In developed countries, the conservation of historic cities seems to be generally acknowledged as a method of community development that does not depend on huge exploitation. On the other hand, no sufficient countermeasures have been taken in developing countries because most native stakeholders are still interested in development. Here the author could focus on so-called "international cooperation", but urban conservation for historic cities where inhabitants actually live is still a minor consideration except for some government-based conservation projects for monuments and isolated examples of cultural heritage. In this paper, the example was taken of a conservation project which has been carried out by JICA (Japanese International Cooperation Agency) in Damascus, the old capital of Syria. The target area for the project is "Qanawat South". Although the origin of"Qanawat South" dates back to the Roman age, efforts for urban conservation have not been well organized, partly because the area is located outside of the so-called old city registered as a world heritage site. For example, the master plan of 1968 indicated the redistribution of the traditional quarters, while some conservation laws have been restricting the regeneration of the area. Moreover, there is not yet any consensus among the stakeholders concerning the historical value of the quarter, they are still questioning why the area should be conserved rather than being freely sold or developed and what and how they should contribute to conservation. Based on analysis of the actual situation of Qasr al-Hajjaj Street, this paper examines a method called "restoration-type" facade improvement adopted by JICA, for which the final goal is not only to maintain the appearance of the street but also to activate the life of the habitants of the street.展开更多
This paper presents debris-flow numerical simulations using the Hyper KANAKO system,developed by the authors.The system uses the debris flow simulator KANAKO 2D equipped with a graphical user interface(GUI);hence,a us...This paper presents debris-flow numerical simulations using the Hyper KANAKO system,developed by the authors.The system uses the debris flow simulator KANAKO 2D equipped with a graphical user interface(GUI);hence,a user can easily produce appropriate landform data for simulations using standard laser profiler data,and visualize the results using a GIS.Hyper KANAKO was applied to the streams around Kiyomizu-dera in Kyoto,Japan.Kiyomizu-dera is a famous temple in Japan which is visited by numerous tourists throughout the year.We simulated a disaster scenario of debris flow caused by torrential rain.We set the hydrograph using rainfall intensity data,and set the landform data using information from the Geospatial Information Authority of Japan(GSI) and a digital elevation model(DEM).We evaluated different mesh sizes and also used a digital surface model(DSM) to consider the building heights.The simulation results showed that with small mesh size,the debris flowmoved through the roads,which seems realistic for a disaster situation.When buildings were considered,the flow direction changed,and a 1-m flow depth,which was deeper than in other cases,appeared in the flow path.This may pose a dangerous situation for evacuations.展开更多

Recently, super-aging in old suburbs is remarkable. Recently, Japanese old suburban housing estates are declining. They are facing several serious problems. Most serious problems are aging of residents and decreasing population, and these are caused by long-term dwelling. Because many Japanese think that "Japanese Dream" is occupancy of detached house in suburb. Japanese suburban residents tend to stay after child rearing. And another severe problem is the increasing vacant houses. In this study, the authors try to clarify the conditions of shrinking suburbs in Japanese cities and will introduce some activities for revitalization in suburbs. As for aging of suburban residents, in old housing estates, the first generation of migrants grew older and continued to live in their own house in suburban areas. Furthermore, their children grew up and moved out. These are caused by the failure of town planning, which supplied the same type of houses in short term. Furthermore, increases in vacant houses are seen throughout every old suburban housing estate, and it induces new uneasiness and social troubles and drop in housing price.展开更多
Consensus on reducing greenhouse gas emissions has been reached at the technical and political level.However,as the issue involves economic costs and the right to develop,the international institutional framework for ...Consensus on reducing greenhouse gas emissions has been reached at the technical and political level.However,as the issue involves economic costs and the right to develop,the international institutional framework for addressing greenhouse gas emissions has consistently failed to balance the demands of impartiality and sustainability.However,a sustainable carbon budget proposal is undoubtedly achievable if the global carbon budget (the total amount of carbon permitted by climate security) is made an absolute constraint.If a preliminary distribution was made among the world's population on a per capita basis,the total limited global carbon budget could not only meet basic needs but also ensure the proposal's equitable.Taking into account historical emission levels and future needs,we should carry out carbon budget transfer payments and devise a corresponding funding mechanism to ensure efficient allocation under the proposal.Unlike the phase-by-phase progress and provisional goals of the Kyoto Protocol,the carbon budget proposal outlined above is a comprehensive and holistic package.Due to the politicization of the climate change issue,however,many technical issues can only be worked out through international political and diplomatic negotiations.展开更多
