信访法治化应处理好三组基础性关系

党的十八大以来,中央高度重视信访制度的改革与完善。党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》指出:"改革信访工作制度,实行网上受理信访制度,健全及时就地解决群众合理诉求机制。把涉法涉诉信访纳... 党的十八大以来,中央高度重视信访制度的改革与完善。党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》指出:"改革信访工作制度,实行网上受理信访制度,健全及时就地解决群众合理诉求机制。把涉法涉诉信访纳入法治轨道解决,建立涉法涉诉信访依法终结制度。"党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》指出:"把信访纳入法治化轨道,保障合理合法诉求依照法律规定和程序就能得到合理合法的结果。"回顾党的十八以来国家治理现代化的初创历程,信访制度改革已经步入法治化的新时代。在历经动员型信访、平冤型信访和安定型信访近七十年的历史变迁之后,法治型信访的路线图日益清晰。本文集中论述了信访法治化应处理的三组基础性关系。 展开更多

As a new computing mode,cloud computing can provide users with virtualized and scalable web services,which faced with serious security challenges,however.Access control is one of the most important measures to ensure the security of cloud computing.But applying traditional access control model into the Cloud directly could not solve the uncertainty and vulnerability caused by the open conditions of cloud computing.In cloud computing environment,only when the security and reliability of both interaction parties are ensured,data security can be effectively guaranteed during interactions between users and the Cloud.Therefore,building a mutual trust relationship between users and cloud platform is the key to implement new kinds of access control method in cloud computing environment.Combining with Trust Management(TM),a mutual trust based access control(MTBAC) model is proposed in this paper.MTBAC model take both user's behavior trust and cloud services node's credibility into consideration.Trust relationships between users and cloud service nodes are established by mutual trust mechanism.Security problems of access control are solved by implementing MTBAC model into cloud computing environment.Simulation experiments show that MTBAC model can guarantee the interaction between users and cloud service nodes. 展开更多

In this paper,we present a novel oil level monitoring sensor based on string tilted fiber Bragg grating(TFBG).The measurement range and sensitivity of oil level monitoring can be modulated via changing the length and number of string tilted fiber gratings.The transmission spectrum of string TFBGs immersed in oil changes obviously with the oil level variation.Experiments are conducted on three 2 cm-length serial TFBGs with the same tilted angle of 10o.A sensitivity of 3.28 dB/cm in the string TFBG sensor is achieved with good linearity by means of TFBG spectrum characteristic with peak-low value.The cladding mode transmission power and the amplitude of high order cladding mode resonance are nearly linear to the oil level variation.This kind of sensor is insensitive to temperature and attributed to be employed in extremely harsh environment oil monitoring. 展开更多

The paper is devoted to proposing a constitutive model based on micromechanics. The joints in rock masses are treated as penny-shaped inclusion in solid but not through structural planes by considering joint density, closure effect, joint geometry. The mechanical behavior of the joints is represented by an elasto-plastic constitutive law. Mori-Tanaka method is used to derive the relationship between the joint deformations and macroscopic strains. The incremental stress-strain relationship of rock masses is formulated by taking the volume average of the representative volume element. Meanwhile, the behavior of joints is obtained. By using implicit integration algorithms, the consistent tangent moduli are proposed and the method of updating stresses and joint displacements is presented. Some examples are calculated by ABAQUS user defined material subroutine based on this model. 展开更多
