政策工具视角下我国本科教育发展演变及价值旨归

本科教育是高等教育的起点,也是奠定大学生综合素质发展以及人格基调形成的关键驿站。本研究利用教育政策工具探讨政策工具导向下本科教育发展演变的过程以及价值旨归,旨在清晰了解当下本科教育发展演变过程。研究结果发现:本科教育政策中主要涉及四种政策工具,即系统变革工具、权威工具、能力建设工具和评估工具。其中,系统变革工具的权力嬗变使本科院校办学主体发生转移;权威工具的命令管制促使本科教育质量的提升与强化;能力建设工具的理性效用助推本科教育走向一流发展之路。政策工具导向下本科教育发展的价值显示出:教育理念人本价值的回归、服务社会发展需要、由量产向质优发展的价值导向。
