发展循环经济已经成为完成节能减排任务和开展资源节约型、环境友好型社会建设的重要手段,同时也是规划环境影响评价的重要内容。文章针对目前规划环境影响评价中循环经济分析的主要问题,提出了规划环评中循环经济分析的理论模型、分析... 发展循环经济已经成为完成节能减排任务和开展资源节约型、环境友好型社会建设的重要手段,同时也是规划环境影响评价的重要内容。文章针对目前规划环境影响评价中循环经济分析的主要问题,提出了规划环评中循环经济分析的理论模型、分析重点和技术程序,构建了评价的指标体系,并给出了定性与定量相结合的分析方法。为检验所建立的分析体系的有效性和可行性,将其应用于鄂尔多斯市主导产业与重点区域发展规划环境影响评价中,以此从循环经济的角度对规划的合理性进行评价,对原规划方案进行优化调整,并对规划实施的环境管理提出具体建议。 展开更多

The trade of wastes in the world has been increasing and China has become the largest importer of wastes. This paper examines the import trend of different wastes and finds out that the total import volume to China approved by the Chinese government keeps increasing and the illegal trade can not be banned despite repeated prohibitions; therefore, China is not only "a world factory", but actually "a global garbage dump". In order to well understand the implications of wastes import, this paper further analyzes the resource and environmental ef- fects and risks of different wastes imports as well as the strong driving force of wastes imports. Based on these detailed analysis and solid data, policy recommendations are put forward to reduce the demand for raw materials, to further strengthen the inspection of and supervision over the international trade of the wastes that can be used as raw materials by using the life cycle analysis and risk analysis, to improve the environmental standards and strengthen the disposal capacity, to re-export the raw materials produced from the imported wastes, to develop the long-term planning for the import of wastes and to promote international cooperation. 展开更多

This paper examined the method to evaluate structural complexity of circular economy system's industrial chain, which applied entropy information and hierarchical metrics to produce complexity degrees according to the theory of complex system. We developed an evaluation model to make a general metrics for circular economy system of industrial chains. The development of the evaluation tree drew upon five factors to identify the structural complexity. The evaluation model generated unitive entropy information from six data definition (node, level of community, metabolic span, degree of node, number of relation and connectivity of node) according to the evaluation tree. The industrial chains of Tashan circular economy park of Datong Coal Mine Group and Gujiao circular economy park of Xishan Coal-Electricity Group were evaluated by the proposed method. The key factors stunted by the decline of structural complexity were identified and the unitive metrics of entropy information of the industrial chain was shown for realigning the circular economy systems. 展开更多

The Circular Economic Development Level of Beijing's Service Sector Based on AHP Modeling

As a mega-city constrained by resources and the environment, Beijing has developed a leading service sector, and it is necessary to evaluate the service sector circular economy in this major global city. Here, we estab- lish an indicator system including internal subsystem (economic production, resources consumption, waste emis- sions, and waste recycling), external subsystem (industry correlation) and mutualistic subsystem (society devel- opment), and use AHP modeling to evaluate the period from 2000 to 2013. We found that the development of the service sector circular economy in Beijing experienced an increase from 2000 to 2008, then a decrease from 2009 to 2013. This change mainly resulted from the decrease in Beijing's GDP following the international financial crisis in 2008. The internal subsystem greatly influences the service sector circular economy:synthetic weight of eco- nomic production, resource consumption, waste emissions and waste recycling was 0.367,0.136,0.136 and 0.075, respectively. Within the external subsystem, industrial correlation has a weak connection with Beijing's service sector circular economy with asynthetic weight of 0.143, this result illustrates that the development of the service sector circular economy has an intimate relationship with other cities or provinces around Beijing, such as Tianjin and Hebei. As are presentative of the mutualistic subsystem, society development has a positive nexus with the service sector circular economy with asynthetic weight of 0.143, proving that the development of the service sector circular economy can improve the service sector employment ratio in Beijing. We conclude with some suggestions on how to develop the service sector circular economy in Beijing. 展开更多
