随着华中电网规模的迅猛发展,原有电网逐项令操作模式和基于安全Ⅲ区的操作票系统已不能满足调度员的需求。该文以华中电网为依托,研究制定状态令操作模式,规范电气设备标准状态,简化调度操作流程,丰富调度操作指令集,并依此为基础设计... 随着华中电网规模的迅猛发展,原有电网逐项令操作模式和基于安全Ⅲ区的操作票系统已不能满足调度员的需求。该文以华中电网为依托,研究制定状态令操作模式,规范电气设备标准状态,简化调度操作流程,丰富调度操作指令集,并依此为基础设计了与能量管理系统(energy management system,EMS)和调度运行管理系统(operation management system,OMS)为一体化的智能操作票系统。该系统基于智能电网调度技术支撑平台与数据采集与监控系统(supervisory control and data acquisition,SCADA)共享电网数据模型,通过采用智能化推理、多应用联动防误等关键技术,实现逐项操作票和综合操作票的智能生成和安全防护;并通过基于E文本和关系数据库同步的方式,实现与OMS系统的数据同步;经过长时间的应用实践,验证了状态令操作模式的合理性和智能操作票系统的可用性。 展开更多

VAT operational rules have been set do... This paper deals with the approach to imposing value-added tax (VAT) on financial transactions. The VAT is a highly harmonized consumption tax within the European Union (EU). VAT operational rules have been set down by the relevant directive of the Council of the EU. Under the directive, it is possible to select either exemption or taxation of financial transactions. Only the first option is permitted in the Czech Republic. Pros and cons of both models are described, in particular, the problems with determining the difference between financial transactions and other similar performance that must always be subject to tax. Potential lower VAT revenue or tax base assessment, as appropriate, seems to be crucial in the case of the taxation of financial transactions. 展开更多

Mitigating ROP Attacks via ARM-Specific In-Place Instruction Randomization

Defending against return-oriented programing(ROP) attacks is extremely challenging for modern operating systems.As the most popular mobile OS running on ARM,Android is even more vulnerable to ROP attacks due to its weak implementation of ASLR and the absence of effective control-flow integrity enforcement.In this paper,leveraging specific ARM features,an instruction randomization strategy to mitigate ROP attacks in Android even with the threat of single pointer leakage vulnerabilities is proposed.By popping out more registers in functions' epilogue instructions and reallocating registers in function scopes,branch targets in all(direct and indirect) branch instructions potential to be ROP gadgets are changed randomly.Without the knowledge of binaries' runtime instructions layout,adversary's repeated control flow transfer in ROP exploits will be subverted.Furthermore,this instruction randomization idea has been implemented in both Android Dalvik runtime and ART.Corresponding evaluations proved it is capable to introduce enough randomness for more than 99% discovered functions and thwart about 95% ROP gadgets in application's shared libraries and oat file compiled from Dalvik bytecode.Besides,evaluations on real-world exploits also confirmed its effectiveness on mitigating ROP attacks within acceptable performance overhead. 展开更多

Failures in complex technological systems could have multiple dire aftermaths, including many deaths and injuries. These events, such as nuclear accidents, pose serious threats and long-lasting health and environmental consequences to workers, the local public, and possibly the whole country and neighboring regions. Such failures,given interconnectivities and interdependencies, could also have spillover effects and threaten the integrity of other systems operating in the same area. There is an essential need for effective integration and interoperability among multiple emergency response agencies, possibly from different countries, in the case of an accident in a safetysensitive industry that causes the release of hazardous materials or contaminants. This article proposes a generic integrated system-oriented model to address this urgent need. It has been applied to the Persian Gulf area and its waters as a case study because of the existence of multiple co-located, safety-sensitive industries such as nuclear power generation, offshore oil and gas drilling, seawater desalination, and seafood harvesting. The Persian Gulf region and its ecosystems are highly vulnerable, and the countries around the Gulf are tightly interdependent, with an urgent need for cooperative emergency response planning. The Black Sea and other semiclosed, water-based ecosystems can also benefit from this model. 展开更多
