We analyzed the hazard effect modes and damage processes along highways and developed three key indexes, scale of debris flows, deposits on highways and river blockage, to describe quantitatively the highway disasters. By combining the empirical methods and the actual terrain conditions, we proposed new methods to determine the value of hazard indexes. In addition, we used the economic value and resistance of highway as vulnerability assessment indexes, then determined the specific subindexes for the subgrade, bridges and culverts, and developed a way for the quantified vulnerability zoning. Moreover, we proposed the assessment and mapping methods for highway risk. The risk is described into 5 grades: extremely low risk, low risk, middle risk, high risk and extremely high risk. We applied these methods in a case study carried out on provincial highway S3o3 from Yingxiu Town to Wolong Town, in Wenchuan County. Analysis of debris flow risk for the whole highway, showed that the total length of highway in extremely low risk area was 28.26 km, 4.83 km in low risk area, 8.0 km in middle risk area, 3.65 km in high risk area, and 3.06 km in extremely high risk area. The assessment results are consistent with the field survey data which reflected the disaster situation. This risk method can be used objectively to evaluate the debris-flow risk along highways, and is useful for highway reconstruction in mountainous areas suffering from active debris flows.展开更多

In this study,an uncertain interval multi-objective linear programming model was established and applied to analyzing the suitability of land use structure in Pi County of Sichuan Province. An adjustment scheme for optimizing land use structure was proposed on the basis of development planning drawn up by the local government. The results are summarized as follows: 1) the optimal adjustment scope for cropland area ranges from 27 976.75 ha to 31 029.08 ha,and the current area is less than the lower limit of the scope; 2) the optimal adjustment scope for garden land area ranges from 4 736.49 ha to 12 967.11 ha,and the current area is less than the lower limit; 3) the optimal adjustment scope for construction land ranges from 7 761.95 ha to 10 393.18 ha,and the current area is greater than the upper limit; 4) the optimal adjustment scope for industry and mining land ranges from 557.29 ha to 693.54 ha,and the current area exceeds the upper limit; and 5) the areas of forest land, grassland and other agricultural land are within the optimal adjustment scope. In order to maximize comprehensive benefit with the limited resources and the demand of sustainable development, the areas of cropland and garden land are supposed to be expanded properly, while the construction land should be controlled and reduced gradually, and the forest land and other agricultural land can be maintained at the current level in short period.展开更多
More and more troops were moving toward the disaster area. Soon Yingxiu County was lifted out from the deadly quietness. People in green and orange were everywhere.

The results indicate that the developing speed and patterns of Wuchuan County cannot satisfy the demand of the regional sustainable development. Moreover, the patterns, distributions, tree species, growing patterns, and other aspects must consider the restriction of ecological water utilization. It is put forward that the standards for selecting the converting lands are slope, desertification degree, and rainfall. In addition, the control of soil erosion and the prevention of land desertification are selected as the dualpurpose of the converting project.展开更多
