Amid China's effort to reduce emissions, the Five-Year Plans have guided and motivated local and foreign forces from the gove...China has achieved economic growth while great carbon emissions reduction in recent years. Amid China's effort to reduce emissions, the Five-Year Plans have guided and motivated local and foreign forces from the government, industries, and society to work together. This paper showed that a mediumehigh economic growth gate, industry structure adjustment, and energy structure adjustment, which are guaranteed under the Five-Year Plan, all contribute to energy saving in China. The economy entered a stable growing phase during the 12 th Five-Year Plan, while the economic growth rate declined to 7.8% from 11.2% in the 11 th Five-Year Plan. Simultaneously, the CO2 emissions growth rate declined from8.32%(2009-2012 mean) to 1.82%(2012-2014 mean). Industrial structure adjustment canceled out nearly one-third of the CO2 emissions caused by economic growth. Under the 13 th Five-Year Plan, China will continue its energy saving efforts on the green development path, with greener quotas, a stricter implementation process, and more key projects.展开更多

Totally 43 indicators were selected to assess the impact of migration...An assessment index model was established to evaulate the benefit of the Three-Gorges Reservoir migration through the analytical hierarchy process. Totally 43 indicators were selected to assess the impact of migration on the economic, social and ecological environmental aspects of the migration communities, with the data of the indicators of the years 1992, 1998, 2002 which represented the period of premigration, the end of the first phase migration and the end of the second phase migration, respectively. The evaluation matrix is sufficiently consistent, with a consistency ratio CR equal to 0.086 3. The assessment turned out a benefit value for the economic subsystem in the year 2004 larger than triple the value in the year 1992, indicating a remarkable economic growth in the Reservoir area. The constantly increasing value for the social subsystem reflects the stable social situations. There is a slight decline in the assessment outcome of the ecological subsystem for the year 1998, which implies enviromental conservation was given insufficient importance during that period. On the whole, the implementation of the migration project is favorable to the Reservoir region, as confirmed by the stably increasing overall evaluation value from 42.22% in 1992 to 68.81% in 2002. However, there is still much room to improve from the status quo to the target criteria.展开更多
In this article,an approach for economic performance assessment of model predictive control(MPC) system is presented.The method builds on steady-state economic optimization techniques and uses the linear quadratic Gau...In this article,an approach for economic performance assessment of model predictive control(MPC) system is presented.The method builds on steady-state economic optimization techniques and uses the linear quadratic Gaussian(LQG) benchmark other than conventional minimum variance control(MVC) to estimate the potential of reduction in variance.The LQG control is a more practical performance benchmark compared to MVC for performance assessment since it considers input variance and output variance,and it thus provides a desired basis for determining the theoretical maximum economic benefit potential arising from variability reduction.Combining the LQG benchmark directly with benefit potential of MPC control system,both the economic benefit and the optimal operation condition can be obtained by solving the economic optimization problem.The proposed algorithm is illustrated by simulated example as well as application to economic performance assessment of an industrial model predictive control system.展开更多

Performance appraisal is one of the commonly used modern human resource management tools. Many companies which developed to a certain stage began to introduce performance management. But a lot of friends in human reso...Performance appraisal is one of the commonly used modern human resource management tools. Many companies which developed to a certain stage began to introduce performance management. But a lot of friends in human resources circles always hold a controversy on the effectiveness of performance management. In fact, there are problems on the methods and assessment scales. I personally think that a lot of companies use performance appraisal problem mainly occurs due to the presence misunderstanding the purpose of business resulting from the introduction of performance appraisal. For example: taking the wrong assessment methods, there is no breakdown of the work in advance, nor performed posts and responsibilities ; performance appraisal way to take a negative incentive, the employees complained of performance ; lack of strategic height of human resource management, performance appraisal that can not be linked with the actual situation. The following analysis of several performance evaluation methods and its influence is from the perspective of human resources. Each has its advantages and disadvantages, and also has different emphases. I want to share it with everyone and hope everyone can learn something from it.展开更多
