Hengshan County, located in the aeolian-loessial area of Northwest China, was investigated to illustrate land use changes and their implications for environmental and long-term rural economic development. The farmland in Hengshan County significantly decreased during 1990–2003, whereas forest land and grassland increased. The conversion rates of farmland, orchard land, forest land and construction land varied markedly among different periods: 1990–1995, 1995–2000 and 2000–2003. Conversion of orchard land, grassland and construction land was dominant in 1990–1995, whereas the conversion of farmland to forest land mainly occurred in 2000–2003. The results suggested a profound transition in institutional policy and political economy of land management, including implementation of integrated soil erosion control projects, adoption of a market-oriented economy and the ‘Grain-for-Green’ policy, during this period in China. To achieve long-term sustainable land use in Hengshan County, efforts should aim at increasing off-farm income of rural families as well as establishing land-economizing mechanisms to promote land productivity, in addition to conservation measures.展开更多
Along with the economic development and the acceleration of urbanization,urban construction land expands rapidly in China,and has resulted in a series of socio-economic problems.This article summarized the major point...Along with the economic development and the acceleration of urbanization,urban construction land expands rapidly in China,and has resulted in a series of socio-economic problems.This article summarized the major points of controlling the unchecked and rash expansion of construction land in the academic circle,and analyzed the problems of regulating the expansion of construction land from three aspects.First,this article analyzed the relationships between socio-economic development and urbanization from the historical viewpoints,and pointed out that the expansion of construction land is a historical phenomenon which will be surely appeared in the development of human race.Second,the authors utilized two-sector model to analyze the importance of urbanization in the socio-economic development from the academic angles.At last,the authors utilize four-quadrant model and bidrent curve model to analyze the influence that brought by the strict control of construction land expansion.Through analysis,this article drew some conclusions.First,the expansion of construction land is a phenomenon which will surely appear in the social development.It is impossible to accomplish the national modernization on the basis of dualistic structure between urban and rural areas.Second,under the function of rent gradient gap,strict control of construction land expansion will not only obtain the anticipated effects,but also cause a series of socio-economic problems,such as land-levying contradiction,the appearance of limited property right house,and being dependant on lease instead of expropriation.Third,unreasonable policies and governmental behaviors are the roots of the unchecked and rash expansion of urban construction land.Based on these conclusions,this article proposed that three transformations should be realized to regulate the unchecked and rash expansion of construction land:transfers from quantity regulation to quality regulation,from direct regulation to indirect regulation,and from single-measure regulation to multi-measures regulation.展开更多

A preliminary analysis is made from three aspects: (1) the natural geog...This paper addresses the change of the river-lake relationship in the Huai River and its causes due to environmental change and human activities. A preliminary analysis is made from three aspects: (1) the natural geographical change particularly captured by the Yellow River, (2) water conservancy project construction, and (3) socioeconomic development in the Huai River Basin. Key problems of changes in this river-lake relationship and the Huai River flood control are tackled, involving flood control and disaster alleviation ability of the Basin, engineering and non-engineering measurements applied to flood control and disaster mitigation, and water governance for adaptive management. Research shows that the Huai River is a rather complex one due to its complex geography with a hybrid wet and dry climate zoon, and higher population density. With the alternation of the river-lake relationship and socioeconomic development in the region, new problems keep arising, imposing new requirements on its sustainable water management. Thus, understanding the Huai River is a long and gradually improving process. Its future planning should keep absorbing new achievements of science and technology development, employing new technologies and methods, and gradually deepening our understanding of its fundamental principles. Water governance and adaptive water management will be new challenges and opportunities for the Basin in its river system change and flood control.展开更多

This combination of policies has stimulated socioeconomic growth and ecological improvement in China's western regions and has effectively curbed the runaway gap between the east and west, even causing the gap to begin shrinking gradually. However, it should be noted that the development gap between China's eastern and western regions remains significant, as demonstrated by the west's low level of industrial^commercial development, local governments' limited capacity to provide public services, and endemic rural poverty. Thus, achieving the targets outlined in the western regional development program remains a challenging task. In the future, China's western development program should emphasize a higher standard of living and coordinated, inclusive growth across regions.展开更多

Likewise, the nature of the commitment of theorists and practitioners of yesterday and today, in a context that is described as post-colonial, especially around development projects policies, is to encourage more comprehensive and effective new approaches with regard to development in Africa. The construction of China-Mongolia-Russia high-speed railways is a strategic move to promote transportation infrastructure inter-connectivity between these countries, which will accelerate the implementation of the Ch...The construction of China-Mongolia-Russia high-speed railways is a strategic move to promote transportation infrastructure inter-connectivity between these countries, which will accelerate the implementation of the China-Mongolia-Russia Economic Corridor. However, well-planned China-Mongolia-Russia high-speed railways demand accurately identifying construction risks, scientifically evaluating risk levels, and mapping the spatial distribution of these risks. Therefore, this study established the integrated risk evaluation model(IREM) to scientifically evaluate the economic, social, and ecological risks of China-Mongolia-Russia high-speed railway construction and determine their magnitude and spatial distribution pattern. Based on this analysis, we propose designs for the east and west China-Mongolia-Russia high-speed railways and policy suggestions to mitigate construction risks. Suggestions include developing innovative cooperation of the "high-speed railway for resources and market", strengthening communication and technology dissemination, and applying innovative engineering techniques and setting buffers; establishing collaborative prevention and control systems to mitigate the three major ecological risks in the China, Mongolia, and Russia trans-border areas; and promoting economic integration by improving strategic coordination. In summary, this study provides scientific support for designing the China-Mongolia-Russia high-speed railways minimizing construction risks.展开更多
More than 87000 dams have been built in China,and about one third of them are risky projects.A number of high and ultra-high dams are being constructed in China's western region.The current dam construction practi...More than 87000 dams have been built in China,and about one third of them are risky projects.A number of high and ultra-high dams are being constructed in China's western region.The current dam construction practice tends to focus on socio-economic benefits and neglect the environment and ecology.Furthermore,periodic examinations are intended to ensure the structural safety of dams.This paper proposes a general evaluation principle for dam service.This principle stipulates that dam projects should have maximum socio-economic benefits and minimum negative effects on the environment and ecology.To satisfy the general principle of mutual harmony,socio-economic benefits,dam safety,environment,and ecology are analyzed,and the evaluation methods for dam service status are discussed.Then,a fusion algorithm of interlayer assessment is proposed on the basis of evidence theory and the fuzzy comprehensive analysis method.Finally,a comprehensive evaluation model is established.Example analysis shows that the proposed theories and methods can fulfill scientific assessment of the service status of dams.展开更多
