关于上海市第十四届人民代表大会第二次会议代表议案审查意见的报告

(2014年1月21日上海市第十四届人民代表大会第二次会议主席团第三次会议通过)主席团:根据市十四届人大二次会议主席团第一次会议通过的议案截止时间,到1月21日上午10时,共收到市人大代表十人以上联名提出的议案79件。这些代表议案,围绕上海全面贯彻落实党的十八大、十八届二中、三中全会精神,认真落实市委的决策部署和要求,牢牢把握稳中求进的工作总基调,紧紧围绕创新驱动发展、经济转型升级,以改革统领全局,以提高经济发展质量和效益为中心,持续推动结构调整,持续推动民生改善,持续促进社会和谐稳定。

English Forum on Medical Humanities of SMMU:An interdisciplinary innovative teaching practice

To conform to the college English teaching reform from English for General Purposes (EGP) to English for Academic Purposes (EAP) in the vital transfer era, the Foreign Language Department of Second Military Medical University (SMMU) launched an English for Medical Academic Purpose (EMAP) curriculum with English Forum on Medical Humanities (EFMH), a project-based teaching practice. Based on Rogers' learner-centered humanistic teaching approach which emphasizes students' involvement and experiences in learning, EFMH puts students and their practice in a central place. After four-year exploration and operation, the Forum has developed from a small-scaled embryo into an internationalized, standardized and professionalized event, having produced fruitful outcomes. It is expected that the success of EFMH will provide inspiring experiences and enlightenments for higher medical education in terms of academic English teaching and teachers' responsibilities to foster high-quality medical students.

Mentoring as an Interaction System, Providing Teachers＇ Readiness to Integrate Into the School Environment

The sustainable development of today＇s society can be promoted by providing the educational sustainability. The education of prospective teachers should be based on ecological approach, which ensures the ecological perspective and an opportunity for students to develop their readiness to integrate into the school environment. The main aim of the author＇s research is to substantiate mentoring as an interaction system for the facilitation of the prospective teachers＇ readiness to integrate into the school environment. The author of this paper offers the results of her theoretical research： substantiation of mentoring＇s importance in teachers＇ education, substantiation of mentors＇ roles and functions, and substantiation of ecological approach in teachers＇ education. Ecological approach in teachers＇ education facilitates the formation of friendly attitude toward a school as an educational environment. Mentoring provides the prospective teachers＇ readiness to the professional activity and ability to successful integration in various types of school environment, considering their specificity. The author applied the following research methods： experience reflection, studying, analysing, and evaluating of scientific literature.

Bridging Sociality and New Media Practice as a Lever to Intercultural Competency

This paper is based on the findings of a survey on 120 students involved in the Interdisciplinary Course on Intercultural Competences （ICIC）, a three-year EU Lifelong Intensive Program project aimed at developing intercultural competency in the education, social work and health care professions. The Program approached intercultural competency as a culturally aware ability to cope with unfamiliar situations continuously arising in the current ever-changing society, in which learning has become an ＂endemic condition＂, and the new media have created symbolic resources for actively expressing and constructing identities as an in-progress and negotiated project. Intercultural competency is therefore rethought from a holistic perspective as a part of an educational mission that particularly values one＇s communicative and social experiences as a strategic resource for facilitating learning processes and enhancing professional competency. The presented data show sociality as a clustering factor for intercultural learning and displays a factorial structure, from which a model for intercultural education is inferred, in which bridging social capital, media practice and reflective attitude become crucial for gaining and valuing competency in terms of human capital.

Analysis on Humanistic Education of Medical Students

Medical students are the major force of future medical scientific research and clinical work, and itis of great necessity for medical students to have humanistic education, which is also an inevitable way of improving medical students＇ clinical practice quality. Social progress demands that medical students should not only have excellent professional skills, but also be able to think about problems from medical,social, moral and ethics perspectives, establishing the people-oriented patient-centered noble medical ethics, having a good ability to communicate with people.

The prospects for Higher Vocational computer Education in the development of information technology age

Computer technology is one of the main technologies of the information society, the development of computer education satisfies for requirements to science, the world and the future, and it is an important part of students＇ quality education, it is of great significance to improve the scientific and cultural level of the students, to promote the teaching content modernization of education and teaching reform, to improve the quality of education and the level of management.

Deontology and the Decalogue of Opinion

With Perelman＇s Neo Rhetoric the ＂Rhetorical Empire＂ is built and with the contribution of Koorebyter＇s group this empire gets to its limits by including Opinion also in Natural Sciences. Concomitantly, within communication, the number and variety of opinions tend toward infinity. In this cultural context, a Deontology of Opinion is both possible and necessary. The first part establishes the theoretical frame of the issue on four axes： （1） the historical fate of Opinion; （2） the fundamental and specific Functors; （3） the relation between Certitude, Conviction, and Credence; （4） correctness, the second part presents 10 Deontological Rules of Opinion （out of the 18 possible）; and （5） it is a Code based on 10 Rules thus, a Decalogue. The Code presents each Rule, both in its positive （must） and negative （~must） form. Rules are first enunciated and then explained and illustrated. Being also a theory of Opinion, the paper can be considered a Meta-opinion. It can have four finalities： （1） one, purely theoretical, to be included among similar papers in the field; （2） a methodological one as it offers reference points for the elaboration of particular Deontological Codes; （3） a scientific one offering the background for sociologic researches of Opinion; and （4） an educational one aiming at forming correct （optimum） Opinions in various fields.

Prospects for the Development of English and American Literature Teaching Humanistic Ideas under Development Context

College Students humanity is system engineering, the Anglo-American cultural programs alone cannot achieve their goals. China＇ s higher education in the humanities education not only just focuses on the shortcomings of professional knowledge but the bigger problem is ignored by expertise in spiritual and cultural aspects of education, the performance of neglect scientific spirit and scientific literacy education, professional education and social neglect. We should deal with the problem of natural, human self-development and other relations. However, if each subject can be human spirit through to professional education, then we move to improve college humanities goal with one-step further.

On the Strategies for Teaching Courses of English Literature in the Period of University Transformation Toward Application-oriented Education

In the 21 st century, the transformation of higher education toward application orientation is posing challenges to the university teachers, especially to the teachers of humanities. Combining the teaching practice with the teaching methods and theories of domestic and foreign scholars, this article intends to explore the strategies for teaching courses of English literature in such a transformational period, including multiple teaching strategies and the cultivation of innovative thinking, cultivation of students＇ ability to use English with the works of English literature as language materials, use of realistic contexts to spread classic western language and culture. These teaching strategies can enhance the practicability and effectiveness of the curricula, and expand the teaching space of literature.

The Social Function of Art in the Macedonian Contemporary Society

The recent social processes that are striking the Republic of Macedonia are distorting the nature of many sophisticated socio-anthropological phenomena, including the artistic practices. Thus, we will try to briefly elaborate on several tendencies about contemporary art in the Republic of Macedonia, by ＂screening＂ the theoretical discourses on the issue and by critical perception of recent practices concerning the field. Today＇s views on the creative practices, incorporated in ＂conceptual＂ packages that should develop a new culture of living, are manifested in the creative industries, have been just recently recognized in the Macedonian society. The ＂propaganda＂ character of the treatment of artistic practice changes only formally the media of their manifestations. The idea about the possible and necessary engaged attitude of art towards society had its place also in the modern as well in the postmodern concept of art. In the Republic of Macedonia this ＂ideological＂ attitude towards art regretfully has also become the main mechanism for political domination, manifested mainly in architecture and landscaping of public space. The commercialisation of art supported by the media imposes the discourses of popular art over the content of high art. It seems that art is represented in the field of ＂education and science＂ in the Republic of Macedonia only when certain pragmatic, frequently politicised, interests need to be satisfied.

Influences of Chinese educational journals-research based on 2000-2004 CSSCI

Based on the analyses on the quality of educational periodicals and the number of publications and citations in Chinese Social Sciences Citation Index(CSSCI),this paper intends to make an analysis and introduction of the general situation of Chinese educational journals and publications during 2000–2004.Results show that the quantity of educational periodicals and papers published in China,their influence,“impact factor”and the quantity of language varieties and quotation types are not completely compatible.
