Contradictory Freedoms？ Kant on Moral Agency and Political Rights

This essay examines the degree to which Kant＇s understanding of external freedom and right are consistent with and can form a part of his moral philosophy. In doing so, this essay begins by looking at the foundation and possibility of moral experience as it is presented in the Groundwork for the Metaphysics of Morals. This essay then turns to explore Kant＇s understanding of external freedom and right as set out in The Metaphysics of Morals and examines the apparent inconsistencies that exist between these concepts and Kant＇s explication of moral worth. After pointing out the distinction between right and morality, this essay goes on to argue that, strictly speaking, Kant＇s conception of external freedom and right cannot form part of his moral philosophy （as so defined in the Groundwork）. Finally, this essay concludes by arguing that although right and morality are irreconcilable, Kant＇s account of external freedom and right can nevertheless serve as part of his ＂moral＂ philosophy insofar as these concepts represent Kant＇s attempt to externalize the moral law, or simply expand the definition of morality to cover any action that accords with the right.

On the construction of the mechanism for the smooth operation of the internal power of the universities

A difficult problem for the system construction of the modem university is the issue how the academic power and the ad- ministrative power can coordinate and orderly operate. The weakening of the academic power and the strengthening of the administrative power make the university slope foot forward in the development. To solve this problem, first of all, we should restore the originality of the academic power and the academic tissues. By perfecting the sla＇uctures and functions of the university organizations, improve the control on the power, and make the power operate in its due orbit, to ensure that the modem university system is not a mere formality.

Fiscal Decentralization and Economic Growth in China: A Meta-Regression Analysis

In order to test whether the major empirical results on the ＂relationship between fiscal decentralization and economic growth in China＂ are affected by study characteristics, this paper conducts a meta-analysis of the major existing empirical literature. Our analysis indicates that some empirical results on how China＇s jqscal decentralization affects economic growth are subject to different study characteristics. In particular, empirical results that fiscal decentralization has ＂significant positive effect＂ on economic growth are subject to such study characteristics as ＂region, labor and capital growth rate, other reforms and intra-budget capital.＂ Through the funnel plot asymmetry test, the problem of publication bias is found to exist in the sampled literature and is concentrated in spending decentralization.

A Comparative Study of the Management Mode of Sino- American Institutions of Higher Learning from the Perspective of the Party-Administrative Power Separation and Operation Mechanism

In this paper, we research on the higher education management mode of China and America based on the perspective of operation mechanism, separation of school and the government. As the thought of higher education management theory or a form, we jump out of the labyrinth of modernism manages view and the introduction of totally different from the modernist paradigm, from the angle of the theory research of postmodernism manages view. The paper is organized as the follows. In the first section, we generally introduce the basic concepts of higher education management and the relationship of the schools and government. Then, by comparing the pattern of the Chinese and the American, we analyze the difference in detail. Finally, we set up the prospect and the conclusion. In conclusion, our method combines the advantages of the American higher education management model which will be meaningful.

评判历史的唯一标准是历史实际

“皇权主义”论者,一般有三条论据。一曰“农民领袖称王称帝”;二曰“打着前朝和当朝皇帝的旗号”;三曰“斯大林同志说……”。我们认为,凭此三点不足为据。因为,其一是从“称号”出发,其二是从“旗号”出发,其三是从“概念”出发。这三点的通病是缺乏从农民起义的历史实际出发,疏忽了评判历史的唯一标准一实践。农民起义的实践是检验农民起义有无皇权主义的唯一标准。舍此,即使在“旗号”、称号”和“概念”上煞费苦心,也不会得到令人信服的答案。下面仅就“皇权主义”论者的三点论据作一简析。

Dynamics and entanglement of a membrane-in-the-middle optomechanical system in the extremely-large-amplitude regime

The study of optomechanical systems has attracted much attention, most of which are concentrated in the physics in the smallamplitude regime. While in this article, we focus on optomechanics in the extremely-large-amplitude regime and consider both classical and quantum dynamics. Firstly, we study classical dynamics in a membrane-in-the-middle optomechanical system in which a partially reflecting and flexible membrane is suspended inside an optical cavity. We show that the membrane can present self-sustained oscillations with limit cycles in the shape of sawtooth-edged ellipses and exhibit dynamical multistability. Then, we study the dynamics of the quantum fluctuations around the classical orbits. By using the logarithmic negativity, we calculate the evolution of the quantum entanglement between the optical cavity mode and the membrane during the mechanical oscillation. We show that there is some synchronism between the classical dynamical process and the evolution of the quantum entanglement.
