After that, an inter-cell HO model is proposed, in which the average power of the active set (AS) is used to predict the position of the mobile station (MS). The total power of the AS and the handoff set (HOS) are utilized to determine whether an inter-cell HO is necessary. Furthermore, the relationship between HO parameters and performance metrics is studied in detail based on RAU selection. Simulation results show that both the intra-cell HO and the inter-cell HO can achieve oerfect performance by aoprooriate settings of HO parameters.展开更多

This situation has arisen from enforcement of the 2010 Frequency Allocation and Telecommunications Business Act and the establishment of the National Broadcasting and Telecommunications Commission (NBTC) as a single, combined regulatory body for broadcasting and telecommunications. The Act brings in significant changes through "liberalization" in telecoms and broadcasting markets. Key events expected in the future, such as the implementation of AEC in 2015 and the transformation from analog to digital systems will have significant detrimental impact on the Thai broadcasting industry. These changes will affect 524 AM and FM radio stations and around 7,000 community radio operations. This paper gives a picture of radio broadcasting industry, especially of community radio stations, their history, present and future. It also argues that the survival of radio stations in Thailand after 2015 will depend on (l) its social, institutional, financial, and technical abilities; and (2) the ability of NBTC to adopt and enforce policy and regulation for promoting free and fair competition.展开更多

In this paper, we mainly consider these problems in general random effect model with balanced data. Exact tests and confidence intervals for a single variance component corresponding to random effect are developed by using generalized p-values and generalized confidence intervals. The resulting procedures are easy to compute and are applicable to small samples. Exact tests and confidence intervals are also established for comparing the random-effects variance components and the sum of random-effects variance components in two independent general random effect models with balanced data. Furthermore, we investigate the statistical properties of the resulting tests. Finally, some simulation results on the type Ⅰ error probability and power of the proposed test are reported. The simulation results indicate that exact test is extremely satisfactory for controlling type Ⅰ error probability.展开更多
