Cultural heritage is seen as a cultural capital. The heritage tourism increases the local employment and income, however, brings some problems at the same time, changing the traditional living way and industrial structure. The sustainability of economic development by tourism is also questioned. Fujian Tulou is a world heritage site in China, inscribed in 2008. The nomination has brought great changes to the sites, especially the flourishing tourism industries by the local communities as well as the tourism companies. The latter also take part in the management of the heritage site and get most of the income. The data in economic areas is analyzed in this study and explains the cultural tourism as a positive drive for the local economy, which contributes little to the life of locals. With the analysis of the changes and benefits from the tourism, we have found that tourism, as a dominant industry, might be a potential negative element for heritage conservation. According to the different situations of sites in Fujian Tulou, a proper planning of management is in need to integrate the tourism, conservation and development. 展开更多

Changes and Innovation of Dutch Building Regulation and Control: An Ongoing Debate

Dutch building regulation is under construction. After the report of the commission "Fundamentele Verkenning Bouw" in 2008, several studies have been done on the principals that the commission outlined in its report. Local authorities and parties in construction were invited to start experiments with a more privatized system of building control. But this faced a lack of participation, partly due to the impact of the crisis. The minister responsible for housing and construction invited in 2011 a "Bouwteam" to develop an agenda for action for construction. In 2012, 17 action teams started to focus, speed up and simplify the planning and development of construction. Recently, the two teams related to building regulation presented their plans. The first was a roadmap towards private building control, the second, a proposal for an independent body to answer questions on constructions plans that do intrinsically but not legally meet the standards of building regulation. There is considerable controversy regarding the way that this implementation team is paving its path towards private building control. While the minister for housing conformed himself to a subsidized private implementing team, the Dutch Parliament has expressed its own priorities for regulation: insured guarantee to protect users and owners, a role for local authorities regarding safety and acceptance of buildings and simplification of building regulation and control for simple construction works. The parliament held a round-table conference to get informed about private building control. Recently, a proposal by the minister for housing was discussed. Further debate will be needed to decide about the next steps in innovation building regulation, which will take place in the upcoming months. ERB/RIGO (Foundation Expert Centre Regulations in Building/Research Institute for Real Estate) have developed own proposals for the public-private relation regarding development and construction of buildings. They expect that their proposals might be of help. The proposals are laid down in several publications and partly realized in experimental development of "to be approved" technical solutions. This paper reflects on the differences between their proposals and these of the roadmap, on the possible outcome of the ongoing debate and its implications, legal and technical, on building regulation and on legal and contractual liability. This paper tries to give an inside view on the development of regulation and the pros and cons of the proposals, starting from a theoretical outline of building regulation. 展开更多

Night sky cooling is explored as an alternative to the conventional cooling technologies using fossil fuels. The night sky cooling method is based on the long wave radiation of unglazed collectors to the sky at night. An evaluation of the night sky cooling system is present for a residential building in three cities of Australia, namely Alice Springs, Darwin and Melbourne. The system comprises an unglazed flat plate solar collector integrated with borehole storage. It uses night sky radiation to reduce the temperature of the ground near to the boreholes. The system was simulated with TRNSYS, a transient simulation program. The simulation results for adequately sized systems show that night sky radiation is able to reduce the coolth storage borehole temperature and the proposed system is able to meet the cooling load of the residential building simulated in three locations. Borchole lengths of 270, 318 and 106 m are required for coolth storage with 90, 260 and 14 m2 collector area for heat rejection in Alice Springs, Darwin and Melbourne, respectively. At the 20th simulation year, the proposed system is able to achieve a system cooling coefficient of performance of 2.2 in Alice Springs, and 2.8 in Darwin and Melbourne. 展开更多

Shifting Ground - Changing Attitudes to the Green Revitalization of New Zealand's Existing Office Buildings

This paper explores the shift in the attitudes of building developer/owners to the incorporation of sustainability measures into office building renovations in New Zealand over the last 7 years, through a series of interviews with a wide range of key industry players and the study of three seminal case study examples. The interviewees uniformly considered that there had been a rapid increase in interest in the green renovation of existing buildings during the period under consideration, due mainly to strong leadership by central government. Significant differences in attitudes to green renovation emerged between the various groups as to whether, and on what terms such developments were likely to occur. The move to green building solutions seems to have continued in New Zealand, despite the world financial crisis and central government's abrogation of its leadership role being replaced by rising tenant expectations and the need for building owners to let their premises in a more competitive leasing environment. The change in attitudes demonstrated is profound. In the earliest of the case study buildings, started on site in 2004, no consideration is given by the developer, owner or design team to sustainability issues and there is no obvious user demand. In the second case, which started on site only one year later, sustainable design is very prominent, but is largely tenant driven, albeit with the active and enthusiastic support of the developer and design team. The final case study building started on site in 2007 is entirely developer/building owner driven and stems from a perception that "green" buildings represent value for money, that there is a real and persistent user demand and that sustainable design makes strong commercial sense. 展开更多

With rapid economy growth,building energy consumption in China has been gradually increased.The energy consumption and indoor environmental quality of 51 office buildings in Hainan Province,a hot and humid area,were studied through collection of verified data in site visits and field tests.The result revealed that,electricity accounted for 99.79% of the total energy consumption,natural gas 0.17%,and diesel 0.04%.The air conditioning dominated the energy use with a share of 43.18%,equipment in the particular areas 26.90%,equipment in the office rooms 11.95%,lighting system 8.67%,general service system 7.57%,and miscellaneous items 1.73%.Statistical method including six indicators obtained the energy consumption benchmark with upper limit of 98.31 kW-h/m2 and lower limit of 55.26 kW-h/m2.According to ASHRAE standard(comfortable standard) and GB/T 18883-2002(acceptable standard),the indoor environmental quality of 51 sampled office buildings was classified into three ranks:good,normal and bad.With benchmark of building energy consumption combined with indoor environmental quality,it was found that only 3.92% of sampled buildings can be identified as the best performance buildings with low energy consumption and advanced indoor environmental quality,and the buildings classified into normal level accounted for the maximum ratio. 展开更多

It has been used effectively in an estimated 17,000 commercial buildings in the United States-ranging from offices to schools, and airport terminals. At present there exist two main types of solar houses, "house collector" and "wall collector". A part of researchers find that the use of"house collector" is more simple and efficient. The other part is sure that "wall collector" is more convenient to use and it has higher efficiency. But our analysis show that in existing literature there is not any method for evaluating efficiency of solar houses. Moreover, there is not in. use a concept on solar houses efficiency. To us each type of solar houses has its own advantages and disadvantages. In this paper solar passive "House-Collector" heating modes of houses and their efficiency are discussed. For calculation of designing parameters of solar houses a simplified method is presented, taking into consideration both the heat gains and heat losses. 展开更多

The building automation system is based on innovative middleware framework which simplifies the modeling of a software for intelligent management of buildings and allows a multistandard and multiprotocol integration of sensors and actuators. The project has the target of underlining the economical opportunities and perspectives concerning the smart system adoption. Estimating the effects of home automation is essential to help its implementation, especially now that energy cost represents a consistent part of the house/building consumptions and will increase in the next few years. The results of the framework application in a residential building proves the validity of the proposed solution. 展开更多

It represents a massive structural system with brick walls up to 54 cm thick and "avramenko" type reinforced concrete floors. The investor's aim was to add another two floors on the top of the existing ones and to build two level underground parking floors, a health spa centre, whilst at the vicinity of the existing building (the northern side) to erect a new 17 story-high brand new hotel and administration building. The retrofitting of the structure as well as construction of the new structure has been done in full accordance with the new structural Eurocodes' recommendations. 3D FEM (finite element method) modeling was used for the analysis and design, using ETABS v 9.5 nonlinear and ARSAP 2010 (Autodesk Robot Structural Analysis Professional 2010).
