On the Edge of Malfeasance： Informal African Immigrant Traders in the/ohannesburg Inner City, South Africa

Admittedly, the stratospheric rise of Informal African Immigrant Traders （IAIT） in the Johannesburg inner city within a climate of discrimination, harassment, hostility, and xenophobia has engendered survival strategies which border on the illegal and underground. Based on an in-depth interview study of 40 IAIT, operating in the Johannesburg inner city and specialising in clothes, cellphone and accessories, household goods, fruits and vegetables, and a courier company, this paper posits that the registered and unregistered IAIT operate side by side with the latter operating from undesignated sites, either bribing or deceitful evading the Johannesburg Metropolitan Police （JMP）. Is this the characteristic of IAIT in the Johannesburg inner city？ Ostensibly, the success of challenging the institutional regulatory regime points to the possibility of African immigrant traders existing on the edge of impropriety or lawlessness. To this end, there is a need for comprehensive policy initiatives starting from the national and cascading to the provincial and municipality levels that will effectively address and manage urban informality, including the activities of the IAIT, failing which these will fuel operations outside the regulatory regimes and the mushrooming of the underground economic activities.

Proposed Flexibility to USA Nuclear Waste Management Strategy

USA nuclear waste management program has stalled due to its continued insistence upon using Yucca Mountain for its disposal of DOE （Department of Energy） and commercial power plants NSF （nuclear spent fuel）. Increased flexibility and significant changes in DOE program are proposed. They include a private waste company to manage it; the construction and operation of ICS （interim centralized storage） facilities for NSF; the search for an AGR （alternate geological repository）; the use of a different methodology involving key local and state participants; a new ＂as safe as practical＂ strategy with defined benefits to the involved locations and states. Assured removal of NSF from ICS and providing limited Price Anderson indemnity for the program will enhance its acceptance. Minimum politics, regular information meetings, compromises, good cost projections and meeting schedules will be necessary to increase the chances of the proposed nuclear waste management program.

RESEARCH ON HLR MOBILITY DATABASE FAILURE RECOVERY AND PERFORMANCE ANALYSIS FOR CDMA2000 SYSTEMS

In this paper, a novel Home Location Register(HLR) mobility database recovery scheme is proposed. With database backing-up and signal sending as its key processes, the presented scheme is designed for the purpose of both decreasing system costs and reducing number of lost calls. In our scheme, an algorithm is developed for an HLR to identify such VLRs that there are new MSs roaming into them since the latest HLR database backing up. The identification of those VLRs is used by the HLR to send Unreliable Roaming Data Directive messages to each of them to get the correct location information of those new MSs. Additionally, two kinds of relationships, one between the number of lost calls and the database backing-up period and the other between the backing-up cost and the period, are well analyzed. Both analytical and numerical results indicate that there will be an optimal HLR database backing-up period if certain system parameters are given and the total cost can be consequently minimized.

Feminists＇ Culture and Ethics at Work-- A Critical Analysis

In this paper, the study of the four selected novels such as The Scarlet Letter, Tess of the D ＇Urbervilles, Emma, Surfacing, and Inner Line shows how circumstances, strata of time, and externalities of others objectify woman and her domestic space; how a woman perceives her deprivation as regards her own image which seems nobody to herself due to the sense of low perception; in what way sexual difference and gender-specific practices and ideology enforce woman to chide herself in the given environment and surroundings of legal codifications, moral prescriptions, and medical prognostications. The analyses of the novels draw how woman＇s experience as living subject in the vital dimension of human existence and utopian image of human fellowship is potentially undone by way of sexual exploitation, dismemberment, and embodiment. What kind of vulnerable moments force woman to withdraw from her body and fi＇om her essence is the center of concern in this paper？ While discussing the feminists＇ culture and ethics in their works, the focus is on the essentialized notion of gender-specific discrimination as well as on the frustrating double-consciousness that characterizes the cultural position of the other.

The Development of Hip-Hop Dance Culture in China

Hip-hop dance originated in the Black neighborhood of New York popular global youth cultures in an unprecedented fashion. As in the 1970s and developed as one of the most a global youth culture, it was introduced to China's Mainland 30 years ago, underwent a series of rises and falls, and gradually transformed into a local scene under the influence of neighboring countries and regions. As hip-hop dance localizes in China, it has incorporated local ingredients such as Chinese traditional culture. Meanwhile, its function such as bodybuilding is also strengthened but the features such as competitiveness are weakened. The localization of hip-hop dance in China's Mainland reflects the globalization of the youth culture, which is featured by local hybridity, multicultural interactions, and conflicting interdependence with public media and commerce. This trend endows the global youth culture with a richer and more complex style and also shows that youth play an active part in generating the new forms and new styles of youth culture.

Issues of Access, Equity, and Quality in Early Childhood Development Programmes in Zimbabwe

The paper sought to explore issues of access, equity, and quality in the early childhood development （ECD） sub-sector in Zimbabwe. The massive expansion of ECD services prompted the author to undertake the study. Data were collected using focus group discussions, individual interviews, document analysis, and observations. Information from literature, research reports, policies, and practices was also analyzed in order to establish the state of affairs in the provision of ECD. The data were analyzed using theme identification methods to solicit emerging issues. Generally, it was found that on issues of access, equity, and quality in ECD in Zimbabwe, there is a quality-quantity dilemma with qualitative progress less conspicuous than quantitative progress. The resultant specific challenges include： large teacher-child ratio; lack of parental involvement, lack of trained ECD specialists with expertise in using a play-based curriculum; and shortage of equipment, material resources, and age appropriate infrastructure. In most ECD settings, there were inadequate health and nutrition provisions. Water, sanitation and health （WASH） facilities were found to be insufficient in most centres. The study recommended that there is need for： equal access to quality early childhood education; provision of infrastructure, provision of ability and age appropriate resources; and health, sanitation, and nutrition services especially in rural settings. Overall, ECD programmes in Zimbabwe should strive to attain quality more than quantity services. The need to train more early childhood specialists who would drive the ECD sub-sector is emphasized.

In Quest of＂Answers＂ in the Colonial Sands： A Comparative Study of Waliullah and Camus＇ ＂Absurd＂ Protagonists

Syed Waliullah （1922-1971） and Albert Camus （1913-1960） are two distinct writers from two different continents. These writers have interesting commonness, especially in two of their novels—Chander Amabasya （Night of No Moon）, by Walilullah and The Outsider by Camus. The protagonists in both of these novels, ArifAli and Meursault respectively, suffer from existentialist crisis, mainly fueled by the impacts of the tarnished history of colonialism and the aftermaths. Even though the stories of the these protagonists take place almost halfway round the world in entirely different settings, the impacts and facades of the crisis are strikingly similar. This paper is a comparative study of soul-searching Arif Ali and Meursault.

Emptiness （Sunyata） for Caring the Self in the Middle Path： Reinvestigating the Middle Path Philosophy of Ngggrjuna

Classical Indian Buddhist philosopher Nfigfirjuna is known for his philosophical interpretations of the central conception of Buddha＇s teachings, the philosophy of Middle Path （Mfidhyamika）. Notably he had introduced the unique concept of ＂emptiness＂ （gnyata） to explain the Middle Path philosophy： the philosophical meaning of ＂emptiness＂ is dependent co-arising of various elements that support the worldly experience. This study investigates how this concept is used in explaining the subjectivity of a human person and how it is used for interpreting the unique process of human existence. The discussions on subjectivity are imprecise in modern and contemporary philosophy. But Ngrjuna＇s philosophy enables us to explain subjectivity conclusively, without it having to be explained using metaphysical positions. Sunyata may introduce a new definition for the concept of non-self： not for negating the self but for caring self from the problems of life by making it centered in the Middle Path （madhyama-pratipat）, where one may naturally be able to use his wisdom （prajh） as the guiding principle： not mere knowledge （na）. Sanyat is understood using fourfold （catus.kot.i） logical analysis, not twofold analysis employed normally by other philosophers. Here, the Buddhist notion of self as the co-dependent evolution process of five aggregates （pahcaskandhas） is reinterpreted using the unique method of tetralemma （catus.kot. i）. This critique explores the Western philosophy＇s conceptions on ＂human reasoning, ＂logocentrism,＂ and the objective analytical method of modern science.＂ After careful cross examination of the rival philosophical positions, it reasons out why the ＂rationale of nature＂ is always superior to ＂human reasoning＂ and ＂logocentrism,＂

Flue Gas CO_2 Emission Reduction Technologies and Applications

The current status and trend of CO2 emission from coal-fired power plants in China are introduced. Main flue gas decarbonization technologies and their prospective of applications in China are discussed in two separate parts-capture and sequestration. It is stated that the selection of CO2 capture and sequestration technologies relates closely with the geographical location of power plants, with the destination of CO2 being the key. Further, it is suggested that industrialized test centers or test platforms of national or industrial level should be set up.

China’s Imports Technology Structure and Its Relationship with Trade Partners:1995-2011

This paper uses the latest data to analyze the historical patterns and the current situation of the technology structure of China＇ commodities imports, the structure of China＇s commodities imports from 19 countries and regions, and China＇s interdependent relationship with its trade partners on the basis of studying 230 kinds of manufactured products categorized by their technological intensity. The results show that during the period of 1995-2011, the share of low technology （low-tech） products and medium technology （medium-tech） products declined,＂ the share of primary products, resource- based products, and high technology （high-tech） products increased; high-tech products had taken the largest share, bypassing low-tech and medium-tech products, as early as 2000; different types of countries exported different kinds of commodities to China and had different positions in China＇s imports; China had relatively high interdependent relations with Japan, South Korea and China＇s Taiwan; China had relatively low interdependent relations with the United States, Germany, France and the Netherlands; China＇s import dependence on major developing countries and emerging developing countries was less than these countries＇ export dependence on China; China was the leading export destination for major developing countries and emerging developing countries. Generally speaking, the development of China＇s import trade is inclusive, and China shares its growth with other countries. It not only promotes developing countries＇exports but also enhances developed countries＇ exports.

Factors Influencing Breast-Feeding Among Women in China

Although a well-established association between breast-feeding and a range of positive health outcomes in children has been demonstrated, less attention has been paid under China circumstance, especially what factors will influence breast-feeding behavior among Chinese women from empirical perspective has not been explored yet. In this paper, survival analysis with duration model is applied to find out the main determinants. The well-known China Health and Nutrition Survey （CHNS） dataset fits for this study since it has plenty information about breast-feeding and children. Family income, age, education level, and maternity leave are found to he the main determinants which have significant effects on the breast-feeding behavior, also the gender of infant plays an important role which is for Chinese-specific cases. The opportunity cost for women with higher education level and higher income, especially in urban areas is so high that they have to shorten the duration of breastfeeding their children. The probability of breast-feeding her child is decreasing with the aging of mother.

South Africa＇s Nuclear Forensics Response Plan Step 1 - in Support of Nuclear Security Investigations

In South Africa, the nuclear forensics approach and its functions hosted and managed by Necsa, in support of any nuclear security investigations, start from the incident scene when the nuclear or radioactive material （that is out of regulatory control） is being handled and handed over to Necsa Emergency Control Centre by the South African law enforcement agencies in the presence of NOMS Department official. The main objective of this approach is to increase the credibility status of the chain of custody on the handling of the material during incident （crime） scene management process （for both nuclear forensics and traditional forensic evidence collection） and its transportation from the scene to the suitable storage facility at Necsa. Aspects to be looked into during the response process include interactions between law enforcement agencies, Necsa relevant departments and the National Nuclear Regulator of South Africa. This paper focuses on the entire whole response process and associated prior arrangements, in order to show and provide a set of requirements attached to the material, the scope of critical relevant technical and law enforcement information that to be acquired by all parties involving and participating in the nuclear/radiological incident or event response process before the material is authorized for storage at a suitably qualified Necsa＇s nuclear forensics, which is dedicated storage facility on Pelindaba site.

Manufacturer identification and storage time determination of “Dong'e Ejiao” using near infrared spectroscopy and chemometrics

We have developed a set of chemometric methods to address two critical issues in quality control of a precious traditional Chinese medicine （TCM）, Dong＇e Ejiao （DEE J）. Based on near infrared （NIR） spectra of multiple samples, the genuine manufacturer of DEE J, e.g. Dong＇e Ejiao Co., Ltd., was accurately identified among 21 suppliers by the fingerprint method using Hotelling T2, distance to Model X （DModX）, and similarity match value （SMV） as dis- criminate criteria. Soft independent modeling of the class analogy algorithm led to a misjudgment ratio of 6.2%, suggesting that the fingerprint method is more suitable for manufacturer identification. For another important feature related to clinical efficacy of DEE J, storage time, the partial least squares-discriminant analysis （PLS-DA） method was applied with a satisfactory misjudgment ratio （15.6%） and individual prediction error around 1 year. Our results demonstrate that NIR spectra comprehensively reflect the essential quality information of DEE J, and with the aid of proper chemometric algorithms, it is able to identify genuine manufacturer and determine accurate storage time. The overall results indicate the promising potential of NIR spectroscopy as an effective quality control tool for DEEJ and other precious TCM products.
