The research is exploratory and conclusive de...The objective of this research is to analyze social responsibility from the stakeholder’s perspective to establish whether universities have advanced in their conception. The research is exploratory and conclusive descriptive of the cross-sectional sample. The internal and external stakeholders of the public universities domiciled in Quito were taken into account. The results showed that university managers relate this concept with actions of connection with community, the relevance of the academic offer and the accountability, while students relate this concept with teaching in values and philanthropic activities. For administrative personnel instead, university social responsibility (USR) is related to work benefits. On the other hand, the business sector relates this concept with the answer to their needs of innovation. As expected, representatives of government agencies highlight the university’s responses that are necessary to become the engine of economic, productive and social transformation of the country. It is concluded that USR is applied in a partial way, which translates into management models that do not incorporate it as an explicit variable of their actions.展开更多

Our findings suggest that, with abolition of agricultural tax, there has been a series of changes in the focus of evaluation both at county-township and township-village levels. In county-township evaluation system, importance of economic development and social stability grew but fiscal pressure did not weaken; while in township-village system, original indicator of fiscal pressure became less important. Meanwhile, by enhancing "veto" indicator of evaluation on village cadres, township government attempted to cascade the pressure of social stability to village administration. Although central government has initiated a series of reforms on agriculture, countryside and farmers, county and township governments did not pay more attention to rural infrastructure. In addition, county government paid less and less attention to farmers' income growth.展开更多
Unbalanced development is a prominent issue in China's present social and economic operation. It is generally believed that the lack of public services is the direct cause of this problem and that the crux of the iss...Unbalanced development is a prominent issue in China's present social and economic operation. It is generally believed that the lack of public services is the direct cause of this problem and that the crux of the issue is the absence of government responsibility. If one distinguishes between two types of unbalanced development, the "development stage" type and the "government responsibility" type. it becomes clear that factors related to both supply and demand for public services have together produced the present surge in unbalanced economic development in China, a situation characterized by the combination of the two types of unbalanced development. The economic system of the transition period has limited government efficiency and biased government behavior, so it is the fundamental crux of the current problem. To solve this problem, it will be necessary not only to require that the government assume more responsibility for public services, but also, more importantly, to speed up resolution of the systemic problems that give rise to this bias in government behavior against the background of system transition.展开更多
