To solve the contradiction between supply and demand of land, the con- struction of land resource security guarantee system is an important part to coordi- nate the economic development and cultivated land protection in the core grain pro- duction region. Based on the deep analysis on the land resources characteristics and problems using the combined method of literature review method with qualita- tive and quantitative analysis, we constructed the land resource security system for different categories according to the land use principles of optimization, intensivism, improvement, and overall planning, and proposed the corresponding supporting mea- sures. The results showed that controlling the new increase, promoting the reclama- tion and improvement of land are the basis for land resource security, clearing the idle, improving the utilization rate of stock are the core of the efficient use of land resources, and establishing a unified urban and rural construction land market is the key to promoting the economical and intensive utilization of land resources, provid- ing scientific basis for the sustainable utilization of land resources in the core grain production regions. 展开更多

完备的医院安保系统对于保障医务人员、患者及其家属的生命与财产安全至关重要,而安保部门合理的人力资源配置是工作顺利开展的前提。某三级甲等医院于2019年起基于医院的实际需求对安保人员的配置管理进行了探索实践。首先明确医院安... 完备的医院安保系统对于保障医务人员、患者及其家属的生命与财产安全至关重要,而安保部门合理的人力资源配置是工作顺利开展的前提。某三级甲等医院于2019年起基于医院的实际需求对安保人员的配置管理进行了探索实践。首先明确医院安保岗位类别设置并依据规模指标、风险指标以及人流量指标确定一线安保岗位的配置需求,借鉴管理幅度理论将一线安保岗与其对应的基层管理者的配置系数设定为7∶1,另设定各管理岗需配置中层管理者1人;然后根据工作量测算各岗位应配备的安保人力资源数量。经测算,门卫岗、公共区域巡逻岗、安防及消防监控岗、处置突发事件应急分队岗4个一线安保岗位需配备的人员数分别为37、46、26和26人,其对应的管理岗保卫部办公室、治安管理组、消防管理组、秩序管理组分别需要配备管理人员7、8、5和5人,合计160人。某院据此进行安保人力资源配置优化,总人数由150人增加至160人,其中门卫岗减少17人,处置突发事件应急分队岗则增加22人。优化后有效提升了安保部门处置医疗纠纷和突发应急状况,以及排查消防隐患的能力,可为医院安保人力资源的合理配置提供参考。 展开更多

In exploiting shallow coal resources in western China, conservation of water resources is often subjugated to considerations of safety and production in coal mines. In order to maintain a sustainable development in the Shenfu-Dongsheng coalfield, we propose a technology of constructing groundwater reservoirs in goafs in shallow coalfields to protect fragile ecological environments. Given the premise of safe production, we selected an appropriate goaf as the site for constructing a groundwater reservoir and used a mine water recharge technique in combination with other related techniques for effective water conservation. Then filtering and purification techniques were used to purify the mine water given the physical and chemical properties of mine water and its filling material, ,thereby greatly reducing suspended matter, calcium and other harmful ions in the water. With the potential of widely application, the research result has been successfully applied in the Daliuta coal mine, to great economic and ecological effect. Therefore, this achievement provides a new way for mine water conservation in shallow coal resources in western China. 展开更多

That system, however, is subject to immense strain as a result of rapid ec... For many years, China has made great strides in constructing a sizeable and stable energy supply system rooted mainly in domestic coal supply. That system, however, is subject to immense strain as a result of rapid economic growth, rising living standard, widespread environmental degradation, limited oil reserves and uneven resources distribution. Industrialization and urbanization since the early 1980s have imposed structural constraints on its traditional coal-based energy supply model. Eventually, China became a net oil-importer in 1993 when ten million tons of crude oil and petroleum products from abroad fed into the local economies of the coastal areas. Such a change meant that energy security has become an increasingly sensitive issue to the central government of China. This paper argues that China could benefit from a more open energy supply by striking to a balance of both domestic and international sources, rather than the traditional mode emphasized on a highly self-sufficiency rate. 展开更多
