However, ...This paper contains research on strategic decision-making in a local government. In a profit-oriented organization, the option that maximizes profits tends involve reaching an agreement between stakeholders. However, there is tendency for stakeholders to differ in their beliefs as to what is desirable particularly in a non-profit organization. In a local government, it is especially difficult for the interests of a stakeholder group to be completely in agreement. This research considers the use of the analytical hierarchy process (Saaty, 1971) as a solution for one of the difficulties of decision-making in a local government. This research is a case study to explore the strategy of a local Japanese healthcare management organization. The conclusion was drawn to decide which strategic option should be taken by using the analytical hierarchy process. Also, it was found what to work on a countermeasure that prevents the negative effects that are generated by selecting the strategic option.展开更多

Many of such assessment techniques have been dev...During the decision-making process, especially in multi-disciplinary complex cases, assessment technique is needed to assist policy-makers in making the right decision. Many of such assessment techniques have been developed for policy-makers, but the inevitable subjectivity of policy-makers often becomes the main obstacle in making the right or proper policy. Interlink decision-making index (IDMI) is a newly proposed assessment method with the advantages of being simple to use and having less human interference over other methods, as it does not require a weighting process of each selection criterion. This paper implements IDMI to assist with decision-making in national or regional low-carbon development, using China as a case study. The Chinese government has annotmced its carbon emission reduction target along with other development targets by 2020. Many policy settings can be chosen in order to achieve those targets. The problem is how to determine the best setting and the means by which decision-makers can avoid subjectivity and extremes. A number of policy setting options are generated carefully by a system dynamic model under different policy scenarios. The IDMI demonstrates a perfect way to assist in selecting the "best" among all the options that can achieve the goals within the acceptable range.展开更多

As the three poles are in a constant negotiations, then each of them should prevail over the other two, thus be introduced in the bargaining problem. Bargaining behavior must therefore be defined. The suggested "'win-win-win papakonstantinidis model" (coming from Nash win-win extended approach) tries to find ways for the three-pole bargaining conceptual equilibrium, under conditions, thus maximizing expected utilities for all the involved parts in local decision-making by applying a combination of Descriptive Behavior (DB), Rational Choice, Instrumental Rationality, and the Applied Behavioral Analysis (ABA) methodologies, then an updating community's behavioral state is expected, thus transforming the technical territory-community perception to a behavioral community perception, by sensitizing its population, towards the "guanxi relations" paradigm.展开更多
Consolidated Financial Statements (CFSs) in the public sector represent useful financial tools to improve transparency and accountability toward internal and external users. This aggregate view is only a part of the...Consolidated Financial Statements (CFSs) in the public sector represent useful financial tools to improve transparency and accountability toward internal and external users. This aggregate view is only a part of the information needed in order to give politicians, managers, employees, financial institutions, rating agencies, and citizens a whole view of a local government's financial performance. It emerges the need to have segment information, covering specific policy areas for which it is appropriate to separately report financial and non-financial information. This paper, after having discussed the need for accountability and decision-making in a theoretical framework, gives account of a pilot project realized by the municipality of Reggio Emilia, which introduced CFSs and segment reporting. The empirical study is based on an action research as a methodological approach to solving practical problems. Finally, the paper also offers some practical suggestions to contribute to the applicability of the segment reporting in the public sector.展开更多

The case study reviews the back...Utilizing primary documents available at the George Bush Presidential Library, this study evaluates the veto record of President Bush using a case study as well as quantitative methods. The case study reviews the background and fate of the only veto overridden during his term in office. It finds that the Bush White House had tried on several previous occasions to scrap the legislation, only to have it be reintroduced in each succeeding Congress. By 1992, when George Bush was running for reelection and in trouble politically, his team was unable to stave off defeat. The article likewise assesses the success of the Bush administration in its employment of the veto and compares the veto record of President Bush to previous and subsequent chief executives.展开更多

Lack of financial and technological resources can be compensated with other potentials. Therefore, it is necessary to emphasize the decision-making process. Optimization of the existing resources under real conditions is needed in order to get better results of the implementation of adopted strategies. The analysis is centered...Using an analytical narrative approach to understand policy change, this paper explores the Brazilian government decision to create a digital TV policy initiating major reforms in this sector. The analysis is centered on the actors, preferences, and choices. The article is divided into three parts: (1) We address the historical institutionalism assumptions; (2) We focus on the politics of digital TV policy in Brazil; and (3) The results are highlighted, and "winners" and "losers" are identified. Actors, preferences, and choices are historically observed and related to the government decision about rules of digital TV exploitation. It provides configurational evidence that makes it possible to associate major changes to two presidential decrees (n° 4.901/2003 and n° 5.820/2006) that reflect the preferences and behavior of the main actor (broadcasters, social movements, and federal government) around the new digital TV issues. The Brazilian case shows an institutional model in which federal government's decisions are strongly connected with the preferences of the actor broadcasters and goes against the actor social movements.展开更多
The Hospital Assessment Tool (HAT) is an assessment technique that provides technical support to the healthcare industry for accessing solid waste generation, selecting products, and work practices to eliminate or r...The Hospital Assessment Tool (HAT) is an assessment technique that provides technical support to the healthcare industry for accessing solid waste generation, selecting products, and work practices to eliminate or reduce environmental hazards and solid waste, and to maintain quality patient care. Since 2007, this tool has been applied as part of an innovative partnership between the Lucas County Solid Waste Management District and College of Engineering of the University of Toledo. The purpose of this paper is to provide a complete overview and framework of this program and the HAT so that other institutions may learn from it and adopt similar concepts to help reduce solid waste generation and improve economic conditions in their regions. A focus of this paper is a discussion of a case study that details the process and results of an assessment conducted at a large hospital in Northwest, Ohio, USA. Also, included in this paper is a discussion of the project's background, a comparison to similar project's between colleges and government agencies, and results and benefits of the program, and an overview of the opportunities and barriers to this type of research. The project demonstrates that through a cooperative effort and a creative alliance, businesses, governments, universities, and industries can work together to improve environmental quality, reduce waste, and improve profitability.
