During the Cold War,China’s diplomacy failed to treat the Arab states as a whole.It was not until the end of the Cold War that China established diplomatic relations with all 22 Arab states.Since then,a multilateral ...During the Cold War,China’s diplomacy failed to treat the Arab states as a whole.It was not until the end of the Cold War that China established diplomatic relations with all 22 Arab states.Since then,a multilateral cooperation mechanism between China and Arab states has come into existence and become steadily developed.In 2004,the China-Arab States Cooperation Forum was established.In 2010,China and the Arab states announced the establishment of a strategic cooperative relationship.After the Gulf War,the Arab world entered a period of fragmentation and division.The situation deteriorated after the drastic changes in the Middle East in 2011,to the point of entering an era of granulation.The ability of The League of Arab States to operate as a single international actor has been greatly impaired.In the era of the fragmentation of the Arab world,the mechanism of multilateral cooperation between China and the Arab States has developed in spite of these great difficulties.In future,the role and function of the multilateral mechanism of cooperation between China and the Arab states needs to be clarified,and efficiency needs to be improved based on the existing mechanisms.展开更多
The ultrafine silver powders were prepared by liquid reduction method using Arabic gum as dispersant.The effects of different dispersants,pH values,and temperature on the morphology and particle size of silver powders...The ultrafine silver powders were prepared by liquid reduction method using Arabic gum as dispersant.The effects of different dispersants,pH values,and temperature on the morphology and particle size of silver powders were investigated.It is found that Arabic gum can better adsorb on silver particles via chemical adsorption,and it shows the best dispersive effect among all the selected dispersants.The particle size of silver powders can be finely tuned from 0.34 to 4.09μm by adjusting pH values,while the morphology of silver powders can be tuned by changing the temperature.The silver powders with high tap density higher than 4.0 g/cm3 were successfully prepared in a wide temperature range of 21.8-70°C.Especially,the tap density is higher than 5.0 g/cm3 when the temperature is optimized to be 50°C.The facile process and high silver concentration of this method make it a promising way to prepare high quality silver powders for electronic paste.展开更多

Many scientists have attributed the metamorphism of the chemical compositio...The primary scientific goal of studying salt lakes is to better understand the formation of small continental- type hydrogeochemical systems. Many scientists have attributed the metamorphism of the chemical composition of salt lakes to the evaporative concentration of water. How- ever, the formation of soda water is inconsistent with this hypothesis. Thus, analyzing intrabasinal biochemical pro- cesses and water--rocks interactions during the evaporative concentration of water allows us to understand the major mechanisms of the formation and evolution of water com- positions. Therefore, the aim of this paper is to identify the key processes involved in the formation of the chemical composition of the water in Lake Doroninskoye. An analysis of the distribution of major components shows that Na+, HCO3-, CO32-, and C1- are dominant in this water. High concentrations of these elements are the result of evaporative water concentration. Calcium, magnesium, and potassium are not accumulated because the water is saturated in min- erals containing these elements. The main barrier to the growth of the sulfate content of water is sulfate reduction. This process also contributes to the additional reproduction of carbon dioxide, which reacts with the products of the hydrolysis of aluminosilicates OH- to form HCO3- and CO32-, thus further contributing to the natural processes of soda formation.展开更多

Elzner provided more than 20 meanings of this word translated from Arabic. Music experts have decided in favor of the definition of word makom as "mode and genre". Establishment of makom as a genre had taken place approximately from 12th to 18th centuries. However, evolution of a mode system, had occurred much earlier. Makom art of Uzbekistan is a heritage, which had been formed over the long period. However, it has not yet reached its completion, it still keeps living and being filled with a new emotional mood, new image contents. Swift development of computer technology and communication means creates opportunities both for researchers and for performers to improve the phenomenon of the makom arts. Organization of various contests and festivals in Uzbekistan, makom performers' participation in foreign forums represents great incentives for showing the western interest in this arts and its integration into the global music science.展开更多

The authors tried to find the answers to the questions such as "How bad o...Our research topic is about the economic situation in the Middle East and North Africa (MENA) oil exporters after the global crisis in 2008. The authors tried to find the answers to the questions such as "How bad or good is the situation there?" and "what is the expectation about the future of the region?" Like other countries around the world, the MENA oil exporters, comprised of Algeria, Bahrain, Iran, Iraq, Kuwait, Libya, Oman, Qatar, Saudi Arabia, Sudan, United Arab Emirates, Yemen were adversely affected by the global crisis. The MENA oil exporters are recently recovering from their recession in 2009 when the global crisis was felt intensively there. GDP in the region has grown by 3.5 percent in 2010 after a low growth of 0.7 percent in 2009. The average real GDP growth excluding Libya is projected to reach 4.9 percent in 2011. Two developments mark the outlook: the unrest in the region and the surge in global fuel and food prices. For most oil exporters, the expected increase in oil prices and production volumes will lead to higher growth in 2011 and stronger fiscal and external balances, notwithstanding recent increases in government spending. The oil exporters' combined external current account surplus is estimated to increase. The effects of the political events in Tunisia and Egypt have spread in varying degrees to the MENA oil exporters in the region, and many of these countries are responding with public spending and job-creation measures to alleviate social tensions. The social unrest also highlights the need to pursue fundamental economic reforms--social policy, fiscal management, governance, business environment, labor markets, and financial sector access to facilitate more inclusive economic growth. While the MENA countries are generally divided into two sub-regions such as "oil exporters" and "oil importers" in the economic literature, the authors will deal with only the MENA oil exporters in this work. The negative effects of the global crisis in these countries on growth, inflation, current account balance, budget balance, and finally financial sector will be reviewed in this work and the expectations and the developments which occurred after the crisis in these countries will be dealt with especially in the context of the IMF reports.展开更多

The system focuses on employing a combination of statistical and structural features to provide complete pattern's description and enhances the recognition rate. Support Vector Machines (SVMs) is utilized as a promising pattern recognition tool. In addition to that, the problems of dots and holes are solved in a completely different way from the ones previously employed. The proposed system proceeds in several phases as follows: (1) image acquisition, (2) binarisation, (3) morphological processing, (4) feature extraction, which includes statistical features, i.e., moment invariants, and structural features, i.e., dot number, dot position, and number of holes, features, and (5) classification, using multi-class SVMs and applying a one-against-all technique. The proposed system has been tested using different sets of words and subwords and has achieved a nearly 98.90% recogiaition rate. Comparative results with NNs are also presented.展开更多

However, it can also be very challenging given the sociocultural and linguistic background of the learners as well as other factors related to the nature of the imported teaching materials from overseas. The challenge then is identifying and selecting materials for each particular class, as well as how to get students motivated and successfully engaged in the process of writing. This paper enlightens educators and language programs managers and planners about the mechanism of the writing process while incorporating the cultural components relevant to the learner, as well as drawing their attention to the benefits of engaging students in the actual process of writing and boosting their motivation via a meaningful socioculturally based approach.展开更多

In this study, the author argues that textbooks materials used in academic institutions may well take a significant part in generating an active environment in EEL classrooms. It is believed that more opportunities will be created for students to be more involved, active, and able to understand the content being addressed more effectively. Yet, by looking at the textbooks being utilised (at a university context where the author teaches), one can notice that student's culture (Eastern) is to a large extent missing in these textbooks, most of these books instead represent dominantly "Western" culture namely American and British cultures. This can deafly be depicted by topics discussed, pictures, clothing, names, and many other issues portrayed in these textbooks. This study is an attempt to challenge and problematize such domination of Western cultures portrayed in the content of English textbooks used in academic institutions not merely within Saudi Arabia but also extended to other countries and nations in the world.展开更多

The new techno...The paper presents an innovative renewable energy-load management technology, which is currently being developed as a prototype, in preparation for potential large-scale implementation in power systems. The new technology employs controlled motion of large weights, which are being maneuvered (up and down) through the system peak/off-peak demand pattern. The load management scheme is similar to the pumping storage systems, but uses large weights instead of water and, therefore, is more suited to the operating environment in Saudi Arabia, in which water is relatively scarce. A portion of the off-peak valley-filling energy is supplied from wind-driven generators, which adds to the green energy component of the scheme. The controlled motion aspect of the new technology is based on partial implementation of previously published ideas by the authors as well as a registered patent. The paper describes the theoretical and analytical features of the introduced renewable energy-load management technology, and dwells on its practical implementation features.展开更多

Cont...In this research, the authors evaluate different channels of the monetary policy transmission mechanisms in Saudi Arabia over the last 15 years with a baseline of structural vector autoregressive (SVAR) models. Contemporaneous coefficient in the structural model indicates that while Saudi Arabia pegs its currency to US dollar, monetary policy instrument reacts positively to unexpected changes in the monetary aggregate. In addition to the traditional interest rate channel, the authors have also found the effects of credit channel. Moreover, variance decomposition results show that past shocks of credit, nominal effective exchange rate (NEER), federal funds rate (FFR) and treasury bill (TB) are found to be important for credit growth in shorter and longer horizons. The exchange rate channel has been less significant in comparison to other channels.展开更多

Of particular interest were issues related to conversion of grid systems from one-way to two-way operations. Recommendations on the most promising design and control configurations for implementation are also provided. A literature review was performed that threw light on the issues and challenges associated with implementation of street conversions, and the available best practices. A comprehensive traffic impact analysis that ensued employed the SYNCHRO computer simulation model to represent current and future operations so as to assess the implications of two-way conversions at and around the test sites. Detailed realistic two-way operations scenarios were developed that considered geometric and right-of-way restrictions, the location of land uses that generate and/or attract vehicular and pedestrian traffic, connectivity with the street grid, and accessibility to nearby freeway facilities, as well as practical concerns.展开更多

This study ex- plores the effects of momentum ratio and Weber number at various injection conditions on spray characteristics of the pintle injector for liquid-gas propellants. A liquid sheet is injected from a center pintle nozzle and it is broken by a gas jet from an annular gap. The pressure drops of propellants, and the pintle opening distance were consi- dered as control variables; using 0.1 -1.0 as a bar for the pressure drop of the liquid injection, a 0.01-4).2 bar for the pressure drop of gas jet and a 0.2 - 1.0 mm for the pintle opening distance. The discharge coefficient was de- creased linearly before the pintle opening distance of 0.75 mm and then, the coefficient was slightly increased. Spray images were captured by a CMOS camera with high resolution. Then, the shadow and reflected images were analyzed. Spray distributions were measured by a pattemator with an axial distance of 50 mm from a pintle tip. Finally, the spray half angles had an exponentially decreasing correlation as a momentum ratio divided by the Weber number. Also, the spray half angles from the spray distribution were underestimated compared to those measured from the captured images.展开更多

One such bound is very close to the tail of the standard Gaussian law in certain case; other bounds improve the inequalities of Bennett and Hoeffding by adding missing factors in the spirit of Talagrand(1995). We also complete Talagrand's inequality by giving a lower bound of the same form, leading to an equality. As a consequence, we obtain large deviation expansions similar to those of Cram′er(1938),Bahadur-Rao(1960) and Sakhanenko(1991). We also show that our bound can be used to improve a recent inequality of Pinelis(2014).展开更多

文摘The paper presents an innovative renewable energy-load management technology, which is currently being developed as a prototype, in preparation for potential large-scale implementation in power systems. The new technology employs controlled motion of large weights, which are being maneuvered (up and down) through the system peak/off-peak demand pattern. The load management scheme is similar to the pumping storage systems, but uses large weights instead of water and, therefore, is more suited to the operating environment in Saudi Arabia, in which water is relatively scarce. A portion of the off-peak valley-filling energy is supplied from wind-driven generators, which adds to the green energy component of the scheme. The controlled motion aspect of the new technology is based on partial implementation of previously published ideas by the authors as well as a registered patent. The paper describes the theoretical and analytical features of the introduced renewable energy-load management technology, and dwells on its practical implementation features.
文摘In this research, the authors evaluate different channels of the monetary policy transmission mechanisms in Saudi Arabia over the last 15 years with a baseline of structural vector autoregressive (SVAR) models. Contemporaneous coefficient in the structural model indicates that while Saudi Arabia pegs its currency to US dollar, monetary policy instrument reacts positively to unexpected changes in the monetary aggregate. In addition to the traditional interest rate channel, the authors have also found the effects of credit channel. Moreover, variance decomposition results show that past shocks of credit, nominal effective exchange rate (NEER), federal funds rate (FFR) and treasury bill (TB) are found to be important for credit growth in shorter and longer horizons. The exchange rate channel has been less significant in comparison to other channels.
文摘This paper summarizes the approach, findings and evaluation methodology for a study that investigated the feasibility and potential impacts of street conversion options on traffic operations in downtown Birmingham, Alabama. Of particular interest were issues related to conversion of grid systems from one-way to two-way operations. Recommendations on the most promising design and control configurations for implementation are also provided. A literature review was performed that threw light on the issues and challenges associated with implementation of street conversions, and the available best practices. A comprehensive traffic impact analysis that ensued employed the SYNCHRO computer simulation model to represent current and future operations so as to assess the implications of two-way conversions at and around the test sites. Detailed realistic two-way operations scenarios were developed that considered geometric and right-of-way restrictions, the location of land uses that generate and/or attract vehicular and pedestrian traffic, connectivity with the street grid, and accessibility to nearby freeway facilities, as well as practical concerns.

文摘A pintle injector is advantageous for throttling a liquid rocket engine and reducing engine weight. This study ex- plores the effects of momentum ratio and Weber number at various injection conditions on spray characteristics of the pintle injector for liquid-gas propellants. A liquid sheet is injected from a center pintle nozzle and it is broken by a gas jet from an annular gap. The pressure drops of propellants, and the pintle opening distance were consi- dered as control variables; using 0.1 -1.0 as a bar for the pressure drop of the liquid injection, a 0.01-4).2 bar for the pressure drop of gas jet and a 0.2 - 1.0 mm for the pintle opening distance. The discharge coefficient was de- creased linearly before the pintle opening distance of 0.75 mm and then, the coefficient was slightly increased. Spray images were captured by a CMOS camera with high resolution. Then, the shadow and reflected images were analyzed. Spray distributions were measured by a pattemator with an axial distance of 50 mm from a pintle tip. Finally, the spray half angles had an exponentially decreasing correlation as a momentum ratio divided by the Weber number. Also, the spray half angles from the spray distribution were underestimated compared to those measured from the captured images.

文摘We show sharp bounds for probabilities of large deviations for sums of independent random variables satisfying Bernstein's condition. One such bound is very close to the tail of the standard Gaussian law in certain case; other bounds improve the inequalities of Bennett and Hoeffding by adding missing factors in the spirit of Talagrand(1995). We also complete Talagrand's inequality by giving a lower bound of the same form, leading to an equality. As a consequence, we obtain large deviation expansions similar to those of Cram′er(1938),Bahadur-Rao(1960) and Sakhanenko(1991). We also show that our bound can be used to improve a recent inequality of Pinelis(2014).
