The model aims to dispatch the rescue reso...In order to solve the problems of potential incident rescue on expressway networks, the opportunity cost-based method is used to establish a resource dispatch decision model. The model aims to dispatch the rescue resources from the regional road networks and to obtain the location of the rescue depots and the numbers of service vehicles assigned for the potential incidents. Due to the computational complexity of the decision model, a scene decomposition algorithm is proposed. The algorithm decomposes the dispatch problem from various kinds of resources to a single resource, and determines the original scene of rescue resources based on the rescue requirements and the resource matrix. Finally, a convenient optimal dispatch scheme is obtained by decomposing each original scene and simplifying the objective function. To illustrate the application of the decision model and the algorithm, a case of the expressway network is studied on areas around Nanjing city in China and the results show that the model used and the algorithm proposed are appropriate.展开更多
Consideration of the travel time variation for rescue vehicles is significant in the field of emergency management research.Because of uncertain factors,such as the weather or OD(origin-destination)variations caused b...Consideration of the travel time variation for rescue vehicles is significant in the field of emergency management research.Because of uncertain factors,such as the weather or OD(origin-destination)variations caused by traffic accidents,travel time is a random variable.In emergency situations,it is particularly necessary to determine the optimal reliable route of rescue vehicles from the perspective of uncertainty.This paper first proposes an optimal reliable path finding(ORPF)model for rescue vehicles,which considers the uncertainties of travel time,and link correlations.On this basis,it investigates how to optimize rescue vehicle allocation to minimize rescue time,taking into account travel time reliability under uncertain conditions.Because of the non-additive property of the objective function,this paper adopts a heuristic algorithm based on the K-shortest path algorithm,and inequality techniques to tackle the proposed modified integer programming model.Finally,the numerical experiments are presented to verify the accuracy and effectiveness of the proposed model and algorithm.The results show that ignoring travel time reliability may lead to an over-or under-estimation of the effective travel time of rescue vehicles on a particular path,and thereby an incorrect allocation scheme.展开更多

The recent global economic turmoil is threatening the tourism industry; at the same time, global experts...South Africa's tourism and travel industry is a key sector in its economy as well as a significant job creator. The recent global economic turmoil is threatening the tourism industry; at the same time, global experts claim that tourism may be a key to overcoming economic difficulties and play a vital role in the green new deal. The purpose of the study is to introduce a new strategic option that has become increasingly attractive for troubled businesses-barter. While the study focuses on the advantages of this concept's recent refinements for South Africa's tourism and travel industry, its findings are also applicable to other countries. A survey of small and medium-sized enterprises (SME) from Europe and Turkey, as well as graduate students at an Israeli university, demonstrate the gap between familiarity with barter processes and their advantages and the actual scale of barter transactions in the supply chain, in order to enhance the economic performance of their tourism enterprises as well as the entire economy, providing evidence for the potential of adapting old proven concepts to the modem digital world.展开更多
