不应忽视公民的道德权利建设

:道德权利是人们在一定的道德关系中所具有的自由选择、自尊受益及被社会公正评价的权利。市场经济孕育出人们自由平等的独立人格,道德权利日益凸现。忽视道德权利,将会导致道德建设缺乏广泛性,加剧道德领域的不公平现象,使市场经济与道德建设很难平衡发展。在现时代,凸现道德权利已是势在必行。

以人为本与权利建设

通过对以人为本的内涵的哲学剖析,将以人为本把握为以人为本、以什么人为本、以人的什么为本三个层次,并最终具体归结为以人的权利为本。由此对公民权利建设进行了实证性的研究,考察了不同层次权利的实现状况以及它们对社会和谐的影响程度。

铁路建设单位考核暂行办法
