Chinese and US S&T Innovation Policies and Their Effects on Economic Growth Potentials

Since the eruption of the recent global financial crisis, major countries have been pushing forward structural reforms with science and technology （S＆T） innovation at the heart. Since taking office, US President Donald Trump has adopted an ＂America First＂ strategy but has yet to specify a clear S＆T innovation policy. However, Trump＇s current policies have already affected S＆T innovation and his planned budget cuts will impact US growth potentials. Compared with the US, China is steadily implementing its innovation-driven development strategy with significant improvement in S＆ T innovation that increasingly supports economic growth. To spur future economic growth, China should steadfastly follow its S＆T innovation strategy, promote the utilization of S＆T innovation results, boost its economic growth potentials and make the most of global innovation resources.

文章选取认知视角借助于概念整合理论阐释“黑科技”的内涵和外延,厘清其认知路径。颜色域“黑”和概念域“科技”分属不同的心智空间,但两者在属性范畴内具有质的关联性。“黑”主要用于描述事物的颜色或性质,同“科技”的专业性和理论性交相呼应,共有属性“距离感、神秘感和隐匿感”在类属空间显现,继而超越跨域映射在合成空间有机整合,构建新创结构,人的心智体验参与其中,驱动超字面意义的形成,一方面客观指称不符合现有科技水平、未公开或不明觉厉的新科技或产品;另一方面强调人们所做的主观评价。词义具有不定性、可变性、动态性、相对性和可整合性。

Effects of Team Structure on Innovation Performance： An Empirical Study

Teamwork is gaining increasing attention in a broader management research. In addition to previous research on the relationship between team structure and innovation performance, this study draws from an interesting experience-based theory advanced by Kelley and Littman （2005）, which examines teams from design thinking perspective, and tests its contributions and effects on team＇s innovation performance. According to Kelley and Littman any team should include the following team roles： The anthropologist, the experimenter, the cross-pollinator, the hurdler, the collaborator, the director, the experience architect, the set designer, the storyteller, and the caregiver. We develop theoretical logics to explain how team structure that includes these key team roles and competences lead to a better innovation performance, and propose pertinent hypotheses. Experimental-empirical research and quantitative analysis were used in the study. The study conducted multiple experiments on three samples： a group of foreign entrepreneurship students, a group of technical students, and an additional group of randomly selected individuals, aged between 20 and 58, with diverse backgrounds. A special approach was implemented and a new instrument was developed to evaluate individuals in teams. While the results show that team that possess the major competences proposed by Kelley and Littman are more innovative, preliminary results also show that not all team roles are equally important. Moreover, team roles should be allocated equally among members for better collaboration, member satisfaction, and quick response, and within one team, one prevailing personality is optimal in terms of innovativeness. We discuss the implications of our findings for future research and managerial practice.

And from the perspective of the theory and the practice, the author puts forward the ways to cultivate the creativity of the talents from the five dimensions of optimizing the development of the brain functions, improving the abilities of the thinking, judgment and control, debugging the emotional stability and the creative personality, striving to improve the teachers＇ creativity, and drawing lessons from the practical experience of training innovative talents in western countries.

Dynamic capabilities-based strategy innovation： a theoretical framework and empirical studies in Chinese firms

Based on investigations of 112 Chinese firms and studies on foreign leading corporations, a theoretical framework of dynamic capabilities based strategy innovation (SI) is put forward. Several large firms in China winning through SI were studied empirically. This paper complements previous publications on the theories of innovation and strategy. This work's findings will be useful for managers interested in our approach, which highlights the importance of SI and focuses on and points out the major pitfalls in the innovation processes. Implementing the dynamic capabilities based strategy innovation can effectively cultivate and develop core competences of corporations. It is concluded that implementing SI is the only path for Chinese enterprise growth in the intensified competition in the knowledge economy.

Innovative Applications of Post-Tension for Restoration and Rehabilitation of Bridges and Structures--Case Studies in India

This paper deals with new and innovative case studies of application of post-tensioning for restoration of structures for buildings, bridges and rock stabilization in India. In earlier situations for these types of cases conventional method of repair and rehabilitation has been used. These innovative approaches for restoration have led to enormous saving of cost and time. The advantages of post tensioning are well known in the civil industry and are being used for the last 40 to 50 years. Post tensioning is one of the best methods to induce stresses in the concrete before application of live load and this technique can also be widely used for restoration and rehabilitation of structures. Unlike the use of post-tensioning in new structures there are no definite methods or codes for application in restoration and rehabilitation of structures. For restoration and rehabilitation of structures, PT （post tensioned） technique can be applied in combination with other techniques and materials available. Bridge lifting is a tricky and risky job especially when the superstructure is displaced appreciably by a natural calamity, etc.. Not only the present state of structure needs proper study before commencement of restoration and rehabilitation but also calls for careful execution. This paper deals with case studies of innovative applications of post tensioning in restoration and rehabilitation of structures and restoration of bridge structure in Andaman ＆ Nicobar Island, India affected by Sumatra quake.

Wood Preservative Solutions for Creative and Sustainable Bridge Design and Construction

Timber bridges can provide an economical alternative to concrete and steel structures, particularly in rural areas where vehicle traffic is light to moderate. The wooden components of bridges have historically been preserved with either an oil type or waterborne preservative system to protect the wood from decay in order to maintain required performance standards for an extended period of time. The focus of this paper is to describe some of the key preservatives, research and case studies that support use of preserved wood, and some important steps to follow for the appropriate and safe use of preserved wood when the planned application will be in or over aquatic and wetland environments. A wealth of scientific information has been collected and analyzed that clearly suggests the use of preserved wood does not present a significant adverse effect on aquatic and wetland environments. This conclusion is based on two decades of empirical research and case study evaluating the environmental fate and effects of preserved wood, level of migration of contaminates into aquatic and marine environments, and the preserved wood environment. This is particularly true when risks are properly assessed on a project site, the appropriate preservative is selected and the wood is preserved to the Western Wood Preservers Institute＇s BMPs （best management practices）, along with properly installing and maintaining the preserved material. To assist with the assessment process, peer-reviewed risk assessment models for 11 commonly used preservatives have been developed that provide for streamlined data entry by users and allow for evaluation of a structure above and below water. A companion preliminary screening level assessment tool is also available. When these measures are properly utilized engineers, biologists and other responsible officials can be confident that the service life of the preserved wood components will more than likely meet the required performance standards in an environmentally safe manner for up to 50 or more years on a majority of timber bridge projects.

Today＇s leaders need to foster good behavior and ethical value to improve the relationship between them and their followers （Hartman 1997）. This paper is centered on behavioral integrity and will analyze the role of strategy, innovation, and vision on both leaders and followers.
