Generally, it costs a lot of money and time to develop the model base management system in the development of DSS and most are simple in function or cannot be used efficiently in practice. It is a very effective, applicable, and economical choice to make use of the interfaces of professional computer software to develop a model base management system. This paper presents the method of using MATLAB, a well-known statistics software, as the development platform of a model base management system. The main functional framework of a MATLAB-based model base management system is discussed. Finally, in this paper, its feasible application is illustrated in the field of construction projects.展开更多

The mean, variance and the risk level under the above-mentioned two circumstances have also been compared with a case study. Also the sensitivity analysis of cost risk has been probed into. Hence, problems to coordinate the professional construction management (PCM) and the supervising architectural company often occur for the lack of long-term experience to work together. The various factors that affect the implementation of turn-key projects currently practiced in Taiwan are analyzed using the analytic network process (ANP). The objective is to study how the twelve key factors in the four layers of "Role assignment","Signing contract","Operational procedures" and "Losing capital investment" affect the progress of implementing the turn-key project in Taiwan. The results reveal that "Delay in payment" has the most negative influence with 15.62% weighing factor; "Latent risk" comes next with 11.14% weighing factor, and "Responsibility of construction company for project quality" is the third with 10.79% weighing factor.展开更多

In this paper, the author details the three aspects substation construction management of the project, namely the concept of substation engineering, project management and construction safety, through these three aspects, the author analyzes the construction project management substation existing problems, To solve these problems and issues proposed some measures and construction process that need attention. It launched separately from the design, schedule, quality and other aspects of security and research, and in the course of the study stressed the importance of coordination between elements of construction and construction sectors as well as cooperation between the construction, explains the importance of the project cost control.展开更多

A preliminary analysis is made from three aspects: (1) the natural geographical change particularly captured by the Yellow River, (2) water conservancy project construction, and (3) socioeconomic development in the Huai River Basin. Key problems of changes in this river-lake relationship and the Huai River flood control are tackled, involving flood control and disaster alleviation ability of the Basin, engineering and non-engineering measurements applied to flood control and disaster mitigation, and water governance for adaptive management. Research shows that the Huai River is a rather complex one due to its complex geography with a hybrid wet and dry climate zoon, and higher population density. With the alternation of the river-lake relationship and socioeconomic development in the region, new problems keep arising, imposing new requirements on its sustainable water management. Thus, understanding the Huai River is a long and gradually improving process. Its future planning should keep absorbing new achievements of science and technology development, employing new technologies and methods, and gradually deepening our understanding of its fundamental principles. Water governance and adaptive water management will be new challenges and opportunities for the Basin in its river system change and flood control.展开更多

This study synthesized 9 influential categories including 91 factors related to quality management of public works in Taiwan using a sequential analysis procedure. According to the Borda-values of influencing factors obtained from a first stage questionnaire, the number of primary factors selected by the re-sponsible entities and the design-supervisory entities were 44 and 45 respectively. A Fuzzy Analytic Hierarchy Process (FAHP) was used to prioritize and rank these factors. The top five factors ranked by the responsible entities were (1) introduction of the earned value analysis, (2) working efficiency, (3) environmental laws and regulations, (4) price-index fluctuation, and (5) on-site safety management. The top five factors ranked by the design-supervisory entities were (1) man power, (2) laws and regulations, (3) price-index fluctuation, (4) traffic conditions, and (5) faulty design.展开更多

From the"white box"theory of process, this paper puts forward the scientific meaning of the concept of process quality and the process quality model by taking the basic operating unit of 6M1E in the railway construction project for example. The basic operating unit system consists of technological natural process, operation process and management process;the process quality of the basic operating unit system depends on the interrelation and interaction among those three sub-processes,and also subjects to the impact of the external disturbance input factors. Finally, the cast-in-situ prestressed concrete continuous box girder construction process is utilized to elaborate the specific application of this theory in the quality management of the railway construction project.展开更多

This paper aims to establish a prototype of workflow management system for construction design project through the application of workflow technology. The composition and function of prototype is presented to satisfy the needs of information share and process integration. By integrating all subsystems and modules of the prototype, the whole system can deal with design information-flow modeling, emulating and optimizing, task planning and distributing, automatic tracking and monitoring, as well as network service, etc. In this way, the collaborative design environment of building design proiect is brought into being.展开更多

Therefore, from the design, construction, operation and maintenance stages of the built infrastructural systems; cognizance must be taken of the associated factors and their significance. In considering these indices, the experts will save lots of resources wastage thereby integrating new technologies into the full life cycle of the infrastructure. In this paper, two sets of building infrastructure professionals were assessed. These are the corporate building organization (CBO) and the Operators from two shopping malls within the UK. Thirty-four factors regarding the sustainable building infrastructure appraisal were identified through literature reviews. These characteristics were accordingly classified into two factors (group I and II) and a comparative analysis of their influence conducted. Priority rating of the factors assessment on building infrastructure was through structured, administered survey amongst professionals within these organizations. Information of this survey revealed that the experts maintained a strong concordance in rating these factors. As a result, the associated factors have relatively substantial degree of influence in this context. Further indications of the result in groups I and II are that the CBO experts have indicated the infrastructure size, planning and design as the key factors. Also, the type of building characteristic was among others as the top and bottom marked cases. Similarly, the Operators too have maintained that a proper infrastructure design should incorporate a good policy framework for efficient energy saving fixtures and conservation. Additionally, the installation of quality equipment promotes cost savings of the resources and a just-in-time maintenance of the infrastructure at large. The maintain as-we-go philosophy characteristic was not strongly encouraged in this case.展开更多
