China has explored several eco-compensation models, and in each province eco-compensation has different characteristics. These methods have had significant impacts. The aim of this paper is first to examine the meaning of ecocompensation and to present a framework for analyzing it. Next the development of eco-compensation in China is examined. Finally, four typical models of eco-compensation are compared: the government financial transfer payment compensation model; the ecological resource exploiters′ payment compensation model; the ecological destruction compensation model; and the ecological resource tax collection compensation model. Each model has its own unique feature and potential to contribute to harmonious regional development.展开更多

However, the negotiations between the government and the investors are time-consuming and costly, due to the perspective differences in risk allocation and revenue distribution. Disputes often arise during concession period because of changes in various risks or non-performance of its obligalions, especially when one sector was forced to accept the requirements by the other as a result of the unequal status, the project urgency or other reasons. Only a few PPP projects in China could perform successfully. There is therefore a need to develop an equitable risk allocation mechanism for the delivery of PPP projects in China so as to improve the efficiency of private investment in infrastructure development.展开更多

The study involved interviews wit...This study evaluates the extent to which primary schools in a region of New Zealand are challenged by limited funds to enable the effective management and performance of their school. The study involved interviews with school principals and analysis of their schools' financial statements. The aim of this project is to gain a current understanding of the issues and challenges facing primary schools in a defined region (Waikato) to see whether the trends identified in national research studies, confirms the problem that schools are underfunded. The results of the current study identified the issues experienced by the Waikato schools and in most cases supported previous research findings. The findings of the current study also suggest that schools share the dilemmas associated with limited government funding and rely significantly on local funding sources to achieve their basic objectives. Although schools may be effective in the management of their school objectives, there is more government funding required to relieve the pressures and challenges.展开更多

The first of these is mental...This study tries to compare the modernization of Republican Turkey and South Korea. It should be considered on two important points about the history of modernization of Republican Turkey. The first of these is mentalities and ideological attitudes of modernizing elites. The emphasis to be made is to actually point to an opposition: Republican bureaucracy, in other words, the Kemalist elites, believed that progress in the sense understood by the French revolutionaries, positivist ideas, and secular point of view, on the other hand refused to tradition, namely Ottoman-lslamic past/background. Secondly, the Kemalist bureaucracy followed a specific application of the statist economic strategy. The state on the one hand has made investments using its own resources on heavy industry, established monopoly on certain products, on the other hand has followed liberal policies in order to create a national bourgeoisie. In addition, it cannot resolve/transform land ownership regime in favor of landless peasants. The turning point in the economic development of Korea was the military government of Park Chong Hee. The main policy during the 20 years of government was self-sufficient national economy. A presidential central industrial planning board (EPC) was responsible for the planning of all new investment areas and provided policy coordination among related ministries. Government could control the allocation of all financial resources through nationalized commercial banks. Economic planning by government included resource allocation, setting export targets for big family holdings, selective support of strategic industries, and successful private companies. So, government played an important role in the accumulation of capital in the hands of selected loyal new bourgeoisie class, big family holdings (chaebols), which helped the succession of national development projects. The government used nationalism and moderated Confucius values as a means of creating developmental spirit. Anti-industrial teachings in Confucianism has been changed by Western values to form a new development-oriented work ethics, but core teachings like paternalism, hierarchical order in groups, emphasis on education, harmony, collectivism were strengthened by national education. Government policies and modified cultural elements caused an able and willing labor force and committed nation for overcoming poverty, strengthening Korea's economic position in the region.展开更多
For a while since the inception of economic system reform programs in 1980s,China's government investment in health was weakened.This resulted in healthcare provider's increasing reliance on user charges for t...For a while since the inception of economic system reform programs in 1980s,China's government investment in health was weakened.This resulted in healthcare provider's increasing reliance on user charges for their income,poorer access to healthcare for the vulnerable population groups,and increasing socioeconomic disparities in health and healthcare.To address these problems,China initiated a series of health sector reforms since late 1990s.Our comprehensive review study has found that indeed Chinese government spending on health has been increasing in recent years,especially since 2009,when the new Healthcare Reform Plan was announced.Still,China needs to both further strengthen government investment in health and address the structural imbalances in government health financing,in order to make the overall Chinese health system more equitable and more efficient.展开更多

The empirical result shows that the local governm...Based on the panel data of 28 provinces in the year of 1987-2001, this paper examines the effects of the local government investment on economic growth and employment. The empirical result shows that the local government investment plays a significant positive role in economic growth and employment. However, while the proportion of local government investment to GDP had a remarkable rise after 1998, the elasticity of local government investment on economic growth declined, which shows that there is a big room for raising the efficiency of local government investment. Moreover. the empirieal examination shows that although local government investment had positive effect on employment, the elasticity had a decrease after 1994 when the tax-sharing system reform was put into practice. This shows that the positive role of local government investment on employment is also limited This paper argues that the role of local governments as investors must be weakened, and local governments of different levels should lessen direct economic intervention and concentrate on public regulation.展开更多
