现在世界各国都非常重视人才和智力流动，把它作为一个国家、民族应对国际竞争，加速科技进步，推动社会发展的有效手段。如果我们走不出人才和智力流动的路子，就会跟不上时代发展的潮流，科学技术就难以有较大的突破，我国的科技创新能力就得不到全面提升。

Expansion of Technical Innovation and Demand Determines Production Organization Pattern in Strategic Emerging Industries——Taking Example of TFT-LCD Industry

Taking the evolution process of TFT-LCD industry as an example,this paper applied history-friendly model to analyze the effect of technology innovation and learning,and market demand growth and fluctuation on the evolution of production organization pattern in strategic emerging industries.Our research indicates that:(1) when market demand maintains linear growth,continuous technology innovation capabilities of vertically integrated enterprises in leading position of an industry are the key factor in deciding whether dominant production organization pattern will shift from vertical integration to specialization;(2) when market demand is in cyclical fluctuation,the technology learning capabilities of specialized enterprises in catch-up position are the key factor in deciding whether dominant production organization pattern will shift from vertical integration to specialization;(3) when market demand growth is under cyclical fluctuation,if the relative gap between technology innovation capabilities of vertically integrated enterprises and technology learning capabilities of specialized enterprises remains constant,the phase when industry cycle moves from trough to plateau is the best time window for specialized enterprises to catch up with and overtake vertically integrated enterprises.Hence,policy design supporting the development of strategic emerging industries should give full consideration to factors like market demand environment and technology innovation and learning capabilities of domestic enterprises.

Secondary relative evaluations on regional technology innovation capability in SMEs

According to this problem that every regional technology innovation of SMEs and innovation environment are different, the method on secondary relative evaluation to measure the innovation capability of SMEs in 9 provinces and 3 municipalities is developed in this paper. First the Fuzzy Integral Comprehensive Evaluation is adopted to measure the comprehensive index states of technological innovation of SMEs in different regions, and then the BCC model in Data Envelopment Analysis is used to calculate the secondary relative evaluation of regional technology innovation capability in SMEs, so that this method not only settles the relevance between indexes influencing regional technology innovation capability of SMEs, but also eliminates the influence of objective basic condition, and then provides bases for every region to make out policies and rules on technological innovation of SMEs and for enterprise to establish relevant strategy of technological innovation.

Research on technology innovation capability of equipment manufacturing industry in Shanghai

Equipment manufacturing industry is an important symbol to measure the industrial strength, scientific and technological innovation ability and international competitiveness of a country or region. Firstly, this paper analyzes the development status of equipment manufacturing industry in Shanghai, and then uses DEA to analyze the efficiency of technology innovation capability of equipment manufacturing industry in Shanghai. The results show that the equipment manufacturing industry in Shanghai has stronger overall drawing ability, and besides, the technology innovation ability of the transportation equipment manufacturing industry is weak, other equipment manufacturing sub industries have relatively strong ability of technological innovation. This paper analyzes the shortcomings of the transportation equipment manufacturing industry and gives guidance and puts forward corresponding suggestions and measures.

Cultivating technical capabilities of enterprises is an important task of the Sutong Bridge project

The paper analyzes existing state of innovation system in the field of public infrastructure construction in China and elaborates on the duty and role of owner in establishment of a technical innovation system with enterprise as the main body following the process of production-education-research.This paper also claims that the key project construction is an important resource to enhance national capability of innovation and accordingly puts forward an effective approach to cultivate the core competitiveness of leading enterprises on the basis of practice in the Sutong Bridge project.

Innovation and Outlook of the New Generation of Cryogenic and Quick-Launch Launch Vehicle

This paper introduces a launch vehicle scheme for the new generation of cryogenic and quick-launch launch vehicle(LM-6). The main technical innovations of LM-6 launch vehicle include the capability of twenty satellites launched by one vehicle, high-pressure staged combustion cycle engine and oxygen tank self-pressurization, sandwich bulkhead tank with 200 K temperature difference, and 7-day quick-launch using the "three horizontals" test and launch mode with integral transportation and erection. The future development of the quick-launch launch vehicle is predicted based upon the need for vehicle mission coverage improvement, better response speed, and stronger market competiveness.

Based on the relationshipbetween technological innovation and sustainable development, this paper brings forward that technological innovationmust take the sustainable1 development of society as the fundamental goal. Technological innovation should be the realimpulse for the development of society, economy and ecology. On the basis of the analysis on previous technologicalinnovation impetus mechanism, combined with the influential factors, this paper puts forward SD-oriented mechanism oftechnological innovation.

Study on the Innovative Design of Graphic Design

The bionic consciousness,idea,and practice opened a unique path for the progress of mankind,the development of the society,and the innovation of science and technology from the subconscious bionic activities of the ancient humans to the significant bionic designs in modern engineering.Nowadays,driven by the practical demand of human beings,bionics becomes an important factor for the sustainable development of technology.A lot of new and outstanding innovations have been produced through the effective interactions between bionics,technology,and demand.The stronger the interactions,the greater the innovation success would be.In this article,the basic factors such as the connotation,characteristics,and interactions of bionic demands,bionic models,bionic simulations,and bionic products were explained,which are the indispensable basic knowledge for improving the ability of innovation especially for the original one,realizing the design and innovation of new technology and manufacturing for better bionic products.

Appraisal on the Regional Technological Innovation Ability Based on Unascertained Measure Method

In market economics, the regional technological innovation ability has become an important factor in the sustainable development of this region and important position in the region＇s competition. In this paper, the application of unascertained measure method in the ability of the regional technological innovation is studied. The appraisal index system is setup and the unascertained measure model is given . At last, an example is given to verify the theory model.
