The full review of The International Convention on Standards of Training, Certification and Watch keeping for Seafarers （the STCW Convention） has been accomplished by International Maritime Organization （IMO） and ...The full review of The International Convention on Standards of Training, Certification and Watch keeping for Seafarers （the STCW Convention） has been accomplished by International Maritime Organization （IMO） and the new amendment, which is also named as Manila amendment, has been effective since 2012, with a transitional period of 2012-2017. Based on the system engineering context consisting of ＂Human, Machine and Environment＂, human factors at sea, i.e., those factors relevant to the seafarers, are consistently underlined. STCW convention is the unique but systematic international maritime legislation looking after the ＂professional competency standards＂ of seafarers. The amendment thereto is of great significance for the Maritime Education and Training （MET） systems, which should be fully understood so as to respond to it effectively. The paper analyzes major impacts brought by the amendment, with purposes to raise recommendations for MET systems to implement the amendment effectively.展开更多

The influence of educational management on the creation of innovative economy is not widely described in literature, howeve...Methods and concepts of innovation performance are widely analyzed, discussed, and evaluated. The influence of educational management on the creation of innovative economy is not widely described in literature, however, procedures of innovation performance include the measures of educational elements. The paper discusses the methodology of European Innovation Scoreboard （EIS） and Innovation Union Scoreboard （IUS） in the aspect of education for innovative economy. Educational indicators in EIS/IUS methodology are quantitative and do not include information about the quality of education. Researchers agreed that innovation processes and economical growth require well-educated and skilled workforce and they assume that skilled workers are on output of the educational system. The measurement system of innovations in Europe includes various economical aspects, allows to observe trends and gives opportunity to improvement for countries and is directed on future educational effects. Quantitative indicators allow to observe trends, educational needs, desires of pupils, and their parents. The efficiency of these indicators is presented on the example of Poland. Educational indicators to improve innovation performance should be very synthetic, but cannot lose important information. The article presents author＇s research on graduate career paths and suggests to include elements of this methodology in the measurement system of innovation economy.展开更多
A major educational debate today concerns how to recruit and prepare teachers all over the world. Similar...A major educational debate today concerns how to recruit and prepare teachers all over the world. In other words policy makers in education attempt to figure out high quality initial teacher training programs. Similarly, one of the main controversial issues in Turkey is who is going to be a teacher. Alternative programs for recruiting and preparing teacher have been devised, discussed, and applied. However, these programs have been implemented not because of results of research comparing the effectiveness of teachers from different types of preparation backgrounds but the program has been implemented because of current government policies. Since Turkish education system is centralized, the Ministry of National Education appoints all novice teachers according to their scores in the nationwide state examination conducted by state for state employee. Teachers in Turkey are recruited from two sources： One is education faculty graduates to be teacher at elementary, middle and high schools. The other source is different faculty graduates such as faculty of literature, art, science, theology, and etc. to teacher, particularly, at high schools. The aim of this study is to review teacher training and recruitment in Turkey from 1923 to present. The method of this study is to analyze printed document and changing policies and reforms about training and recruiting teachers in Turkish schools. During the Republic Era teacher training policies and applications have been changed several times radically. In addition, the effectiveness of factors on teacher training policies in terms of year and theory is indicated.展开更多

The choice of the right index type in a schema can improve the DB performances by up to 80%. Unfortunately the illustrations of the various techniques are scattered over a number of texts and manuals, and the courses for database designers are often somewhat incomplete. The present paper shows a didactical experience which tackles this kind of limitations. In particular, the authors have prepared a textbook that includes twenty-one different index formats; it discusses advantages and disadvantages of each indexing technique, and has been positively validated during advanced courses on relational database design.展开更多
