内蒙古营造市场化法治化国际化营商环境研究

营商环境是一个国家和地区的经济软实力和综合竞争力的体现。目前,内蒙古营商环境明显改善,但也存在工作推进合力不足、改革不平衡问题较突出、一些领域存在制度性痛点堵点、信用体系亟待健全、政府服务效能有待提升及法治保障存有不足等短板,需要从明确各方责任、制度重构及营造市场化法治化国际化营商环境入手,进一步优化营商环境。

教育服务业:孕育着市场化、国际化机遇

我国加入世界贸易组织以来,教育服务业逐步受到人们的重视。然而,长期以来由于我们对教育偏重公益性的理解,使得有关教育和教育产业等一些相关问题的讨论不够深入透彻。与快速发展的其它领域经济相比,教育服务业的"短腿"现象十分明显。文章从教育入手,揭示教育公益性之外的产业属性,并从思想观念、体制和开放三个方面寻找突破口,以求把握机遇,积极推动我国的教育服务业进入一个新的发展阶段。

1992-2001年中国企业劳动关系变革的历史考察

1992-2001年是中国劳动关系市场化转型和法制建设的关键时期。该时期,政府通过经济体制改革使强力推动国企劳动关系实现市场化转型,非公有制经济中自主产生了市场化劳动关系,我国企业基本建立市场化劳动关系;《劳动法》等法规的出台为劳动者权益保护提供了法律保障,《工会法》的颁布与修订为劳动者通过集体力量争取利益提供了政策可能,多项社会保障政策出台兜底市场化劳动关系风险,我国市场化劳动关系运行的法制体系基本建立;该时期劳动关系方面改革的历史贡献在于通过搭建市场化劳动关系运行架构,理顺了企业与职工的关系,总体上积极稳妥的处理了下岗分流职工问题,基本维护了社会稳定;但也存在国企改制中部分措施落实不到位、劳动法规执法不严、落实不力损害下岗职工权益,集体谈判在实践中被架空,“资强劳弱”局面长期存在等问题。

Voices From the Periphery？ The Polyphony of Hip Hop and the Portuguese Community

The present work fits into a wider investigation that I have been carrying on for my project on the peculiarities of Portuguese hip hop. Through our reflections today we would like to identify some of the effects of the globalizing forces that have perturbed hip-hop culture and discuss if and how these have influenced its original purposes and messages, or the nature itself of the movement. We would also like to offer our perspective on the consequences of the entrance of hip-hop music in the international marketplace since this passage represents an important moment of its history and development and one of the strongest factors of change within this culture. We will take our examples from the Lusophone, and more specifically the Portuguese, hip bop movement, having a look at what it was in the past----or at its beginning--and at what it is today, in order to understand if we can still consider it a manifestation of peripheral voices.

The Global Fur Industry： Trends, Globalization and Specialization

The fur industry and the entire fur cluster are in many ways an interesting and instructive example from which many lessons can be learned. Up to now, the international fur industry has not been thoroughly described or analyzed. A major reason is the rather limited availability of national and international statistics about the fur sector. This article analyzes the production and international trade in fur based on information from official statistics, trade associations, companies, scientific papers and reports, interviews with experts, etc.. Markets and market conditions play a very important role with regards to the fur sector, and the price of fur is volatile in the short and long run. A new world trade pattern and international specialization have emerged in recent years. The comparative advantages of the fur sector change along the fur value chain, while China＇s position on the global fur market has changed significantly.

新中国金融业70年——基于制度变迁和改革开放的历史逻辑

新中国70年金融业经历了曲折发展过程,从50至70年代计划体制下封闭的金融体系,到70年代末以来,改革开放背景下金融业的企业化、市场化和国际化的改革发展定位,最终从封闭走向开放,从传统迈向现代,从被动应对到主动融入金融全球化进程,体现了70年来中国制度变迁的强制性和诱致性,以及自上而下与自下而上相结合的发展特点。企业化、市场化和国际化既是金融业改革发展和历史演进的结果,同时也是70年后金融业再出发的起点。围绕这些方面的深化改革和软硬制度建设,是金融业从大到强,从规模和数量扩张到高质量可持续发展的关键所在。金融业的制度变迁,具有方法论和战略意义,不仅是历史问题,更是现实问题。

谢辰生先生在全国人大纪念《文物保护法》颁布30周年大会上关于《当前文物工作的四种错误倾向》的发言,在文物界内外引起广泛的反响,有的业外期刊已先行发表,受到广大文物保护工作者的热议和好评。最近谢辰生先生提出希望在《中国文物科学研究》上将其发言全文发表以饗读者。其实,这"四种错误倾向"的存在和提出,已是上世纪90年代和世纪之交期间的事情。但是,至今仍然具有很强的现实的针对性,值得有关方面高度关注。今天的现实情况比诸十多年前并无多少好转,有的问题甚至表现得更为严重。谢老在发言中又针对当前现实作了深刻的补充论述。为此,本刊尊重谢老意见,将谢老发言的全文登载。
