關於全國金融業聯席會議的報告——一九五○年九月八日在政務院四十九次政務會議上報告

全国金融业联席会议于八月一日开幕,十日闭幕。出席代表计一○三人,其中人民银行二十一人,公私合营银行七人,私营银行三十九人,钱庄九人,职工十六人,工商联七人,专家四人。会议的任务,在于根据中央调整工商业的方针,研究调整金融业中的公私关系,金融业与工商业的关系及金融业中的劳资关系,使金融业获得适当的调整,减少其消极作用,以便能够尽其有利于工商业的积极作用。

蔡锷与民初云南廉政建设

蔡锷(1882—1916年)是我国近代杰出的军事家和爱国主义者。辛亥云南独立后,蔡锷督滇近二年,他身体力行,大刀阔斧地领导和推行一系列改革,努力加强云南地方新政权的廉政建设,取得了显著成效,赢得了时人和后人的赞誉。今年是蔡锷逝世80周年,研究和正确评价蔡锷与民初云南的廉政建设,可以予我们许多有益的启示和借鉴,亦是我们对蔡锷最好的纪念。

迟到罚款

一九一二年四月二十七日云南都督蔡锷亲自主持召开了云南省都督府政务会议。会上蔡锷作了长篇发言。他说,都督府及其所属机关的办公时间,前已规定,应该严格执行,但公务人员迟到的现象时有发生。为了杜绝这种现象,对上班迟到人员,应进行罚款。我提议“如过八时十分不到者,罚月薪一％,过二十分罚2％,每过十分钟依次类推。”政务会议作出决议以后,迟到现象立即好转。

俞标做周恩来警卫员的难忘往事

俞标,原名俞善明,1950年被选调进中南海中共中央办公厅警卫处,曾先后做过治安、会议等警卫工作。在中南海度过的这段岁月,他曾经有幸在紫光阁亲聆过周恩来总理的多次教诲,这是俞标人生中最难以忘怀的幸福时光。

新中国第一个五年计划诞生记

1952年6月,周恩来为了集中精力编制"一五"计划,给毛泽东写了一封长信。他写道:"在7月份,我拟将工作重心放在研究五年计划、外交工作方面,其他工作尽量推开……政务会议,当由陈(云)、董(必武)、郭(沫若)、黄(炎培)轮流主持并将议程准备好……"毛泽东接到信后很快批准了。8月11日,周恩来主持制定的《中国经济状况和五年建设的任务(草案)》终于完稿。同时,他还起草了《关于三年来中国主要情况及今后五年建设方针的报告提纲》。

Quality Issues in the Expansion of University Education in Kenya, the Human Resource Challenges and Opportunities

This paper gives an analysis of the quality issues in the expansion of university education in Kenya examining the human resource challenges and opportunities. It examines a variety of factors that impact the nature, content, and mode of delivery of the teaching. The paper is an introduction and highlights the importance of higher education to societal development. It observes that higher education enables individuals to develop their capabilities to the highest potential, serves the needs of an adaptive, sustainable and knowledge based economy and plays a major role in shaping a democratic, civilized and inclusive society. It is thus seen as the key to progress in the 21 st century. It examines government policy with respect to education in general and higher education in particular. It is noted that the government recognizes the important role that education plays to foster national development and has therefore through various policy instruments sought to ensure that access, relevance, and quality become the major areas of the development of higher education in the country. The management of the universities in the country has faced serious human resource challenges. These challenges arise from the fact that the rapid expansion of university education in the country has not been accompanied with provision of resources in order to maintain high standards, quality, and relevance. This in turn has negatively affected the quality and relevance of the programmes. It is recommended that in order to enhance the quality of teaching, research, and service delivery.

The role of the government in the socialization of the pension service

In the different stages ofthe development ofthe pension service, the government＇s responsibilities and functions are different. in the new era, the government should redefine its role in promoting the socialization of the provision of services for the aged.The government should deal with the relationship between the principal and the government and avoid the ＂double failure＂ of the government and the market.The government should play a leading role and do a good job in policies, laws and regulations so as to provide a good environment for the socialization of the pension service.

Islamic economics versus market economics： The concept of taxations

Taxation plays a major role in both market economics and Islamic economics. The difference is that in market economics, the tax system has evolved throughout the centuries in order to address the constant change in market-based societies. In Islamic economics, however, the tax system bases on the writings of the Qur＇an and the principles of shariah. As a result, it did not flourish as the needs of Islamic society changed. Therefore, governments in Islamic countries that seek to follow Islamic law are facing major economic challenges. Recently, some Islamic scholars have asserted that Islamic governments can go beyond the explicit instructions of the Qur＇an and impose taxes as needed. They justify their arguments based on the interpretation of Qur＇anic verses. This paper briefly compares both rationality and the methods of taxation in both market economics and Islamic economics, and further elaborates on the shortcomings of the original Islamic tax laws.

Rare also, are cases in which the consequences of business incorporation can be evaluated through the internet--for example employment creation or the attraction of investments. With respect to business incorporation the internet portal of the government of the state of Puebla is of no help, since it must be done in person in every case.

Analysis and comparison of business income tax treatment of enterprise merger

In this paper, combined with the ＂Enterprise Accounting Standards No. eighteenth issued -- income tax＂ and ＂Enterprise Accounting Standards No. twentieth＂ -- the merger of enterprises and the State Administration of Taxation on enterprise merger business related income tax provisions of the problem of enterprise income tax, from the perspective that enterprise merger accounting is divided into the same control and the different control corresponds to the general tax treatment and special tax treatment, I compare the process of enterprises under different circumstances of income tax with an example.

On Financial Transfer Payment System from the Public Service Equalization Perspective
