Congestion pricing is an important component of urban intelligent transport system.The efficiency,equity and the environmental impacts associated with road pricing schemes are key issues that should be considered befo...Congestion pricing is an important component of urban intelligent transport system.The efficiency,equity and the environmental impacts associated with road pricing schemes are key issues that should be considered before such schemes are implemented.This paper focuses on the cordon-based pricing with distance tolls,where the tolls are determined by a nonlinear function of a vehicles' travel distance within a cordon,termed as toll charge function.The optimal tolls can give rise to:1) higher total social benefits,2) better levels of equity,and 3) reduced environmental impacts(e.g.,less emission).Firstly,a deterministic equilibrium(DUE) model with elastic demand is presented to evaluate any given toll charge function.The distance tolls are non-additive,thus a modified path-based gradient projection algorithm is developed to solve the DUE model.Then,to quantitatively measure the equity level of each toll charge function,the Gini coefficient is adopted to measure the equity level of the flows in the entire transport network based on equilibrium flows.The total emission level is used to reflect the impacts of distance tolls on the environment.With these two indexes/measurements for the efficiency,equity and environmental issues as well as the DUE model,a multi-objective bi-level programming model is then developed to determine optimal distance tolls.The multi-objective model is converted to a single level model using the goal programming.A genetic algorithm(GA) is adopted to determine solutions.Finally,a numerical example is presented to verify the methodology.展开更多

This paper presents the overall smart city development in China in term of market scale and development stages, the technology standards, and industry layout. However, in this syst...Obtaining comprehensive and accurate information is very important in intelligent tragic system (ITS). In ITS, the GPS floating car system is an important approach for traffic data acquisition. However, in this system, the GPS blind areas caused by tall buildings or tunnels could affect the acquisition of tragic information and depress the system performance. Aiming at this problem, a novel method employing a back propagation (BP) neural network is developed to estimate the traffic speed in the GPS blind areas. When the speed of one road section is lost, the speed of its related road sections can be used to estimate its speed. The complete historical data of these road sections are used to train the neural network, using Levenberg-Marquardt learning algorithm. Then, the current speed of the related roads is used by the trained neural network to get the speed of the road section without GPS signal. We compare the speed of the road section estimated by our method with the real speed of this road section, and the experimental results show that the proposed method of traffic speed estimation is very effective.展开更多

Application of ITS can i...Intelligent Transportation System (ITS) integrates information and communication technologies with location based technologies into roads, vehicles, traffic and transport management systems. Application of ITS can improve situation in major cities where due to the increasing number of residents and level of motorization traffic congestion represents important issue. Another problem arises from this facts and that is that cities have contradictory needs as grooving need for goods within urban areas as well as need for less vehicles in the same area. The urban logistics activities by private companies within urban areas represent an integral part of city logistics that aims to improve the efficiency of urban freight transportation, reduce traffic congestion, mitigate environmental impacts, reduce costs and fuel consumption. This research presents application of ITS technologies and vehicle routing problem for night delivery scheme planning as one of the core techniques for modelling city logistics.展开更多
