in the last decade.The spatial patterns of population burden and economic requirement of unit road service suggested that the areas farther away from the national and provincial roads have higher road development priority(RDP).Based on the modified KDE model and the framework of RDP evaluation,this study provided a useful approach for developing an optimal plan of road development at regional scale.展开更多

Thus, the facilities can be built on a faster, cheaper, and higher quality base. Consequently, it will enhance the owner’s competitiveness. Due to the high cost and lengthy duration of mega-construction projects in recent years, Build-Operate-Transfer (BOT) contracts are getting popular in delivering constructed projects in the public sector. With BOT, the public owners are able to focus on the effectiveness of fair resource allocation as well as bring the efficiency of private enterprise into governmental operations. This paper uses Taiwan High Speed Rail project to exemplify the BOT method in executing the constructed projects in the chain of real estate management processes. The paper explains the reasons for building HSR and adopting BOT approach. The detail of the HSR project and the feasibility analysis of the project will be presented in this paper. The feasibility analysis comprises the comparisons of different transportation means, the financial analysis, and other benefits from HSR. Finally, conclusions will be drawn.展开更多

Albania in the l...Over the last decade or so, private sector's financing through public-private partnerships (PPPs) has become increasingly popular as a way of procuring and maintaining public-sector infrastructure. Albania in the last few years had improved the legal frame so as to give the local authorities the right to initiate PPP projects. The local authorities have not built the expertise for such projects yet. The aim of this paper is to help the local authorities in Albania to support the building of the expertise for such projects. A financial model is used to make the required calculations for the bid at various phases of the project, although this paper is not intended to cover financial modeling in depth, the key inputs and outputs for the financial model are reviewed, including the financing costs. The model has to work within the constraints of: (I) the public authority's requirements for the PPP contract term and service fee profile; and (2) lenders' requirements for the term and payment profile of their debt.展开更多

Ignoring sustainability during the cost estimating process associated with evaluation phase develops many problems of conventional decision methodology used in construction industry in the most of developing countries. This research focuses on sustainability which is the key factor in all decision making in design and construction processes. Therefore, Iraqi construction industry should respond to sustainability as a leading indicator of its infrastructure rebuilding. The construction management and sustainability could help to manage the rebuilding of the destroyed public infrastructure during the disaster wars periods passed thru thirty years ago and also to modernize of private buildings and plants. Field study has been carried out by adopting personal interviews and questionnaires conducted with experts, experienced consultants and designers working in many design organizations. The data collected has been analyzed and the results obtained show a clear weakness in the field of sustainability understanding, practicing and implementation. Moreover, the design work in Iraq is suffering from a lack of scientific techniques and a lack in experience in the domain of sustainability field. Thread of password detection has been known as the vulnerability in this PKI system. Recently, studies have been conducted on Bio PKI system that uses the biometric information of users in order to replace the password type of private key protection in PKI system. However, Bio PKI system also has vulnerability in that biometric information used for protection of private key cannot be reused once it is stolen or lost. So, we propose the method to protect the private key using FIDSEQi which binds sequence to biometric information. The proposed method enhances reusability of biometric information and presents higher attack complexity than the method of authentication by cross matching single biometric information.展开更多

Finally, the house planning elements for healthcare-based smart home are drawn and the planning directions through expert survey are suggested. Therefore, this study surveyed on voucher program and in-house infra status, and drew the house planning elements for health-based care smart home. There is a lot of potential locked in spatial data and this potential may be realized by making spatial data readily available for various applications. SD1 (Spatial Data Infrastructures) provides a platform for the data users, producers and so on to generate and share spatial data effectively. Though efforts to develop spatial data infrastructures started worldwide in the late 1970s, SDIs are still perceived by many institutions as new innovation; as such, they have not penetrated to all institutions to bring about effective management and development changes. This paper is reporting on a study conducted to assess SDI Readiness Index for Tanzania. The study aimed at identifying problems undermining SD1 implementation in Tanzania, despite its potential in bringing fast socio-economic development elsewhere in the world. This paper is based on a research based on views from stakeholders of geospatial technology industry in Municipal Councils, Private Companies and Government Departments in Tanzania. Results indicated that Private Companies are more inspired than Government institutions towards implementation of SDIs. And those problems affecting implementation of SDIs are lack of National SDI Policy, lack of awareness and knowledge about SDIs, limited funding to operationalise SDI, lack of institutional leadership to coordinate SDI development activities, lack of political commitment from the Government. It is recommended that delibate efforts be devised to raise awareness of SDI amongst the Tanzanian community.展开更多

This paper introduces an integrated model of a PPP project and investigates its implications on PPP policies and strategies regarding appropriate project appraisal and selection. The model has different resolution levels, namely, project level,business ecosystem level, and market and societal levels.The integrated model suggests that investing in merely financially viable projects is insufficient to realize economically and socially sustainable and acceptable projects.展开更多
