Nowadays, Vietnam's handicrafts have a foothold in the world market, and are exported over 163 countries and territories (Tuan, 2010). However, the production activities of the handicraft village have a lot of shortcomings, especially the problem of environmental pollution (Chi, 2010). Therefore, government policy plays a very important role to minimize environmental pollution villages, contributing to improving environmental quality and public health. This paper focuses on: 1). Current status of state policy environment in handicraft villages shows the achievements and limitations of the policy, from which reviews state policy in environments in handicraft villages (through fieldwork in the handicraft villages); and 2). Taking environmental efficien...Constrained by the dual mission of supporting industrial growth and reducing emissions, China's traditional emission reduction-oriented environmental policies unavoidably face a dilemma. Taking environmental efficiency as the exclusive indicator for the relationship between environmental performance and industrial development, the author calculated the environmental efficiency of China's industries under different pollutant disposability assumptions, while also considering environmental pollution. In addition, based on the assumption of industry heterogeneity, the author examined the non-linear relationship between China's environmental regulation and environmental efficiency and calculated the optimal regulation environment for industries. According to this study, when impact of undesirable outputs (pollutant emissions) is considered, environmental regulation and environmental efficiency are positively correlated, which to some degree validates the Porter Hypothesis. At present, environmental regulation has significant positive effects on clean production industries but shows a lag effect on pollution-intensive industries. The degree of environmental regulation and environmental efficiency show an "inverted U"shaped relation and display three thresholds. It should be noted, however, that the relationship between regulation and efficiency may vary across industries. These findings have clear policy implications: China should adjust its traditional emission reduction-oriented environmental polices by targeting environmental efficiency. At the same time, rather than continually increasing the level of environmental regulation, the government should establish standards for individual industries that emphasize flexibility.展开更多
The HKC (Hong Kong Convention) adopted by the IMO in 2009 is aimed at ensuring that ships, when being recycled after reaching the end of their operational lives, do not pose any unnecessary risk to human health and ...The HKC (Hong Kong Convention) adopted by the IMO in 2009 is aimed at ensuring that ships, when being recycled after reaching the end of their operational lives, do not pose any unnecessary risk to human health and safety of the marine environment. The text of the ship recycling Convention was developed with input from the IMO (International Maritime Organization) Member States and relevant NGOs (Non-Governmental Organizations), and in co-operation with the ILO (International Labor Organization) and the Parties to the Basel Convention. The Convention intends to address all the issues around ship recycling, taking into account that ships sold for scrapping may contain environmentally hazardous substances. It addresses concerns raised about the working and environmental conditions at many of the world ship recycling locations. Regulations in the new Convention cover: the design, construction, operation and preparation of ships so as to facilitate safe and environmentally sound recycling, without compromising the safety and operational efficiency of ships; the operation of ship recycling facilities in a safe and environmentally sound manner; and the establishment of an appropriate enforcement mechanism for ship recycling, incorporating certification and reporting requirements. This paper will present and discuss the evaluation of the Hong Kong Convention. Also it will discuss implementing the Hong Kong convention to improve the recycling business, highlighting the effect of the convention on the maritime industry.展开更多
In Mexico, garbage represents a high pollution index according to national and international organizations; eighty percent of waste products stay in sanitary landfills, out of doors, where no tailings management exist...In Mexico, garbage represents a high pollution index according to national and international organizations; eighty percent of waste products stay in sanitary landfills, out of doors, where no tailings management exists. Plastic products represent 16% of this pollution (one and one-half kilos daily per person in a country with a population of 107 million people). These sanitary landfills are methane deposits, and consequently emit gases and toxins that cause serious health problems. The object of this is to analyze governmental programs, strategies, policies and procedures which regulate both industrial sectors and society. Society and government share a responsibility since they must implement norms which include the separation, reduction, recycling and reuse of garbage. Results demonstrate that government strategies used to treat railings are complex and are directed more towards sanctions than to motivation. Furthermore these strategies discourage a cultural transformation toward industrial sustainability. Instead of reducing the garbage accumulation problem, they increase the difficulty.展开更多
