It examines a variety of factors that impact the nature, ...This paper gives an analysis of the quality issues in the expansion of university education in Kenya examining the human resource challenges and opportunities. It examines a variety of factors that impact the nature, content, and mode of delivery of the teaching. The paper is an introduction and highlights the importance of higher education to societal development. It observes that higher education enables individuals to develop their capabilities to the highest potential, serves the needs of an adaptive, sustainable and knowledge based economy and plays a major role in shaping a democratic, civilized and inclusive society. It is thus seen as the key to progress in the 21 st century. It examines government policy with respect to education in general and higher education in particular. It is noted that the government recognizes the important role that education plays to foster national development and has therefore through various policy instruments sought to ensure that access, relevance, and quality become the major areas of the development of higher education in the country. The management of the universities in the country has faced serious human resource challenges. These challenges arise from the fact that the rapid expansion of university education in the country has not been accompanied with provision of resources in order to maintain high standards, quality, and relevance. This in turn has negatively affected the quality and relevance of the programmes. It is recommended that in order to enhance the quality of teaching, research, and service delivery.展开更多

It demonstrates the effects of tax policies on the country's economic growth and development of businesses in ...This paper analyzes and discusses the tax system applied in Kosovo during the period from 1999 until now. It demonstrates the effects of tax policies on the country's economic growth and development of businesses in general. This paper also addresses the impact of those policies in maintaining the social equilibrium of a population and economic stability of the country. Applied tax policies in Kosovo have been aimed more at maintaining a stable fiscal and budgetary policy. Based on the analysis of real cases of Kosovo tax laws and their impact on particular businesses, this paper will demonstrate how tax policies applied in Kosovo have given less attention to the need of economic development, which should have been reflected through promoting the development of domestic production, reduction of unemployment, and reduction of the high trade deficit. Empirical evidence from this analysis is discussed, conclusions are derived, and the recommendations of this paper are provided.展开更多
To investigate Max Weber’s concept of bureaucracy and its relevance to Pakistan’s civil service, this study explains the system of governance followed in different nations, its function, and bureaucratic formulation...To investigate Max Weber’s concept of bureaucracy and its relevance to Pakistan’s civil service, this study explains the system of governance followed in different nations, its function, and bureaucratic formulations in the well-managed and administered state. The paper analyzes reasons for the poor performance of Pakistani public service provision. International development doctrines pertaining to governance are based on accountable to the governments and effective bureaucracy. This study explores the formation of the Pakistani state and civil service and its role in the implementation of government policies. Irrespective of the system of governance followed across different nations, the presence, and functioning of a bureaucratic set-up is crucial to manage and administer the state. However, in Pakistan there has been an egregious failure of the bureaucratic set-up to achieve this vision. This study explores the reasons why based on Weberian sociological theory affirming that the main characteristic of bureaucracy is espirit de corps, doing things for the good of the institution (i.e., civil service) even if goes against the public interest. This study analyzes such orientation in the context of a major developing state, Pakistan. The essential principal function of bureaucracy is to honestly and sincerely implement the government policies on behalf of the people. The government provides representation of the national interest, mainly when democratically elected, while the bureaucracy provides skills and know-how; the latter is liable to the former, but often not directly to the public. Thus, bureaucrats are usually known as “civil servants”, who provide continuity in governance and daily life, despite the vagaries of changes in government. This is a qualitative research entirely based on literature survey from library data collected from books and articles.展开更多
The purpose of this qualitative study, conducted in Thailand, was to identify strategies for older adults to live alone happily, with dignity, security, and independence. Purposive sampling techniques were used to rec...The purpose of this qualitative study, conducted in Thailand, was to identify strategies for older adults to live alone happily, with dignity, security, and independence. Purposive sampling techniques were used to recruit participants from 12 provinces throughout Thailand. The sample included three groups: older Thai people living alone (n = 1,087), clinician who working with Thai older adults (n = 149), and administrators working in aged care and support services in Thailand (n = 83). Data were collected using structured interview guides. Content analysis was used to identify and develop the study findings. Most of the older Thai people living alone were single, widowed or divorced with few wanting to remain living alone. The large majority of participants needed government assistance to manage their activities of daily living including access to health and public services. Participants wanted aged care and support services to assist with their living arrangements, organise community activities, and provide home visits. Moreover, they wanted their families to visit them and provide financial support and care for them when they were ill. These older adults experienced living alone positively and negatively. Some participants felt proud, dignified, and independent. Other participants felt that living alone resulted in poorer health status, particularly emotional problems, especially for those who were not living alone by choice. These participants reported feeling lonely, bored, irritated, sad, and sorrowful. This group of older Thai adults had limited interaction with their families and the wider community. From this study, four strategies were identified to assist older Thai adults to live alone happily, safely and with a sense of dignity, security, and value. These strategies are: ensuring individual choice, maintaining family support, developing community value, and advocating for over-arching government policy support of aged care. A high number of older adults live alone in Thailand and this presents a big challenge for both these individuals and the community in which they live. If this important group in Thai society is to live alone happily and successfully, it needs to be additional assistance to ensure they are supported by families, communities, and government departments.展开更多
