A text to speech (TTS) interface for UDL portal would enable access to the digital content in voice mode, and also provide access to the digital content for illiterate and vision-impaired people. Our work focuses on design and implementation of text to speech interface for UDL portal primarily for Indian languages. This paper is aimed at identifying the issues involved in integrating text to speech system into UDL portal and describes the development process of Hindi, Telugu and Tamil voices under Festvox framework using unit selection techniques. We demonstrate the quality of the Tamil and Telugu voices and lay out the plan for integrating the TTS into the UDL portal.展开更多
By employing the CCM1(R15L12)long-range spectral model, study is undertaken of the effects of sea surface temperature anomaly(SSTA) for tropical Indian ocean on circulation transformation in the early summer in East A...By employing the CCM1(R15L12)long-range spectral model, study is undertaken of the effects of sea surface temperature anomaly(SSTA) for tropical Indian ocean on circulation transformation in the early summer in East Asia in 1991. The results indicate that warmer SSTA contributes to the increasing of the temperature over the Plateau in early summer, resulting in the intensification of tropical easterly jet on 100 hPa and northward shift of Northern Hemisphere subtropical westerly jet in May. It is obviously favorable for the subtropical high enhancement over western Pacific Ocean in May and subtropical westerly jet maintaining at 35~40 °N in June, making the Mei-Yu come earlier and stay over the Changjiang basin in 1991. Furthermore, warmer SSTA is also advantageous to averaged temperature rise in East Asia land region and Nanhai monsoon development. These roles are helpful in accelerating the seasonal transition for East Asia in early summer.展开更多

Applications of transliteration editors in the context of Universal Digital Library (UDL) include entry of meta-data and diction- aries for Indian languages. In this paper we propose a simple approach for building transliteration editors for Indian languages using Unicode and by taking advantage of its rendering engine. We demonstrate the usefulness of the Unicode based approach to build transliteration editors for Indian languages, and report its advantages needing little maintenance and few entries in the mapping table, and ease of adding new features such as adding letters, to the transliteration scheme. We demonstrate the trans- literation editor for 9 Indian languages and also explain how this approach can be adapted for Arabic scripts.展开更多

The results show that the southwest monsoon over East Asian will break out later than normal, the intensity of the summer monsoon over the South China Sea (SCS) is stronger than normal, and more rainfall on Chinese main land is simulated when only IOD forcing exists. With both IOD and Equatorial East Pacific Ocean SSTA forcing, the southwest monsoon will break out much later than normal, the intensity of the SCS summer monsoon also is weaker than normal, and less rainfall in North China is simulated. The key aspect in planning and management of water resources is to analyze the runoff potential and erosion status of the river basin.For the detailed investigation of hydrological response freely available Cartosat-1...The key aspect in planning and management of water resources is to analyze the runoff potential and erosion status of the river basin.For the detailed investigation of hydrological response freely available Cartosat-1(IRS-P5) data was used for the preparation of digital elevation model(DEM).The runoff potential and type of erosive process of 22 river basins originating in the global biodiversity hotspot of Western Ghats,was inferred through hypsometric analysis.Several parameters like Hypsometric integral(HI),maximum concavity(Eh),coordinates of slope inflection point(I) given by a* and h* and normalized height of hypsometric curve(h) were extracted from the hypsometric curves and used for understanding the hydrological responses.From the hypsometric curves,the landform evolution processes were inferred.Contribution of diffusive and fluvial processes in slope degradation of the river basins was understood.Basins with lesser area(<100 km^2) were found to have a positive correlation between hypsometric integral and basin area,whereas for large basins no such correlation exists.Based on the study,river basins can be prioritized for the appropriate conservation measures.展开更多
Groundwater is an essential source of drinking water for many Indian urban habitats. Large numbers of people consume ground water instead of municipal tap water due to contamination of tap water. Groundwater is extrac...Groundwater is an essential source of drinking water for many Indian urban habitats. Large numbers of people consume ground water instead of municipal tap water due to contamination of tap water. Groundwater is extracted from thousands of bore wells, and used for potable purpose without proper testing and treatment. This paper describes a groundwater quality monitoring strategy and database model developed for Gulbarga city, located in Karnataka, India. Sampling wells are selected one each in 55 wards of the city corporation having easy access for regular sampling. Various attributes of sampling wells including their spatial coordinates, location address and a photograph are registered for ready recognition on site. Water samples are collected and analyzed for various physico-chemical parameters. Spatial coordinates and levels of sampling points are measured on site using a hand held GPS instrument. Gulbarga city map is digitized. A GIS database of the measured spatial and water quality data is developed using ArcGIS Desktop 9.3, and ground water quality maps are prepared which may serve as useful tools for developing policy, and regulatory mechanism for sustainable groundwater use.展开更多
