Therefore, access to the energy and/or ...Dependency of the human on the energy is ever-increasing today and the energy policies are reaching undeniable and un-ignorable dimensions steering the political events as well. Therefore, access to the energy and/or energy resources is becoming the highest priority for the countries. In this study, the criteria that have to be kept in view while creating the energy policies are explained first of all. Then the geopolitics, redundancy and diversity are described as the strategic criteria and furthermore, the availability, energy resources geography, and the technological, economical and environmental criteria are examined as the operative criteria and thereafter the issues such as installation period, utilization period, reliability, repair-maintenance and public validation are handled as the tactical criteria. The nuclear power plants are examined and evaluated according to the criteria set forth above while creating the energy policies. Under the light of this evaluation, the situation is examined and explicated in terms of the energy expansion of Turkey. Thus the place of the nuclear energy in the energy expansion of Turkey is clarified and emphasized.展开更多
The Internet and mobile internet have made the transaction of a huge number of products and services possible in ways previously unimaginable, exerting an extensive and profound influence on commercial, industrial, fi...The Internet and mobile internet have made the transaction of a huge number of products and services possible in ways previously unimaginable, exerting an extensive and profound influence on commercial, industrial, financial and even medical enterprises, universities and government agencies. All of this wide variety of transformations can be distilled into the concept of "Internet thinking. " This paper poses that internet thinking consists of the following three levels. First is lnternet spirit, i.e., openness, equality, collaboration and sharing. Second is Internet philosophy, including interconnection between virtual and real entities, elimination of restrictions of time and space, modularization, personal imperialism, crowdsourcing and user-centered approaches. Third is the Internet economy, featuring long-tail theory at a technical level, market equilibrium theory at the level of transaction structure and consumer sovereignty theory at the level of transaction performance. According to Internet thinking, traditional firms must be transformed towards smart organizations characterized by network-based ecosystem, global integration, platform-based operation, users as contributors, borderless development and self- organizing management. As rightly pointed out by the CEO of Haier Group Zhang Ruimin, "There is no such a thing as a successful firm; there are only firms defined by their times. An ongoing debate exists amongst scholars studying presidential unilateral powers. Some scholars argue presidents use directives to circumvent Congress (Nathan, 1983; Deering & Maltzman, 1999; Cooper, 2002), while ...An ongoing debate exists amongst scholars studying presidential unilateral powers. Some scholars argue presidents use directives to circumvent Congress (Nathan, 1983; Deering & Maltzman, 1999; Cooper, 2002), while other scholars argue that presidents use them to enhance their policy in conjunction with Congress in times of strong congressional support (Shull & Gomez, 1997; Krause & Cohen, 1997). This study applies the same theoretical debate to another presidential unilateral power, monument proclamations. The author argued that presidents strategically issue monument proclamations when they face a hostile political environment and have lost their power of persuasion. The author examined presidential monument proclamations from 1929-2000 using an event-count model. The study shows that presidents are more inclined to use monumental proclamations when they are politically weak especially during their lame duck months when they have the least political power and influence.展开更多

Constructivism emphasizes ideas, such as the content of language and social discourse, over institutions or power. Feminism critiques international relations as a male-centered and dominated discipline. This paper addresses important issues. The first issue is a better understanding of the ascent of two women as Chief Executives of a patriarchal system. The second issue is to increase understanding of how gender is constructed and functions in social, cultural, historical, and institutional contexts, particularly as they intersect with political leadership roles. The thesis of this study is that class, political ambition, and political adroitness are more important than gender and social construction in determining the rise of women to high political office. The work implies that women at the higher end of the social stratum have a significant advantage over men and women at the lower end of the social stratum.展开更多

The case study reviews the back...Utilizing primary documents available at the George Bush Presidential Library, this study evaluates the veto record of President Bush using a case study as well as quantitative methods. The case study reviews the background and fate of the only veto overridden during his term in office. It finds that the Bush White House had tried on several previous occasions to scrap the legislation, only to have it be reintroduced in each succeeding Congress. By 1992, when George Bush was running for reelection and in trouble politically, his team was unable to stave off defeat. The article likewise assesses the success of the Bush administration in its employment of the veto and compares the veto record of President Bush to previous and subsequent chief executives.展开更多

Designed as a regional political instrument, the Norwegian Ministry of Transport and Communications started a pilot project: "Driver education as a part of upper secondary school in district Norway". The focal point in this paper is to explore how the professional participants understand and interpret the project as a regional political instrument in order to maintain the local community, identity and local belonging. The theoretical approach is based on Giddens's actor/structure theory, while the analysis based on discourse analysis, in the analysis we separated the arguments used in the professional discourse. We detected different categories of argument in the discourses among the professionals. In addition to the professional discourse, we became aware of a personal discourse. In both discourses the political instrument was perceived to be important in order to maintain the local community, create equality and maintain local identity and a sense of belonging.展开更多

This research aims to elucidate the process of policy implementation at the national and regional levels, and to explain the obstacles of policy implementation. The method was qualitative study. The stakeholders were 88 people. The data were collected by in-depth interview and coded by a computer program. The policy was transferred from the national AIDS committee to the Department of Disease Control (DDC) and provincial level. This process was lacking budget support. The provincial AIDS committee was monitored by the provincial health office, cooperating with the central level. The major role was to transfer the policy to the school, Local Administration Organization (LAO) and associated organization. The activity was funded by provincial, global funds, and outside sources. In the community, the core activities were AIDS knowledge, establishing core youth groups, and building the network of AIDS. The obstacle at the national level was changing the policy process from one with a budget to one without budget. In the area of practice, the AIDS problem and the effects of the risk behavior in youth groups were slightly concerned.展开更多

Grassroots policy implementation is an important link in China’s governance practice.Previous studies have analyzed the causes of divergence from policy goals or distorted implementation from the perspective of admin...Grassroots policy implementation is an important link in China’s governance practice.Previous studies have analyzed the causes of divergence from policy goals or distorted implementation from the perspective of administrative control,or explored the impact of informal institutions on policy processes from the perspective of policy mobilization.However,both perspectives incline to static or fragmentary analysis and tend to be confined within the bureaucracy,ignoring the government’s mobilization of society.Our case study analysis of County T in Province Z shows that people engaged in implementing grassroots policy can develop varying mobilization strategies on the basis of different combinations of administrative control and social mobilization capacity.In the course of policy implementation,the boundaries and relationships between hierarchical control and social mobilization and between government departments and grassroots society can evolve according to the requirements of policy performance.This implementation process is generally expressed as“adaptive social mobilization.”Our findings could lead to a rethinking of the nature of social governance in contemporary China and explain the paradox of the simultaneous strengthening of administrative control and social participation.展开更多
