针对空间信息系统在弹道导弹防御(BMD)中的效能评估问题,从系统整体性和复杂性角度提出了空间信息系统在BMD中的效能评估框架。该框架主要包括整体性分析、综合集成以及结果分析3个部分。在整体性分析中,通过系统学模型确定导弹防御的边界、要素集和关系集。在综合集成中,应用基于Agent的建模与仿真方法对系统要素进行建模,并对空间信息系统要素及与之相关的关系、空间信息系统Agent的模型结构、各个Agent之间的关系以及行为规则进行了分析,为空间信息系统在导弹防御中的效能评估提供参考。

乡村环境治理:制度、技术与效能——基于中央政策文本分析

基于新公共治理理论的“制度-技术-效能”框架,运用词频和词频聚类分析法,对1978—2022年中国中央政府机构关于乡村环境治理政策文件进行文本分析发现,乡村环境治理政策的阶段性演变逐步聚焦到治理效能,政策的制度设计走向系统化和协调性,技术工具转向开发和运用适用技术进行精细化治理,以实现乡村绿色发展和全面振兴的效能目标。为此,乡村环境治理实践应立足于治理区域的实际情况,强化治理机制的协同效能、提升数字化治理效能、增强适应性治理效能。

学生深度层级效能结果评估有效性验证与实践研究

针对深度层级效能评估效果难以达到预期的问题,提出一种基于情境感知的学生深度层级效能评估框架。该框架引入学生所处环境中的情境因素,深入挖掘出学生、所处情境以及学生深度层级效能评估特征之间的关系。同时该框架利用三角函数对混合蛙跳算法的调节作用,避免了局部最优和收敛速度较慢的问题,从而提高了特征选择中的维度约简和预测泛化能力。实验结果表明,基于情境感知的学生深度层级效能评估框架能有效应用于学生效能倾向预判,从而为高校学生教学管理工作提供有力预警和及时干预。

基于能力的装备体系作战试验效能指标框架设计

针对装备体系作战试验效能指标设计问题,提出一种基于能力的作战效能指标框架设计方法。在对装备体系作战能力与作战效能指标进行分析的基础上,通过能力建立作战任务与装备体系间的抽象关系,按照作战能力需求分析、被试装备体系构建、效能指标框架建立、效能指标体系分解四个环节,对基于能力的装备体系作战试验效能指标框架设计过程和方法思路进行了阐述。陆军数字化合成部队装备体系作战试验情报侦察效能指标体系设计实例表明,该框架具有较强的操作性与实用性。

Determinants of international joint venture performance measurement： A theoretical framework

International joint ventures （IJVs） have increasingly their role in business world and also in research field of international business. There have been a lot of studies related to determinant factors of IJV performance. However, there are very few studies focusing on the measurement of I Jr performance. Especially, researchers have ignored how foreign parent firms really choose their measures in the evaluation of their IJV performance. This research investigates determinant factors of performance measures of 1JVs. Determinant factors of IJV performance measures include motives for establishment, establishment mode, location of IJVs, distribution of ownership in IJVs, cultural background of parent firms, and trust between partners, IJV life stages, parent firms＇ international experience, and relatedness of the IJVs to their parents. Performance measures are divided into financial measures and non-financial measures. The paper shows how different determinant factors are expected to lead foreign parent firms preferring one kind of measure over the other.

城市垃圾分类政策路径与效能——以西北地区试点城市为例

【目的】为了完善城市垃圾分类政策从而提升政策执行效果。【方法】本文基于“路径-效能”分析框架,以西北地区垃圾分类试点城市政策为分析对象,首先运用文本挖掘方法厘清垃圾分类的政策路径,再以此为基础构建PMC指数评价模型,对政策效能进行全面评估。【结果】(1)推进垃圾分类的政策要素包括导向要素(政策目标)、资源要素(基础设施、技术支持、人员配套、资助体系)和保障要素(宣传教育、监督考核、处罚方式、奖励机制),最终形成以政策目标为导向,给予配套资源,并为资源运用提供保障的政策路径。(2)6个试点城市的政策评级分别为良(西宁)、中(兰州、西安、银川、咸阳)、差(乌鲁木齐),整体平均水平为中,除基础设施外,其余变量均有待提升,其中奖励机制的效能提升空间最大。(3)各城市政策均在部分变量上存在内容或实施细则的缺漏,而不同政策的内容缺失方面和程度都不尽相同,致使政策改进的参考路线也有所区别。【结论】从补充政策内容细则和制订差异化完善路线两方面提出政策优化建议。

Introduction to drug regulatory capabilities: a theory and framework

This article explored the definition, dimensions, and building mechanisms of drug regulatory capabilities（DRC） and their relationship with regulatory performance. Based on the theories on organizational capability and their application in public sector, interviews with officers from drug regulatory agencies and analysis of its three determinations, the DRC was defined as the follows： a learned pattern through which the drug regulatory agencies acquire, reconstruct and utilize organizational resources to protect and advance public health. DRC can be divided into different dimensions and structured as the basic capabilities and functional capabilities. This research also introduced three learning mechanisms for DRC construction, which include learning by doing, organizational learning, and exploratory learning. Finally, a qualitative case study of drug application and approval in China was conducted to explore the relationship between regulatory capabilities and performance.
