政府有可能为购房按揭提供信用担保吗?

众所周知,我国银行目前的购房按揭要求购房人寻找信用担保人。以前的担保人大多是购房人的工作单位,现在的购房按揭担保人,大多是房地产公司。其实国外银行开展购房按揭时,大多是不必要求担保人的。 从按揭的原理上讲,购房按揭是不需要另外的信用担保的,从我国的《担保法》可以看出,担保有三种形式:一是抵押担保,二是保证人担保,三是质押担保。对贷款人来说,抵押担保是其中风险最小的担保方式。金融界把抵押称为担保之王。

The analysis of government procurement in the frame of principal agent theory

In government procurement activities, asymmetric information, incomplete contracts and opportunism, led to the dysfunction of principal-agent. Through the reference of the principal-agent theory, this paper uses the model of the principal-agent to analyze government procurement activity, and proposes some countermeasures to improve principal-agent in government procurement.
