In this study, a meta-analysis was conducted to quantify the effects of rice basic seedlings (BS) on the global warming potential (GWP) of GHG emissions at the yield-scale in China. The results suggested that significant difference was observed in yield-scaled GWP of BS. The lowest yield-scaled GWP occurred at 80-100 BS (415.65 kg CO2 equiv/mg). The yield-scaled GHG emission from high to low was that of the hybrid rice varieties (1 028.86 kg CO2 equiv/mg), the conventional rice varieties (634.15 kg CO2 equiv/mg) and the super rice varieties (576.57 kg CO2 equiv/mg). Consequently, the model of conventional rice varieties and super rice varieties at 80-100 BS could be a scientifc method of matching inthe rice cropping system. A further assessment of rice density and variety impacts on GHG emissions at yield-scale was urgently needed to develop, so as to achieve win-win policies of rice production for higher yield with lower emissions.展开更多

According to different methods, we separate patients into two groups, and each group is 150 patients. The one is test group (3D laparoscopic surgery), and the other is control group(2D laparoscopic surgery). Observing two groups for some factors, such as probability of surgical injury, post-operative exhaust time, catheterization time, time of drainage tube placement and hospital time. Result: The magnification of3D laparoscopy image is significantly better than 2D laparoscopy. Error damage fraction of test group(2. 00%) is lower than control group (28.00%), which effectively reduces the probability of total surgical errors and provides more accurate operation. At the same time, exhaust time, catheterization time, time of drainage tube placement and hospital time of test group are significantly lower than the control group, statistically significant (p〈0.05). Conclusion: 3D laparoscopic surgery has characterizations of easy operation, small window, fast recovery and small probability of complications occurrence. The HD vision is widen to improve the level of minimally invasive surgery and it is worthy of clinical application.展开更多

This paper summarizes the international situation and progress, and analyzes the international development tendency of carbon emission management standardization. Correspondingly, the national situation and progress of carbon emission management standardization is reviewed including involvement of international standardization, establishment of national standardization committee, development of national standards and so on. And the policy suggestions are raised to strengthen the standardization work in the fields of addressing climate change during the 12 th Five-Year Plan period.展开更多

The nuclear area represents a segment of energy production used by many countries in America, Europe and Asia. It is known that in the future nuclear energy can be a major exit to the global energy crisis. The aim of this research was to use the BSC (Balanced Scorecard) as a strategic tool for decision making in a teaching and research institution of the nuclear area--IPEN (Nuclear and Energy Research Institute), located in the city of Sao Paulo, which belongs to the CNEN (National Nuclear Energy Commission) in Brazil. The methodology used in this academic doctoral study was a case study, which considered the period of research from December 2012 to December 2015. The main results expected from this case study are: the improvement of information flow, the view, the increased visibility of an organization providing education and especially research in relation to published works, increased interaction among IPEN and the main global research institutes and centers, increasing academic production of technical articles, indicator improvement, improving the monitoring of management actions, among others. Given the expected results one can conclude that this study will be of great value to the IPEN and also for the Brazilian energy sector, as it will allow and contribute to the dissemination and demystification of nuclear power as an energy source of mankind, its peaceful applications and for the management activity of knowledge and innovation production in the nuclear area of IPEN.展开更多

Therefore, this paper censures the "reductionist" vision of decentralisation that envisages it merely as an administrative and institutional event and, in contrast, develops a concept of decentralisation as a social, political, and legal process linked to new constitutional values and new fundamental rights, whereby, it might be included within the sphere of a general theory of rights and take on an important role within this area. This work vindicates the idea that contemporary decentralization must form a part of the historical processes of the generalisation and specification of rights where in the goal is the fulfilment of the following maxim: rights for all and not merely for a few. To achieve this goal, decentralisation can incorporate the instrument of "positive discrimination" as a "strategy for equality", which can employ to create "specific rights" aims primarily at the members of the most vulnerable groups.展开更多

This paper argues that something must be done in the construction of China's legal system and in its constitutional reform, otherwise the problems of prevalence of corruption will eventually hold back the high economic growth of China. Starting from the discussion of the differentiation of two concepts of "the rule by Law" and "the rule of Law," this paper suggests that laws in China should be restored to their natural role as the incarnation of justice on the basis of jurisprudence reasoning, and instrumentalism, pragmatism and utilitarianism in China's current legal theory inherited from the traditional Chinese culture should be discarded. Otherwise, it will be impossible to restore the sacredness and authority of Law in China, and then it will take an unconscionable time to reach the state of "the Rule of Law" with constitutional democracy in China and there will be no way to tackle the problem of institutionalized corruption in the contemporary Chinese society once and for all.展开更多
