为推动人造板产业践行清洁生产和绿色发展理念，尽快升级成环境友好型产业，解决长期以来困扰企业的改造资金问题，中国林产工业协会联合国家有关银行等单位，决定牵头实施人造板工业环保设施升级改造专项资金项目。人造板工业环保设施升级改造专项资金项目重点解决纤维板、刨花板生产线干燥尾气排放污染物浓度超标等突出问题，以减少或消除生产对环境的损害。

What Are the Strategic Industries that Must Be Given Priority？

This paper presents the argument that the security of strategic industries is more important than financial security and lies at the heart of economic security. It further identifies the following industries as strategic industries： sustenance industry, infrastructure industry, equipment industry, environmental industry and information industry. For the health and security of the national economy, this paper proposes that a priority must be placed on researching the security of strategic industries.
