双塔钢箱桁梁斜拉桥斜拉索安装关键技术

研究目的:商合杭铁路裕溪河特大桥(60+120+324+120+60)m双塔钢箱桁梁斜拉桥是目前我国时速350km高速铁路最大跨度的钢箱桁梁斜拉桥,且主梁结构形式为国内高铁首次使用[1]。该桥斜拉索安装分两种工况:边跨钢梁顶推到位、落梁后,一次性挂设前7对斜拉索;跨中梁段悬拼架设,每架设一个节段,挂设一对斜拉索,最后进行全桥调索。斜拉索施工质量要求高,本文针对斜拉索安装重难点从展索设施、运输存放、张拉等方面进行斜拉索安装关键技术的研究[2].研究结论:(1)斜拉索施工中应针对结构施工的特点,结合实际条件进行施工方案确定,本工程参考现场实际条件,经过研究决定提出桥下存放、汽车吊提升展索、软硬牵引相结合的斜拉索总体安装方法;(2)斜拉索采用汽车吊提升锚头,在塔端锚头处安装组合张拉杆及抱箍,连接塔吊吊钩,配合塔吊进行斜拉索牵引展索的施工方法能够提高施工安全系数,提高效率;(3)采用塔柱内腔增加由撑脚、螺帽辅助布设的卷扬机进行牵引施工,能够解决塔内空间小不利于斜拉索牵引施工的难题;(4)斜拉索施工中在塔端增加调位夹具,地面由两台塔吊进行两点起吊施工的方法利于塔端牵引安装;(5)本研究成果适用于大部分斜拉桥的斜拉索施工,尤其适用于作业空间狭小的斜拉索施工。

Query Expansion for Chinese Information Retrieval by Using a Decaying Co-occurrence Model

Query expansion with thesaurus is one of the useful techniques in modern information retrieval (IR). In this paper, a method of query expansion for Chinese IR by using a decaying co-occurrence model is proposed and realized. The model is an extension of the traditional co-occurrence model by adding a decaying factor that decreases the mutual information when the distance between the terms increases. Experimental results on TREC-9 collections show this query expansion method results in significant improvements over the IR without query expansion.

Exploration and Practice of Developing Hybrid Rice for Realizing Food Self-sufficiency in East Timor

The status, advantages and disadvantages of rice production in East Timor were investigated and analyzed, the results of comparison test and demonstrative cultivation through introducing 15 Chinese hybrid rice combinations into East Timor were summarized, the feasibility of developing hybrid rice in East Timor to realize food self-sufficiency were discussed and demonstrated, and the main corresponding technical strategies were proposed in this paper.

The Relevance of Vygotsky＇s Developmental Perspective to the Debate on Methodology in Psychological Science

Throughout his work, Lev S. Vygotsky （1896-1934） pursued the objective of reformulating psychological theory. His historical-cultural analysis of the ＂crisis in psychology＂ showed that, beyond contradictions between the two main methodological currents---＂objective/explanatory＂ and ＂subjective/intuitive＂--psychology is primarily influenced by its empirical-sensory foundations. This influence is actually at the origin of the disagreement since it maintains the obligation for the two currents to make reference to empirical-sensory data. Only a general model of the developing human being, assessed by its usefulness, will allow reorienting psychology towards a broader science. This would lead to a general theory of psychology, which could then facilitate the search for tools for an indirect method enabling it to go beyond empiricism.

Universal Digital Library—Future research directions

This paper starts with a description of the present status of the Digital Library of India Initiative. As part of this initiative large corpus of scanned text is available in many Indian languages and has stimulated a vast amount of research in Indian language technology briefly described in this paper. Other than the Digital Library of India Initiative which is part of the Million Books to the Web Project initiated by Prof Raj Reddy of Carnegie Mellon University, there are a few more initiatives in India towards taking the heritage of the country to the Web. This paper presents the future directions for the Digital Library of India Initiative both in terms of growing collection and the technical challenges in managing such large collection poses.

An MDL approach to efficiently discover communities in bipartite network

An minimum description length(MDL) criterion is proposed to choose a good partition for a bipartite network. A heuristic algorithm based on combination theory is presented to approach the optimal partition. As the heuristic algorithm automatically searches for the number of partitions, no user intervention is required. Finally, experiments are conducted on various datasets, and the results show that our method generates higher quality results than the state-of-art methods, cross-association and bipartite, recursively induced modules. Experiment results also show the good scalability of the proposed algorithm. The method is applied to traditional Chinese medicine(TCM) formula and Chinese herbal network whose community structure is not well known, and found that it detects significant and it is informative community division.

The Development of Agroecology at Barani （Burkina Faso）

Many researches deal with practices which could adduce reliable answers to insure an ecological development which meets the nowadays global issue ＂feed the world＂ in a sustainable way. But scientific research is much less prolific about social adhesion to those practices. How could we be certain that peasants will integrate them and transform their agriculture？ It is at that particular point that we settled our contribution. Our goal is to determine what are the levers which could be activated to promote agroecological practices, and, on the contrary, what are the obstacles which could prevent social adhesion to agroecology. The meticulous fieldwork carried in Barani, a landlocked small village in the North-West of the Burkina Faso, shows that all the ingredients for the development and the dissemination of agroecology already exist. Indeed, traditional agriculture is not so far from agroecology. But we noticed among peasants ofBarani a rejection of the local farming system synonymous, according to them, with backwardness, and an attraction for industrial agriculture, sign of modernity. Dissemination of agroecology will have to go through a major confidence-building work of the peasants with their own practices, as opposed to multiple trainings where they are always being taught what they already know.

Query Expansion Using Wikipedia and a Concept Base in Cross-language Information Retrieval

The present paper describes the use of online free language resources for translating and expanding queries in CLIR （cross-language information retrieval）. In a previous study, we proposed method queries that were translated by two machine translation systems on the Language Gridem. The queries were then expanded using an online dictionary to translate compound words or word phrases. A concept base was used to compare back translation words with the original query in order to delete mistranslated words. In order to evaluate the proposed method, we constructed a CLIR system and used the science documents of the NTCIR1 dataset. The proposed method achieved high precision. However~ proper nouns （names of people and places） appear infrequently in science documents. In information retrieval, proper nouns present unique problems. Since proper nouns are usually unknown words, they are difficult to find in monolingual dictionaries, not to mention bilingual dictionaries. Furthermore, the initial query of the user is not always the best description of the desired information. In order to solve this problem, and to create a better query representation, query expansion is often proposed as a solution. Wikipedia was used to translate compound words or word phrases. It was also used to expand queries together with a concept base. The NTCIRI and NTCIR 6 datasets were used to evaluate the proposed method. In the proposed method, the CLIR system was implemented with a high rate of precision. The proposed syst had a higher ranking than the NTCIRI and NTCIR6 participation systems.

Web Information Retrieval： Problem and Prospects

The information access is the rich data available for information retrieval, evolved to provide principle approaches or strategies for searching. For building the successful web retrieval search engine model, there are a number of prospects that arise at the different levels where techniques, such as Usenet, support vector machine are employed to have a significant impact. The present investigations explore the number of problems identified its level and related to finding information on web. The authors have attempted to examine the issues and prospects by applying different methods such as web graph analysis, the retrieval and analysis of newsgroup postings and statistical methods for inferring meaning in text. The proposed model thus assists the users in finding the existing formation of data they need. The study proposes three heuristics model to characterize the balancing between query and feedback information, so that adaptive relevance feedback. The authors have made an attempt to discuss the parameter factors that are responsible for the efficient searching. The important parameters can be taken care of for the future extension or development of search engines.

Energy Savings in Municipal Road Lighting： The Case of the Municipality of Hersonissos

In an era governed by economic crisis, deep recession and lack of funds, the perspective of sustainable development drives local government to a more focused and constant effort to adapt to their daily requirements not only in respect to the central state but also towards the growing needs of the local society. As the need for planning actions in accordance with the principles of sustainable energy remains urgent, municipalities continue to envision and to respond to their role in helping to create a better future for generations to come. Thereupon the vision of the Municipality of Hersonissos, as firstly recorded in its Business Plan for 2011-2014, was, and still is, its＇ development in an Economic, Tourist and Cultural pole by adopting and applying the basic principles of sustainable development. At the same time the Municipality＇s rigid vision, planning, and evaluation, oriented by environmental protection, highlighted the need for networking on European level as although cities are different, their problems are often common. Thus on April 18, 2011, the Municipality of Hersonissos, joined the European Union initiative ＂Covenant of Mayors＂ [1] with the common aim of the fight against climate change. This article presents the significant initiatives taken in this direction in the last decade and their results not only on economical level but also along their social impact. It also aims to point out a municipality＇s vital role in knowledge and technology diffusion within the local society as sustainable energy development can be deployed not only by the private sector but also by the public.

Review Article of Landscape Metrics Based on Remote Sensing Data

This article describes metrics in order to quantify landscape structure. Landscape metrics are offered and designed to be as versatile as possible using several programs. In this paper it is attempted to （a） collect all the metrics found in the literature, （b） classify them, and （c） evaluate them through their use. An extensive investigation of the literature has been performed. Small discussion of each metric is provided to its concept, definition, use, way of calculation and in some cases contribution to the sustainable development. The frequency of used papers per each index has been taken into account. The most used to the least used six metrics have the following order： Area/Density/Edge; Isolation Proximity; Diversity; Contagion Interspersion; Shape; Connectivity. Moreover, the frequency of used papers is divided into five groups, i.e. group A till group E. Concluding, it has been provided an explanation of the results regarding to the four indices of group A and two indices from the group B.

Autonomous determination of orbit for probe around asteroids using unscented Kalman filter

The observed images of the asteroid and the asteroid reference images are used to obtain the probe-to-asteroid direction and the location of the limb features of the asteroid in the inertial coordinate. These informa-tion in combination with the shape model of the asteroid and attitude information of the probe are utilized to ob-tain the position of the probe. The position information is then input to the UKF which determines the real-timeorbit of the probe. Finally, the autonomous orbit determination algorithm is validated using digital simulation.The determination of orbit using UKF is compared with that using extended Kalman filter (EKF), and the resultshows that UKF is superior to EKF.

Strategic Partnership Between Private Organizations and Universities： The Search for Regional Development Through Solutions for Hospital Management

The public power and the private enterprise, the main agents of national economic and social development, when cooperating strategically, promote increased functional efficiency of their activities. In order to highlight the relevance of such partnership, this article aims to analyze the potential of actions jointly developed by private organizations and Brazilian universities. The research problem is lined in the field of health, which hosted actions developed between the Federal University of Rio Grande do Norte （UFRN） and the Hospital Maternity Guiomar Fernandes （HMGF）, located in the city of Alexandria, in Rio Grande do Norte. The study emphasizes the shortcomings of this organization, the resolving power of the university in this scenario, and performs the analysis of the effects of this cooperation. The methodology used in this research was the case study in HMGF. With emphasis on fundraising and improving the informational management system, funding sources for projects of restructuring and expansion of the hospital were sought, as well as initiatives for developing hospital management softwares for small- and medium-sized organizations. As a result, the articulation between the university and the hospital provided the elaboration of a project for software development and the production of a project for physical restructuring and technological investment, aiming to expand the supply and quality of the hospital＇s services. The implementation of information systems, associated with investments in hospital infrastructure, providing increased efficiency in public assistance to the population, bringing both local and regional benefits, besides, providing the authorities with relevant data on the development of public policies.

Remaining Architectural Heritage in Kosovo, Their Durability and Sustainability

This paper work aims to response the request for immediate intervention of cultural heritage preservation in Kosovo, with the aim of protection against the harmful consequences of insufficient knowledge leading to a misuse of technology and to ill-considered approaches. The DGT （dwelling-garret type） is an important vernacular study case. The DGT is a historic building of 18th century, located in the core of Lebusha Village, Municipality of Peja, an architectural construction characterized by two concentric volumes at rectangular layout, very dynamic at horizontal composition, obtained by the movement of two differently constructional materials volumes, stone masonry and timber assembly, and covered with roof clay tiles. In view of its esthetic and artistic values, its important role at developing chain of Kosovo＇s rural dwellings typology, and its method of construction, the building should be listed as a monument under state protection. Hence, immediate protection interventions, such as conservation of wooden and stone envelope, improvement of walls and finish works, and drainage infrastructure, are considered as the minimum requirement.
