From several aspects, including risk response measures for high dam, strengthening safety awareness for high dam design and construction, improving high dam con- struetion technique, intelligent dam safety management system based on IT, developing dam rehabilitation and mainte- nance technologies, useful dam safety and coping strategy is proposed.展开更多
Gradual shift has been observed lately of dam safety procedures from the conventional technical based towards a wider scope of risk management procedure based on risk analysis. The new approach considers the likelihoo...Gradual shift has been observed lately of dam safety procedures from the conventional technical based towards a wider scope of risk management procedure based on risk analysis. The new approach considers the likelihood level of occurrence of a multitude of hazards and the magnitude of the resulting possible consequences in case of failure using rational cause and effect arguments. Most dam owners are shifting towards the use of the new risk based procedures; and even governments themselves are moving towards formalizing the new trend. Legislations in the United States were promulgated [1] after serious dam failures and the adoption of stringent levels of scrutiny led such federal dam owners to pioneer in this field and in developing the concepts and methods required. The comer stone in risk analysis is the definition of the potential modes that may lead to failure and assessment of the likelihood levels of their occurrence and possible category of the consequences which, after thorough evaluation, will shape the decision making. This type of analysis was applied to Mosul Dam as a case study and resulted in definite recommendations.展开更多
From the year of 1949 to the present, the China national coal output has been increasing quickly and became first in the world in 2009. But at the same time, major coal mining accidents still exist nowadays. In order ...From the year of 1949 to the present, the China national coal output has been increasing quickly and became first in the world in 2009. But at the same time, major coal mining accidents still exist nowadays. In order to review the overall situation and provide information on major accidents of coal mines in China, we investigated 26 major coal mining accidents in China between the years of 1949 and 2009 through statistical methods, each of which led to more than 100 fatalities. Statistical characteristics about accident-related factors such as time, death toll, accident reasons, characters and nature of enterprise were analyzed. And some special conclusions have been achieved. For example, although we have made great progress, the safety situation in China coal mining industry is still serious, and the reasons for the mining accidents are all human errors which are not inevitable. Such results may be helpful to prevent major accidents in coal mines. Moreso, based on both the knowledge of other countries which have good safety situation nowadays and the safety management situation of China, we made suggestion on safety management of China coal mining. In conclusion, countermeasures were proposed in accordance with the results of statistical studies and the analyses of problems existed in coal mines, including the perfec- tion of safety supervision organization, the establishment of cooperating agency among government, coal mines and workers, the perfection of safety rules and regulations, the improvement of safety investment, the enhancement of safety training, the development of safety technique, and the development of emer- gency rescue technique and equipment.展开更多

It proposed to increase the awareness of the safety of teachers and students. And it should have a rational organization of teaching. It also should increase financial input on a regular basis in the field and equipment maintenance. Specialized security agencies and establish safety management systems and contingency plans, to encourage students to participate in accident insurance, guarantee learning the sports teaching activities of the security.展开更多
