On the basis of reviewing some relevant literature, this paper made discussions on the ecological sustainability target of SEA, the content of ecosystem health as well as the interrelations between SEA and ecosystem health. For a good SEA, its ecological sustainability principles should be provided with distinct content and a general assessment system. A framework for ecosystem health assessment was established according to the content of ecosystem health, and combined into SEA as SEA抯 ecological sustainability target, we can effectively guide decision-makers to make suitable indigenous means and local solutions. , The basic principles and procedure of SEA for ecosystem health are also discussed in the paper.展开更多

Assessing and accounting for material consumption and environmental impact are necessary to measure environmental externalities of the aluminum industry and to construct an ecological civilization.In this research,lif...Assessing and accounting for material consumption and environmental impact are necessary to measure environmental externalities of the aluminum industry and to construct an ecological civilization.In this research,life cycle assessment(LCA)theory was used to assess the environmental impact of primary aluminum based on the lime soda Bayer process and different power generation modes,and the sources and distributions of the four selected impact categories were analyzed.The results show that,(1)Negative environmental impact of aluminum industry generally occurs from alumina extraction,carbon anode fabrication and electrolysis,particularly electrolysis and alumina extraction.Primary energy demand(PED),water use(WU),global warming potential(GWP)and freshwater eutrophication potential(FEP)are main environmental impact categories.(2)The environmental load with thermal power is higher than that with hydropower,e.g.,for the former,the greenhouse gas emission coefficient of 21800 kg CO2 eq/t(Al)will be generated,while for the latter,4910 kg CO2 eq/t(Al)will be generated.(3)Both power mode methods reflect the energy structure,whereas direct emissions reflect the technical level,indicating the potential for large energy savings and emission reductions,and some policies,related to clean power,energy efficiency and technological progress,should be made for emission reduction.展开更多

In this work, three technologies for...Biogas upgrading for removing CO2 and other trace components from raw biogas is a necessary step before the biogas to be used as a vehicle fuel or supplied to the natural gas grid. In this work, three technologies for biogas upgrading, i.e., pressured water scrubbing(PWS), monoethanolamine aqueous scrubbing(MAS) and ionic liquid scrubbing(ILS), are studied and assessed in terms of their energy consumption and environmental impacts with the process simulation and green degree method. A non-random-two-liquid and Henry's law property method for a CO2 separation system with ionic liquid 1-butyl-3-methylimidazolium bis(trifluoromethylsulfonyl)imide([bmim][Tf2N]) is established and verified with experimental data. The assessment results indicate that the specific energy consumption of ILS and PWS is almost the same and much less than that of MAS. High purity CO2 product can be obtained by MAS and ILS methods, whereas no pure CO2 is recovered with the PWS. For the environmental aspect, ILS has the highest green degree production value, while MAS and PWS produce serious environmental impacts.展开更多

The harmonic method is used to analyze tide and ...This paper have collected the measured tides and certain tidal current data in different stages of many projects during past three to five years near the Aojiang River. The harmonic method is used to analyze tide and tidal current data observed at five stations in the sea adjacent to Aojiang River. The results show that the tide is mainly regular and semidiumal in the sea near Aojiang of Wenzhou. The tidal amplitudes of M2 constituent are between 170 cm - 193 cm and the lags are between 260~ - 280~, According to the comparison of analytical results of harmonic constants of these stations in 2007, 2010 and 2011, the maximum change of tidal amplitudes and phase-lag range for the main semidiurnal tides (M2, $2, N2), the diurnal tide (K1, O1) and the shallow water tide (M4, MS4, M6) are 1.8 cm - 4.4 cm and 3~ - 7~, respectively. After analyzing the tide and tidal current characteristics of Aojiang River, this paper uses an unstructured grid and Finite-Volume Coastal Ocean Model (FVCOM) to test the results of simulation. The simulated results agree well with the measured data. The new shoreline and depth which are produced by the construction projects closed in important major years, and the tide and tidal current field for the new shoreline and depth are constructed, which describe the superimposed influences of construction engineering in Aojiang estuary.展开更多

As there is currently no commercial mining precedent of SMS, it is necessary to consider the potential impacts of mining on the surrounding environment, and to promote long term sustainable projects. In particular, due to the existence of specific chemosynthetic ecosystems and unique biological communities around the SMS area, both quantitative evaluations of potential environmental impacts and consequent environmental conservation strategies, are necessary in order to avoid and or minimize the potential detrimental effects to the ecosystem, as much as possible. The environmental research programs consist of baseline surveys, environmental impact modeling, and methodological concepts which will be applied to conserve biodiversity. The assessment process of the GIS based map overlay method was presented, which includes deciding the system structure and weights of assessment factors, making environmental vulnerability grade maps, and evaluating the alternative alignments comprehensively to obtain the best one. With the GIS functions of spatial analysis, such as overlay analysis and buffer analysis, and functions of handling attribute data, the GIS based map overlay method overcomes the shortcomings of the existing map overlay method and the conclusion is more reasonable. Lift cycle assessment(LCA)methodology was applied to evaluating and comparing two waste acid disposal processes in zinc smelting.The results indicate that environmental impacts of gas−liquid vulcanization technologies...Lift cycle assessment(LCA)methodology was applied to evaluating and comparing two waste acid disposal processes in zinc smelting.The results indicate that environmental impacts of gas−liquid vulcanization technologies are human toxicity,abiotic depletion potential,and global warming risk,which are mainly caused in neutralizing−evaporating−crystallization unit and electrodialysis unit.As for traditional lime neutralization method,vulcanization unit is the main factor.In this regard,the total environmental impact of traditional lime neutralization method is much higher than that of gas−liquid vulcanization technologies.Furthermore,the sensitive analysis shows that electricity and sodium sulfide(60%)are sensitive factors in two waste acid disposal technologies.In addition,the total cost of disposing a functional unit waste acid in traditional lime neutralization process is nearly 27 times that of the gas−liquid vulcanization waste acid disposal technologies.展开更多

Environmental impacts of large dams are known, such as enormous losses of water or disruption of fish spawning, however, impacts of the dams on their up streams are functions of topography of the up stream. Haizuka Dam is located in Hiroshima Prefecture, Japan and its implementation will start in 2006. This large dam influences its up stream through dam making activities, which occurs in order and with different spatial presences that were categorized into chronological and spatial impacts. In this case study, spatial impacts were further divided into horizontal and vertical ones. The horizontal impacts were identified as new roads, diversion tunnel, dam lake, and submerged cultivated land, while vertical impacts were recognized as submerged historical monuments, slope protections, dam body, and deforested area in the reservoir. There were convergences of spatial and temporal impacts, however, the extent of the impacts was limited to the lake boundary.展开更多

In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. The research conclusions can offer the foundations for comprehending systematically the progress of SEA in China.展开更多

The domain decomposi...Based on the finite-volume coastal ocean model (FVCOM), a three-dimensional numerical model FVCOM was built to simulate the ocean dynamics in pre-dam and post-dam conditions in Bachimen (BCM). The domain decomposition method, which is effective in describing the conservation of volume and non-conservation of mechanical energy in the utilization of tidal energy, was employed to estimate the theoretical tidal energy resources and developable energy resources, and to analyze the hydrodynamic effect of the tidal power station. This innovative approach has the advantage of linking physical oceanography with engineering problems. The results indicate that the theoretical annual tidal energy resources is about 2x 108 kwh under the influence of tidal power station; Optimized power installation is confirmed according to power generation curve from numerical analysis; the developable resources is about 38.2% of theoretical tidal energy resources with the employment of one-way electricity generation. The electricity generation time and power are 3479 hours and 2.55~104KW, respectively. The power station has no effect on the tide pattern which is semi-diumal tide in both two conditions, but the amplitudes of main constituents apparently decrease in the area near the dam, with the ME decreasing the most, about 62.92 cm. The tidal prism shrinks to 2.28×107 m3, but can still meet the flow requirement for tidal power generation. The existence of station increases the flow rate along the waterway and enhances the residual current. There are two opposite vortexes formed on the east side beside the dam of the station, which leads to pollutants gathering.展开更多

The preservation/restoration of natural environment is frequently entailing excessive cost (paid by people through taxation) while it is a source of additional income for both, the State and the people, due to touri...The preservation/restoration of natural environment is frequently entailing excessive cost (paid by people through taxation) while it is a source of additional income for both, the State and the people, due to tourism. Since the evaluation of this good cannot be in market terms, it is applied here in a modified version of the CVM (Contingent Valuation Method), which is used in experimental economics in order to investigate the significance that people put on this good and how much they might be WTP (Willing to Pay) for supporting activities concerning the preservation/restoration of Lake Kastoria. The WTP dependence on (i) external diseconomies; (ii) the expectations for property values' rise as a result of the restoration; (iii) the proximity of interviewees' residence to the lake; (iv) the opinion of the interviewee on the time and money spent to visit the lake; (v) the time and money the interviewees spent to visit the lake, as well as other dependencies (all taken as independent variables) are estimated by means oflogit, probit, logistic and linear regression models. The optimal concentration Copt of a pollutant in the environment can be determined as an equilibrium point in the tradeoff between (i) environmental cost, due to impact on man/ecosystem/economy; and (ii) economic cost for environmental protection, as it can be expressed by Pigouvian tax. These two conflict variables are internalized within the same techno-economic objective function of total cost, which is minimized. In this work, the first conflict variable is represented by a WTP index. A methodology is developed for the estimation of this index by using fuzzy sets to count for uncertainty. Implementation of this methodology is presented, concerning odor pollution of air round an olive pomace oil mill.展开更多

The system combines data bases and GIS and a range of coupled models and analytical tools that address a range of typical management problems and cover several levels of nesting from regional to city level and street canyons. The main functions are to support regulatory tasks, compliance monitoring, operational forecasting and reporting, impact assessment EIA (environmental impact assessment), SEA (strategic environmental assessment) and public information within one consistent framework. A major objective is the improvement of air quality through emission control. The integrated model system together with its shared data bases provides a reliable, consistent basis for the non-linear techno-economic and multi-criteria optimization of emission control strategies (including greenhouse gases and energy efficiency). A real-time expert system drives, supports and monitors the autonomous and interactive operations, and provides embedded QA/QC (quality assurance/quality control) functions for reliable operations and ease of use.展开更多

Multi-variate analysis (PCA) of all the data was undertaken. The first principal component was positively correlated with chlorides, sulphites, hardness, and negatively correlated with altitude. The second principal component was positively correlated with DO and pH. Results showed that 4 groups of springs could be distinguished on the basis of environmental variables. A small number of springs did not group with the geographically more proximal springs but with another group due to a greater degree of affinity on the basis of the hydrochemical variables.展开更多

文摘Lift cycle assessment(LCA)methodology was applied to evaluating and comparing two waste acid disposal processes in zinc smelting.The results indicate that environmental impacts of gas−liquid vulcanization technologies are human toxicity,abiotic depletion potential,and global warming risk,which are mainly caused in neutralizing−evaporating−crystallization unit and electrodialysis unit.As for traditional lime neutralization method,vulcanization unit is the main factor.In this regard,the total environmental impact of traditional lime neutralization method is much higher than that of gas−liquid vulcanization technologies.Furthermore,the sensitive analysis shows that electricity and sodium sulfide(60%)are sensitive factors in two waste acid disposal technologies.In addition,the total cost of disposing a functional unit waste acid in traditional lime neutralization process is nearly 27 times that of the gas−liquid vulcanization waste acid disposal technologies.
文摘Japan ranks fifth in the world for the number of large dams. Environmental impacts of large dams are known, such as enormous losses of water or disruption of fish spawning, however, impacts of the dams on their up streams are functions of topography of the up stream. Haizuka Dam is located in Hiroshima Prefecture, Japan and its implementation will start in 2006. This large dam influences its up stream through dam making activities, which occurs in order and with different spatial presences that were categorized into chronological and spatial impacts. In this case study, spatial impacts were further divided into horizontal and vertical ones. The horizontal impacts were identified as new roads, diversion tunnel, dam lake, and submerged cultivated land, while vertical impacts were recognized as submerged historical monuments, slope protections, dam body, and deforested area in the reservoir. There were convergences of spatial and temporal impacts, however, the extent of the impacts was limited to the lake boundary.

文摘Strategic environmental assessment (SEA) in China has developed rapidly since it was introduced into China in the 1990s. Chinese government promulgated the Environmental Impact Assessment Law of China (hereinafter referred to as the EIA Law) in 2002. In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. The research conclusions can offer the foundations for comprehending systematically the progress of SEA in China.

文摘Based on the finite-volume coastal ocean model (FVCOM), a three-dimensional numerical model FVCOM was built to simulate the ocean dynamics in pre-dam and post-dam conditions in Bachimen (BCM). The domain decomposition method, which is effective in describing the conservation of volume and non-conservation of mechanical energy in the utilization of tidal energy, was employed to estimate the theoretical tidal energy resources and developable energy resources, and to analyze the hydrodynamic effect of the tidal power station. This innovative approach has the advantage of linking physical oceanography with engineering problems. The results indicate that the theoretical annual tidal energy resources is about 2x 108 kwh under the influence of tidal power station; Optimized power installation is confirmed according to power generation curve from numerical analysis; the developable resources is about 38.2% of theoretical tidal energy resources with the employment of one-way electricity generation. The electricity generation time and power are 3479 hours and 2.55~104KW, respectively. The power station has no effect on the tide pattern which is semi-diumal tide in both two conditions, but the amplitudes of main constituents apparently decrease in the area near the dam, with the ME decreasing the most, about 62.92 cm. The tidal prism shrinks to 2.28×107 m3, but can still meet the flow requirement for tidal power generation. The existence of station increases the flow rate along the waterway and enhances the residual current. There are two opposite vortexes formed on the east side beside the dam of the station, which leads to pollutants gathering.
文摘The environment impact of the coal resources mining was analyzed. The method of economic evaluation for the coal mining was established to analyze land destruction. The opportunity cost method was used to quantitatively analyze and estimate the economic loss of the land destruction by coal mining. At the same time, the dump land reclamation of the Yuanbaoshan Open Pit was taken as an example to evaluate environmental and economical benefit with the method of economic evaluation for the coal mining areas land reclamation.
文摘The preservation/restoration of natural environment is frequently entailing excessive cost (paid by people through taxation) while it is a source of additional income for both, the State and the people, due to tourism. Since the evaluation of this good cannot be in market terms, it is applied here in a modified version of the CVM (Contingent Valuation Method), which is used in experimental economics in order to investigate the significance that people put on this good and how much they might be WTP (Willing to Pay) for supporting activities concerning the preservation/restoration of Lake Kastoria. The WTP dependence on (i) external diseconomies; (ii) the expectations for property values' rise as a result of the restoration; (iii) the proximity of interviewees' residence to the lake; (iv) the opinion of the interviewee on the time and money spent to visit the lake; (v) the time and money the interviewees spent to visit the lake, as well as other dependencies (all taken as independent variables) are estimated by means oflogit, probit, logistic and linear regression models. The optimal concentration Copt of a pollutant in the environment can be determined as an equilibrium point in the tradeoff between (i) environmental cost, due to impact on man/ecosystem/economy; and (ii) economic cost for environmental protection, as it can be expressed by Pigouvian tax. These two conflict variables are internalized within the same techno-economic objective function of total cost, which is minimized. In this work, the first conflict variable is represented by a WTP index. A methodology is developed for the estimation of this index by using fuzzy sets to count for uncertainty. Implementation of this methodology is presented, concerning odor pollution of air round an olive pomace oil mill.
文摘For the assessment and management of regional to local air quality, an integrated environmental management information system was built within the multi national Eureka project 3266 Webair, http://www.ess.co.at/WEBAIR. The system combines data bases and GIS and a range of coupled models and analytical tools that address a range of typical management problems and cover several levels of nesting from regional to city level and street canyons. The main functions are to support regulatory tasks, compliance monitoring, operational forecasting and reporting, impact assessment EIA (environmental impact assessment), SEA (strategic environmental assessment) and public information within one consistent framework. A major objective is the improvement of air quality through emission control. The integrated model system together with its shared data bases provides a reliable, consistent basis for the non-linear techno-economic and multi-criteria optimization of emission control strategies (including greenhouse gases and energy efficiency). A real-time expert system drives, supports and monitors the autonomous and interactive operations, and provides embedded QA/QC (quality assurance/quality control) functions for reliable operations and ease of use.
文摘Sixty springs of the Cuneo Province inland plains were sampled and analyzed for several chemical variables. Multi-variate analysis (PCA) of all the data was undertaken. The first principal component was positively correlated with chlorides, sulphites, hardness, and negatively correlated with altitude. The second principal component was positively correlated with DO and pH. Results showed that 4 groups of springs could be distinguished on the basis of environmental variables. A small number of springs did not group with the geographically more proximal springs but with another group due to a greater degree of affinity on the basis of the hydrochemical variables.
