In an interview soon after the meeting, Acting Governor Zhang said that it was the objective of this new government to actively transform governmental functions in a bid to project a new image and establish a clean, efficient, diligent, pragmatic government that serves the people and administers according to law. And to achieve this goal, emphasized Zhang Baoshun, we should make efforts in the following five aspects: first, in building a dutiful government that concerns itself with what the people are thinking and that takes delight in what delights the people; second, in producing an accountable government that is honest and efficient; third, in instituting a just and law-abiding government that administers its duty according to law; fourth, in setting up an honest and transparent government; and fifth, in maintaining an effective and cohesive government. For this year’s work, Zhang Baoshun came up with a list of eight focus points: (a) to relentlessly carry out the adjustment of economic structure with emphasis on its optimization and upgrade; (b) to give priority to the three agriculture-related issues - the countryside, farmers and farming and to bend over backwards to augment farmers’incomes; (c) to foster the concept of scientific development and to promote the coordinated development between economy and society and human overall development; (d) to deepen economic structural reform and ameliorate the market economic system; (e) to open wider to the outside world in an all-directional way and pursue an economic development program that is more external oriented; (f) to promote employment and reemployment and improve social security system; (g) to implement the strategy of invigorating Shanxi through science and education, as well as through talents; and (h) to create a best possible development environment.展开更多
