It is the consequence of failure in solving conflicting wills and interests between the central and local government. As for the basic structure, it admits the state authority but bases on an anti-centrality consciousness that stresses the local freedom and autonomy with self-protection and expansion as its dynamic feature. Its essence reflects the pursuit of extension of interests and actualization of political values.
