Objectives Evidence-based healthcare contributes to the improvement of healthcare quality and informs healthcare decision-making.The provision of timely high-quality evidence is always required to fulfil the ever-chan...Objectives Evidence-based healthcare contributes to the improvement of healthcare quality and informs healthcare decision-making.The provision of timely high-quality evidence is always required to fulfil the ever-changing needs and expectations of healthcare personnel.This study aimed to assess the needs and expectations of healthcare personnel regarding evidence-based healthcare in China.Methods We conducted a cross-sectional online survey from December 8,2020 to January 15,2021 involving 901 participants across China.Healthcare providers,policy makers,researchers and educators,and full-time postgraduate medical and nursing students working/living in China were eligible to participate.A self-developed questionnaire was used.Results Participants generally agreed that health-related research evidence was beneficial.Evidence-based resources,such as Cochrane resources,were only known or used by about half of the respondents due to difficulties related to availability and accessibility.Various types of resources,topics of evidence,and themes of workshops were of particular interest to most of the participants.Conclusions The dissemination and translation of evidence,provision of more support in evidence availability,offering evidence-based training,and determining the most in-demand research areas have been identified as priority areas of work which could fulfil the needs and expectations of healthcare personnel in China.展开更多

As a global hallmark event, the Olympics, with their enormous scale, universal attraction ...With great promotion of mega-events in both quantities and qualities in China, the research of Mega-events has been increased. As a global hallmark event, the Olympics, with their enormous scale, universal attraction for the media and tremendous political significance, have increasingly drawn attention from the researchers. It is obvious that Beijing has been greatly impacted by the 2008 Olympic Games as the host. The event aroused close attention of researchers, especially the problem how the Olympic stadiums and facilities can be utilized after Olympic Games. The paper employed 3 methods to conduct a survey, that is, sending questionnaires to tourists, in- terviewing with government officers, and collecting information about former Olympic Parks from Intemet and lit- eratures. The utilization of former Olympic Parks after Games was summarized and some experiences were refined. Besides, 3 main bodies including government, business operators and visitors which formed basic driving forces to influence the park's use were analyzed. At the same time, the paper believes that 3 topics affect the park's utilization involving 'prepare to use', ~how to use it' and ~how to manage it', and Beijing Olympic Park can also follow that thinking and reference in the ft^her practices. Based on it, suggestions are given that Beijing Olympic Park can be planned spatially from 3 layers, the point, line and area, based on their function and infrastructure in the Games, and the area would be shaped as a new urban center with multi-functions while Mega-events and sport events are still the main content of the park.展开更多

Lt...This paper examines the organisational hierarchies and decision making processes of two Chinese multinational enterprises operating in Vietnam—hina Luoyang Floating Glass Corp. (CLFG) and China TCL Holdings Co. Ltd. (TCL). For this study, research data were obtained from in-depth interviews of more than 20 government officials in E R. China and Vietnam, and managers and staff of those two enterprises. Results indicate that the organisational structures of the two enterprises are still vertical but complex, although moderate changes made to them post the nationwide economic reform of China. Consequently, decision making process follows a "top-down" model, sometimes, with insufficient grassroots information. Findings are discussed in the light of political, social and cultural milieu, and implications are drawn for the management of Chinese multinational enterprises operating in overseas markets. Both CLFG and China TCL are structured on task specialisations. However, departmentalisation in TCL's overseas division in head office is not only based on products, but also on geographical regions of markets. The organisational structure of TCL in Vietnam is less complex than the international division, but it is more centralised. Decision making at TCL combines more traditional Chinese business philosophy with modern western organisational characteristics. TCL has a strong western influence in its management style. However, some traditional characteristics such as "hero" leadership influence and political influence are involved with decision making at TCL. Amongst others, the transitional economy, social culture, poor management system and political sensitivity have been major elements influencing decision making. In the case of CLFG. some decisions have been made before proper information has been gathered and analysed.展开更多

The status of civil servants in these networks is not obvious. On the one hand, the officials are surrounded by strict framework of regulations and law. They are not independent subjects of political decisions, but at the same time, they are the main sources of information needed for making political decisions. On the other hand, they actively interact with other actors of the political networks, including under informal conditions. In addition, high professional requirements for officials lead to the need of recruiting them into the elitist environment. Therefore, there often arises a conflict of interest due to their personal connections. Activating these links, officials are building patron-client relations, behaving as patrons for those who need to receive confidential information and as clients for the higher heads. Thus, civil servants use personal networks for carrying out their functions, and simultaneously use available official information for private gain.展开更多

The paper analyzes reasons for the poor performance of Pakistani public service provision. International development doctrines pertaining to governance are based on accountable to the governments and effective bureaucracy. This study explores the formation of the Pakistani state and civil service and its role in the implementation of government policies. Irrespective of the system of governance followed across different nations, the presence, and functioning of a bureaucratic set-up is crucial to manage and administer the state. However, in Pakistan there has been an egregious failure of the bureaucratic set-up to achieve this vision. This study explores the reasons why based on Weberian sociological theory affirming that the main characteristic of bureaucracy is espirit de corps, doing things for the good of the institution (i.e., civil service) even if goes against the public interest. This study analyzes such orientation in the context of a major developing state, Pakistan. The essential principal function of bureaucracy is to honestly and sincerely implement the government policies on behalf of the people. The government provides representation of the national interest, mainly when democratically elected, while the bureaucracy provides skills and know-how; the latter is liable to the former, but often not directly to the public. Thus, bureaucrats are usually known as “civil servants”, who provide continuity in governance and daily life, despite the vagaries of changes in government. Over the years, it has been argued by the scholars that third party engagement (except government officials and bidders) in procurement system facilitates to achieve good governance in this sector. In this regard, it is generally expected that third-party monitoring (TPM) of PP, especially monitoring by citizens might earn the trust and confidence of the people in government activities. This study aims at exploring the roles of media in promoting citizen engagement (CE) in PP in order to make the procurement process impartial, efficient, effective, and accountable. The study uses a qualitative methodology in conducting the research with the data being collected through key informant interview, semi-structured interviews, Focus Group Discussions (FGD), secondary document, and literature reviews. The findings of this study suggest that if the media can play an effective role, the procurement literacy rate will be increasing. Hence, an enabling environment could be created where people will feel at ease to talk about compliance with procurement rules and acts. Hence, media may act as a catalyst to promote citizens involvement in the PP process to hold the respective groups accountable for their activities.展开更多

A model of joint venture performance in Cambodia is proposed and tested. Finally guidelines for successful joint venture performance in Cambodia are proposed. Based on a study of 62 firms and interviews with 19 joint venture mangers and government officers, it was found that the most important factors driving the formation of a joint venture included access to an emerging new market, utilization of abundant and cheap labor, and existence of government incentives. The most serious obstacles to joint venture performance in Cambodia were corruption, lack of physical infrastructure, bureaucracy, and competition from a black market and smuggling. For the results indicate there are significant correlations between performance and trust, control, commitment, and ownership. Suggested guidelines to improve joint venture performance in Cambodia are proposed.展开更多
The term "forgotten city" was mentioned by researchers to denominate some colonial Brazilian settlements and cities which seem to have the same characteristics that demonstrate they were hidden along the years and t...The term "forgotten city" was mentioned by researchers to denominate some colonial Brazilian settlements and cities which seem to have the same characteristics that demonstrate they were hidden along the years and that have the same atmosphere as they used to in their past life, i.e., they have the same traditional type of urban configuration produced at the origin of the city. This paper brings into discussion this character of this city, using as an example the city of Laranjeiras, one of the oldest cities of the State of Sergipe, which had a great and rich trade of sugar, besides significant cultural and political activities, being known as "Brazilian Athens" in the 19th century. Then, Laranjeiras decayed and stopped growing along the 20th century. However, it has had a good perspective to develop again with insertion of new different activities recently. The initial Portuguese planning to villages in Brazil followed specific rules and had a systematic assistance, what discards the myth that many Brazilian cities were born and grown up as a spontaneous form without planning. Studying some factors deeply, as spatial configuration, settlement localization and urban grid, it can be possible to point some recognizable elements which demonstrate that some cities were built to be forgotten. The methodology used for the analysis of Laranjeiras presents many historic, economic and cultural aspects related to the spatial-syntactic studies (Space Syntax Theory), bringing to light some interesting thoughts about urban form and social life.展开更多

A questionnaire was distributed to 372 practitioners in various private and government organizations. Practitioners were asked how influential and relevant public relations ethical factors were on the practitioner's perception of ethics. Findings suggest that the daily practice of public relations day-by-day professionally practice learning, senior practitioners, senior executives, and managers along with religion play a major role in shaping the meaning, philosophy, and conception of the practitioner's ethics. Respondents were asked to describe the level of support they would give to the controversial public relations practices that may generate some ethical problems. The majority of the respondents did not agree on the use of "spreading rumors", "providing false information to satisfy the public", "misinformation and manipulation", "giving false promises", and "would not approve favoring personal interest over public interest".展开更多

The reasons for the approval of these accounting regulations are presented in the approval diploma itself, the existence of a strong fragmentation and outdated accounting standardization for the public sector. This paper intends to analyze the public accounting reform in Portugal based on the SNC-AP and the impacts that it will determine in public institutions in terms of accounting in relation to the previous POC-P regime and sectoral plans as well as the resources involved in the Implementation. Likewise, it is intended to assess whether all public bodies subject to its adoption will proceed to its implementation on January 1, 2017, as planned. Respondents were asked to describe the level of support they would give to the controversial public relations practices that may generate some ethical problems. The majority of the respondents did not agree on the use of "spreading rumors", "providing false information to satisfy the public", "misinformation and manipulation", "giving false promises", and "would not approve favoring personal interest over public interest".
文摘The Accounting Standardization System for Public Administrations (SNC-AP) was approved by Decree-Law No. 192/2015, of September 11 and constituted the new accounting system for public administrations in Portugal, which will take effect from January 1, 2017, although there were pilot entities that are already applying it in the year 2016. The reasons for the approval of these accounting regulations are presented in the approval diploma itself, the existence of a strong fragmentation and outdated accounting standardization for the public sector. This paper intends to analyze the public accounting reform in Portugal based on the SNC-AP and the impacts that it will determine in public institutions in terms of accounting in relation to the previous POC-P regime and sectoral plans as well as the resources involved in the Implementation. Likewise, it is intended to assess whether all public bodies subject to its adoption will proceed to its implementation on January 1, 2017, as planned. For this purpose, the data available on this subject will be used, in particular those of the Directorate-General for the Budget of the Ministry of Finance.
文摘At present, part of the local government officials who like to do grandiose things to impress people blindly promote the development of the real estate, resulting in the gap with the population migration, so many ghost towns are born. In addition, while building the local infrastructure of some of the districts, they also ignore the problem of the rational allocation of their own financial funds. Visibly, the implementation of the coordination between the two will help make China's urbanization level advancing in the health and right directions.
